Specification of take-back on waste electrical and electronic
product
1 Scope
This document specifies the basic requirements, recycling requirements, information
management, production safety and environmental protection requirements for the
take-back of waste electrical and electronic products.
This document is applicable to the take-back of waste electrical and electronic products
included in the Waste Electrical and Electronic Products Recycling Directory. It is a
reference for the recycling of other waste electrical and electronic products.
This document does not apply to waste electrical and electronic products with
hazardous characteristics listed in the Directory of National Hazardous Wastes.
2 Normative references
The provisions of the following documents constitute the essential clauses of this
document through normative references in this text. Among them, for referenced
documents with dates, only the versions corresponding to the dates are applicable to
this document; for referenced documents without dates, the latest versions (including
all amendments) are applicable to this document.

GB 39800.1 Specification of the provision of personal protective equipment - Part
1: General requirement
4.2.2 A training system shall be established to ensure that necessary knowledge training
is provided to personnel and training records are kept.
4.2.3 Personnel engaged in special operations for the take-back of waste electrical and
electronic products, including but not limited to operating cranes, drilling holes in
special walls (such as marble, wooden walls, etc.) and disassembling and installing anti-
theft windows, shall hold a certificate for special operations and comply with relevant
management regulations.
4.3 Site requirements
4.3.1 Waste electrical and electronic products may be stored at recycling stations for
renewable resources or at special sites.
4.3.2 The storage site shall have a roof, be well-ventilated, and be hardened to prevent
seepage.
4.3.3 The storage site shall be divided into zones according to the categories of waste
electrical and electronic products, and signs shall be placed in prominent locations in
each zone.
4.4 Equipment and facility requirements
4.4.1 The collectors shall be equipped with necessary recycling facilities and equipment
and ensure that they are qualified, including but not limited to:
a) Transportation equipment: freight vehicles for collection and external transfer
of waste electrical and electronic products;
b) On-site transfer equipment: forklifts and trailers for transfer within the storage
sites (applicable to enterprises);
c) Storage equipment: storage cages and pallets for waste electrical and
electronic products;
d) Weighing equipment: electronic scales and floor scales for weighing and
statistical weight;
e) Information management facilities: hardware and supporting software shall be
included to enable information entry, query and traceability.
4.4.2 Necessary protective equipment shall be provided according to the characteristics
of personnel's positions.
4.4.3 The entrances and exits of storage sites, key risk locations and recycling sites shall
be equipped with networked video surveillance systems. The surveillance system shall
cover the entire process of waste electrical and electronic products from entry to exit.

5.3.3 Waste electrical and electronic products that are flammable, explosive or contain
corrosive substances shall be loaded separately.
5.4 Transportation
5.4.1 The transport vehicle shall be rainproof and scatter-proof, preferably a van, and
comply with relevant road transport requirements.
5.4.2 The safety of transport vehicles shall be checked regularly to prevent safety risks
during transportation.
5.4.3 When transporting waste electrical and electronic products that are flammable,
explosive or contain corrosive substances, labels indicating flammable and dangerous
goods shall be provided.
5.4.4 Waste electrical and electronic products shall not be discarded at will during
transportation.
5.4.5 Transport-related information shall be recorded and retained.
5.5 Storage
5.5.1 Waste electrical and electronic products shall be stored in classified areas, and
classification areas shall be labeled with the category, quantity, source, time, etc.
5.5.2 Waste electrical and electronic products should be stored in layers using fixed
steel frames, brackets, retaining piles and pallets, and there should be passages of
appropriate width between each area.
5.5.3 Safety and environmental protection inspections shall be carried out regularly on
storage sites.
5.5.4 The information related to warehousing, storage and delivery shall be recorded
and retained.
5.5.5 General industrial solid waste generated during the take-back process shall be
collected separately, and the storage and disposal sites shall comply with the relevant
requirements of GB 18599.
6 Information management
6.1 The collectors shall establish a traceability system to record the source, loading and
unloading, transportation and storage of waste electrical and electronic products to
ensure product traceability.
6.2 The collectors should assign traceability codes to each batch of waste electrical and
electronic products.
6.3 The record-keeping period of the information traceability system shall not be less
than 3 years.
7 Safety production requirements
7.1 A production safety system shall be established, including but not limited to: an
organizational management system, employee production safety training system,
production safety inspection system, fire drills and emergency response plans for
emergencies, and safety management personnel shall be assigned.
7.2 Safety signs at storage sites shall comply with the requirements of GB 2894.
7.3 Waste electrical and electronic products containing flammable and explosive
properties, corrosive substances or damaged products shall be stored separately in
designated areas and physically isolated from other storage areas.
7.4 A site safety production inspection system shall be established in accordance with
GB 39800.1 and inspection records shall be kept.
7.5 Safe evacuation passages, fire truck passages and fire hydrant systems shall be set
up in accordance with the requirements of GB 50974.
7.6 Fire-fighting equipment shall be provided in accordance with the requirements of
GB 50140.
7.7 There shall be a special equipment usage registration certificate and inspection
certificate, and a ledger shall be established and managed by a dedicated person.
7.8 The security of personal information during the entire collection process of waste
electrical and electronic products shall be guaranteed during the take-back process to
prevent information leakage and malicious restoration.
8 Environmental requirements
8.1 An environmental management system and an emergency plan for handling
environmental pollution accidents shall be formulated and implemented, and
environmental management personnel shall be assigned.
8.2 The take-back process shall meet protection requirements to avoid secondary
contamination.
8.3 Hazardous wastes generated during the take-back process shall be collected
