Annex A... 281 ScopeThis Standard specifies the terms and definitions, requirements, test methods, quality
assessment and marking, packaging, transportation and storage of lithium-ion cells and
batteries used for mobile phones.
This Standard is applicable to lithium-ion cells (hereinafter referred to as cells) and battery
packs (hereinafter referred to as batteries) used for mobile phones.
Other lithium-ion cells and batteries for mobile communication terminal products may
implement this Standard as reference.2 Normative referencesThe following documents are indispensable for the application of this document. For dated
references, only the dated edition is applicable to this document. For undated references,
the latest editions (including all amendments) are applicable to this document.

standards3 Terms and definitionsThose defined in GB/T 2900.41-2008 and ISO/IEC Guide 51, and the following terms and
definitions apply to this Standard.
3.1 Cell
Basic unit device that directly transforms chemical energy to electric energy, including
electrode, membrane, electrolyte, shell, extremity and so on, and that is designed to be
chargeable.
3.2 Battery
Combination of one or more cells and accessories, which can be directly used as power
supply.
3.3 Limited charge voltage
As specified by the manufacturer, the voltage value of cells and batteries when it switches
FROM constant voltage charging TO constant current charging.
3.4 Rated capacity
Cell or battery capacity indicated by the manufacturer, which refers to the electric capacity
of cell or battery provided under the ambient temperature of 23°C±2°C when it is
discharged to the cut-off voltage with 5h rate, represented by C5 in (Ah) or (mAh).
3.5 Reference test current
Reference test current is expressed in ItA. It A=C5 Ah/l h.4 Requirements4.1 Appearance and Dimensions
4.1.1 Cell
Cells’ appearance and dimensions shall meet the manufacturer's requirements.
4.1.2 Battery
The appearance and dimensions of the batteries shall meet the following requirements.
4.2 Electrical performance
4.2.1 0.2 ItA discharge
Cell or battery is tested in accordance with the requirements in 5.3.2.2 and the discharge
time shall not be shorter than 5h.
4.2.2 Rated discharge
Cells or batteries with different rated capacity shall meet the following requirements.
4.2.3 High temperature discharge
Cell or battery is tested in accordance with the requirements in 5.3.2.4 and the discharge
time shall not be shorter than 5h.
4.2.4 Low temperature discharge
Cell or battery is tested in accordance with the requirements in 5.3.2.5 and the discharge
time shall not be shorter than 3h.
4.2.5 Charge retention capability and recovery capacity
Cell or battery is tested in accordance with the requirements in 5.3.2.6 and the discharge
time shall not be shorter than 4.25h. The discharge time of discharging again after being
charged shall not be shorter than 4.5h.
4.2.6 Storage Performance
Cell or battery is tested in accordance with the requirements in 5.3.2.7 and the discharge
time shall not be shorter than 4h.
4.2.7 Cycle life
Cell or battery is tested in accordance with the requirements in 5.3.2.8 and the cycle life of
cell shall not be lower than 400 times; the cycle life of battery shall not be lower than 300
times.
4.2.8 Internal resistance
Battery is tested in accordance with the requirements in 5.3.2.9 and the internal resistance
of battery shall not be greater than that required by the manufacturer.
4.3 Environmental adaptability
4.3.1 ESD (Electro static discharge)
Battery test shall be made in accordance with of Clause 5.3.3.1, and all the functions of
the battery shall be normal.
4.5 Safety performance
4.5.1 Weight impact
Cells shall be tested in accordance with the requirements of Clause 5.3.5.2, and there
shall have no fire or explosion.
4.5.2 Thermal abuse
Cells shall be tested in accordance with the requirements of Clause 5.3.5.3, and there
shall have no fire or explosion.
4.5.3 Overcharge
Cells shall be tested in accordance with the requirements of Clause 5.3.5.4, and there
shall have no fire or explosion.
4.5.4 Forced discharge
Cells shall be tested in accordance with the requirements of Clause 5.3.5.5, and there
shall have no fire or explosion.
