1 Scope

This standard specifies the single-station, regional and national cold winter indicators, calculation methods and grade division. This standard applies to cold winter monitoring, forecasting, evaluation and service.

2 terms and definitions

The following terms and definitions apply to this document. 2.1 Winter average temperature wintermeanairtemperature Last year in December to the year (target year) in February the average temperature.
