This document replaces SJ/T 11364-2014 "Marking for the restriction of the use of hazardous substances in electrical and electronic product" and the 2017 No.1 Amendment. Compared with SJ/T 11364-2014, in addition to structural adjustments and editorial changes, the main technical changes are as follows. a) CHANGE the standard name from "Marking for the restriction of the use of hazardous substances in electrical and electronic product" in SJ/T 11364-2014 to "Labeling requirements for restricted use of hazardous substances in electrical and electronic products"; ADJUST the product scope of application to "Electrical and electronic products", to be consistent with the product scope of application of China's laws and regulations on the restriction of hazardous substances in electrical and electronic products; b) ADD the terms "electrical and electronic products" and "labeling"; DELETE the terms "recycling" and "logistics"; MODIFY the terms "hazardous substances" and "environmentally friendly use period"; c) DELETE the identification method of the product production date; d) ADD the identification method and requirements using QR code (6.4); e) ADD the requirement to support the use of web pages as identification carriers (6.6); f) ADD the requirements for the preservation of supporting documents for the names and information tables of hazardous substances in electrical and electronic products (7); g) ADD four new types of phthalates, to the categories of hazardous substances in electrical and electronic products (Appendix A). This document applies to electrical and electronic products sold within the territory of the People's Republic of China. GB/T 26572 Requirements of concentration limits for certain restricted substances in electrical and electronic products3 Terms and definitionsThe following terms and definitions apply to this document. 3.1 Electrical and electronic products Equipment and supporting products that rely on current or electromagnetic fields to work or are intended to generate, transmit and measure current and electromagnetic fields, with a rated working voltage of no more than 1500 V for direct current and no more than 1000 V for alternating current. Note. Equipment involved in the production, transmission, distribution of electric energy is excluded. 3.2 Hazardous substance Substances contained in electrical and electronic products that are harmful to humans, animals, plants and the environment. SJ/T 11468-2014, 2.2.3, with modifications] 3.3 Environment-friendly use period (EFUP) The number of years during which the hazardous substances contained in electrical and electronic products will not leak or mutate, and will not cause serious pollution to the environment or serious damage to people and property, when the user uses them normally according to the product instructions. The starting date of the environmental-friendly use period of electrical and electronic products is the production date of the product. 3.4 Labeling The process of labeling the information on the hazardous substances contained in electrical and electronic products.4 GeneralThe manufacturer or importer of electrical and electronic products shall label the information on the hazardous substances contained in the products, in accordance with the requirements of this document.5 Labeling of information on hazardous substances inproducts 5.1 Labeling If the content of hazardous substances in the product meets the requirements of GB/T 26572, the manufacturer or importer of electrical and electronic products shall label it according to Figure 1.If the content of hazardous substances in the product does not meet the requirements of GB/T 26572, it shall be labeled according to Figure 2, meanwhile the name and content information of the hazardous substances in the product shall be provided according to the requirements of 5.2. 5.2 Names and information table of hazardous substances in electrical and electronic products 5.2.1 The names and information table of hazardous substances in electrical and electronic products (hereinafter referred to as "information table") is shown in Table 1, where. a) The first line of the information table is the table header; the first column is the 5.2.2 If the content of each hazardous substance in a component meets the requirements of GB/T 26572, the component does not need to be included in the information table. 5.2.3 If the content of hazardous substances in a component does not meet the requirements of GB/T 26572, for the same type of components with the same hazardous substance content information, a combined labeling method can be used, such as plastic structural parts, various cables, etc. Otherwise, it shall not be combined with other components, meanwhile similar expressions such as "others" shall not be used to replace the names of such components. 5.2.4 The manufacturer or importer of electrical and electronic products may add supplementary explanations to the information table based on actual conditions. Example 1.Explain the technical reasons for marking "×" in the column. Example 2.Add notes to the information table to mark optional accessories and other information. 5.2.5 Due to limitations in length or layout, the manufacturer or importer of electrical and electronic products may swap the rows and columns of the names of hazardous substances and components in the information table. 