4.5.5 Short circuit
Cells are tested in accordance with the requirements in 5.3.5.6 and there shall have no
fire and explosion; external surface temperature of the cells shall not be higher than 150°C.5 Test Methods5.1 Test conditions
Unless otherwise specified, all tests in the Standard shall be carried out under the
following atmospheric conditions.
5.2 Measuring instruments and equipment requirements
5.2.1 Accuracy of instruments for voltage measurement shall not be less than ± 0.5%.
5.2.6 Voltage of constant voltage source is adjustable and relative change of the
voltage shall fall within the scope of ±1% during the charging and discharging process of
constant voltage.
5.3 Test Methods
5.3.1 Appearance and Dimensions
Appearance of the cell and battery tested is inspected by visual observation and the
dimensions are measured with the methods specified by the manufacturer, with the
results to conform to the requirements of 4.1.1 and 4.1.2.
5.3.2 Electrical performance
5.3.2.8 Cycle life
The test shall be conducted under the environmental temperature of 23°C±2°C. During
the process of test, inspect the capacity every 50 circles, the life of battery or battery pack
is presented in multiples of 50, and the steps are as per Table 1.
5.3.2.9 Internal resistance
The AC method is generally used for the measurement of the internal resistance of the
batteries.
5.3.3 Environmental adaptability
5.3.3.1 ESD (Electrostatic Discharge)
The test is used for the measurement of affordability of batteries subject to ESD. Conduct
a 4 kV contact discharge test and a ±8 kV air discharge test of each terminal of the battery
or the leading-out terminal of circuit board for 5 times respectively as per the provisions of
GB/T 17626.2, the interval of every two discharge tests is 1 min. The battery shall meet
the requirements of 4.3.1.
5.3.3.2 Steady damp-heat
The battery is charged as per 5.3.2.1, and put into a chamber with constant temperature
of 40°C±2°C and relative humidity of 90%-95% for 48h, then taken out and laid aside
under the environmental temperature of 23°C±2°C for 2h. Visually inspect its appearance,
and discharge at the current of 0.2 ItA till the cut-off voltage, the battery shall be in
accordance with requirements of 4.3.2.6 Quality assessment procedures6.1 Inspection classification
Inspections in this standard can be divided into.
6.2 Type inspection
6.2.1 Inspection time
Type inspection shall be generally carried out in the finalization of design and finalization
of manufacture, but if the main design, process, components and materials of the product
change significantly, which will affect the important performance of the product, and make

The manufacturing period of cells or batteries for tests cannot exceed three months. The
samples for type inspection are randomly selected from the products with the same
materials, equipment and processes. Sample quantity is shown in Table 2.
6.2.3 Inspection procedures
Type inspection items, orders and grouping shall meet the provisions of Table 2.The cells
or batteries of Group 1 test can be used for the inspections of Group 2-Group 8.
6.2.4 Decision rules
When all inspection item requirements can meet the provisions, the products will be
regarded as qualified. If one sample or more than one sample in any item does not
conform to the specified requirements, inspection shall be stopped, and the manufacturer
shall analyze the unqualified item, find out the reasons for non-conformity, take corrective
measures, and carries out the type inspection again.
6.3 Acceptance inspection
6.3.1 Provisions on acceptance inspection
The samples for inspection are selected randomly from the products delivered for
inspection, using single sampling plan in normal inspection in GB/T2828.1, and the test
items, requirements, test methods, inspection level (IL) and acceptance quality limit (AQL)
are given in Table 3.
6.3.2 Disposal of acceptance inspection
After acceptance inspection, the products shall be disposed in accordance with GB/T2828.1.
6.4 Routine inspection7 Marking, packaging, transportation and storage7.1 Marking
The following Chinese marks shall be indicated on cells or batteries.
7.2 Packaging
Each battery shall have the outer packing (not applicable for mobile phone cells that can
not be replaced by users), shall be accompanied by instructions for use of products.
Packaged products shall be placed in dry, dust-proof, moisture-proof boxes.
7.3 Transportation
The cells or batteries shall be packed in boxes for transport and shall be protected from
severe vibration, impact or pressure, as well as sun and rain. Motor vehicles, trains, ships,
aircrafts and other vehicles can be used for transport.
