This document is part 3 of GB/T 41866 "Systems and Software Engineering Information Technology Project Performance Benchmark Measurement Framework". GB/T 41866 has released the following parts. --- Part 1.Concepts and Definitions; --- Part 2.Benchmark measurement requirements; --- Part 3.Report preparation; --- Part 4.Data collection and maintenance. This document is modified to adopt ISO /IEC 29155-3.2015 "Systems and Software Engineering Information Technology Project Performance Benchmarking Measurement Framework No. Part 3.Reporting Guidelines. Introduction

Benchmark measurement refers to the activity of evaluating the characteristics of the object by comparing each "object of interest" with each other or with a benchmark. In GB/T 41866, the "object of interest" refers to the performance of the IT project, while the characteristic refers to an aspect of the IT project, for example, productivity. Benchmarking is one of the fastest growing technologies in the field of IT project management. Generation and Development of IT Project Performance Benchmarking Instances For a variety of reasons, the most common of which are. a) the need to compare the productivity of projects in similar industries; b) need to compare different project types and technical productivity; c) the need to find the most effective goals when improving the IT development process; d) the need to compare productivity between different suppliers; e) the need to improve project management maturity; f) The need to improve project estimation capabilities. 1 Scope

This document provides the reporting process and typical report content on benchmarking activities in the IT Project Performance Benchmarking Framework general requirements and guidelines, including. --- Requirements and guidelines for the reporting process within the benchmarking metrics framework; --- Requirements and guidelines for report content. This document focuses on three priority activities, namely "Implementing Benchmark Metrics", "Maintaining the Data Warehouse" and "Publishing Benchmarks". NOTE 1 These activities are selected not only because their results are important, but also as direct input by the benchmark metric user to perform the "core benchmark" activities. In addition, the base Quasi-metric users are often not so deeply involved in these activities, even though deep knowledge of the information is required in order to understand benchmark results or select appropriate data (i.e. benchmark metrics data warehouses and benchmarks). This document also focuses on two types of reporting within the benchmarking metrics framework. a) Benchmark Metrics Report. describe the results of the benchmark metric instance; b) Interpretive Report. Provides supplementary information about the published benchmark metrics data warehouse or benchmark. This document is intended for stakeholders of IT project performance benchmarking (e.g. benchmarking users, benchmarking providers, benchmarking service providers side) use. Note 2.The following examples illustrate how this document can be used. --- Used by the acquirer (or third-party agent) of the system and software to define, order, obtain and evaluate an acceptable and reliable benchmark metric report; --- Used by benchmark measurement service providers to generate high-quality benchmark measurement reports; --- Used by benchmark providers to provide supplemental information about published benchmark metrics data warehouses and benchmarks. This document does not prescribe how to organize benchmarking activities.