5.3 Other suggestive information When applicable, the manufacturer or importer of electrical and electronic products should indicate in the product description the suggestive information to avoid harmful substances in the product from causing harm to the environment and human health, based on the characteristics of the product or product components and the intended design working conditions or occasions.6 Labeling requirements6.1 Under normal circumstances, the restriction of hazardous substances in electrical and electronic products shall be directly marked on the visible part of the product by molding, laser engraving, spraying, pasting, printing, etc., or by the labeling method of 6.3. If the electrical and electronic products themselves are only used as components, parts, elements inside other electrical and electronic products, such as display components, circuit boards, resistors, etc., meanwhile they are put on the market separately and sold to consumers or end users, the restriction of hazardous substances in electrical and electronic products may not be directly marked on the surface of the product, but it shall be indicated in the product description. 6.2 If an electrical and electronic product meets one of the following conditions, the restriction of the use of hazardous substances in electrical and electronic products may not be directly marked on the surface of the product, but it shall be noted in the product description. a) The maximum surface area that can be marked is less than 50 cm2; b) The shape is irregular, such as a cable with a large surface area but particularly thin and long; c) It cannot be directly marked on the surface of the product due to surface material or function. 6.3 If the product has an image display function, the restriction of the use of hazardous substances in electrical and electronic products can be built into the product system software in digital form and shall meet the following requirements. a) When the product is running, the user can view it through the user interface; b) The digital information shall be set as read-only data during exit-factory. 6.4 The manufacturer or importer of electrical and electronic products shall mark the information table in 5.2 in the product description, or use a QR code to allow users to scan and view the content of 5.2. 6.6 The carrier of the product description in this document can be a paper manual, a CD (CD/DVD), packaging, system built-in software, or company website. Any labeling carrier shall clearly indicate the corresponding relationship between the product and its hazardous substance mark and information table. For the system built- in software or web page as the labeling carrier, the manufacturer or importer of the electrical and electronic products shall indicate the viewing method of 5.1 ~ 5.3 in the product paper instructions/instruction CD or on the packaging.7 Data preservationThe manufacturer or importer of electrical and electronic products shall save the technical support documents related to the information table, so that they can be provided when needed. The preservation period of the documents can be based on the requirements of the relevant legal normative documents on the restriction of the use of hazardous substances in electrical and electronic products.Appendix A(Normative) Hazardous substances See Table A.1 for the list of hazardous substances in electrical and electronic products.Appendix B(Normative) Specifications and interpretations of the labeling on restricted use for electrical and electronic products B.1 Specifications of the mark B.1.1 The line proportions of each part of the mark I and mark II are shown in Figure B.1 and Figure B.2, respectively (the number of grids is 100 × 100). The font of the digital number in the mark II is Impact; the ratio of the digital height to the inner and outer diameters of the ring is 5.8.12. B.1.2 The recommended colors of the restricted use of hazardous substances in electrical and electronic products are. a) Mark I. Green (C. 85, M. 30, Y. 85, K. 20); b) Mark II. Orange (C. 0, M. 75, Y. 100, K. 0). The manufacturers or importers of electrical and electronic products may also choose other colors according to the actual situation of the products, but green shall not be used for mark II. B.1.3 The manufacturer or importer of electrical and electronic products shall enlarge or reduce the hazardous substance restriction mark of electrical and electronic products in proportion to the specifications of this Appendix; its minimum size shall not be less than 5 mm × 5 mm. B.2 Interpretation of the mark The connotation of the hazardous substance restriction mark of electrical and electronic products includes whether the electrical and electronic products contain hazardous substances, the environment-friendly use period of the electrical and electronic products, whether the electrical and electronic products can be recycled. The lines with arrows in the outer circle of the figure form a circular circle, indicating that the electrical and electronic products can be recycled. Figure B.1 is generally green, indicating that the content of hazardous substances in the product meets the national hazardous substance limit requirements and is a green and environmentally friendly product.
