1 Scope
This Standard specifies the technical requirements, test methods, inspection rules,
marking, packaging, transportation and storage of relevant products of equipment for
electric heating turnout snow-melting system (hereinafter referred to as snow-melting
equipment).
This Standard is applicable to the design, manufacture and inspection of electric
heating turnout snow-melting system.

3 Terms and Definitions
For the purpose of this document, the following terms and definitions apply.
3.1 Equipment for electric point heating
Technology that uses electric heating to melt snow at the turnout switch.
3.2 Electric control cabinet for defrosting the switch
The control equipment that introduces and distributes the snow-melting power supply,
switches on and off the snow-melting heating circuit of each turnout according to the
control conditions.
3.3 Rail temperature sensor
The device that measures the rail temperature.
3.4 Mounting clip
The device that clip and fix the heating elements onto the rail.
3.5 Grip force
Pressure of the mounting clip body on both ends of the rail bottom.
3.6 Clamp pressure
The force that presses the heating elements of strip and lead onto the rail.
3.7 Isolating transformers for defrosting the switch
In order to insulate the heating circuit from the ground, and isolate the different heating
circuits from each other, a transformer connected between the heating power supply
and the heating circuit.
4 Composition and Model of Snow-Melting Equipment
4.1 Composition of snow-melting equipment
requirements.
5.2.2 Snow-melting equipment shall be suitable for centralized and decentralized
power supply.
5.2.3 Snow-melting equipment shall meet the requirements of local control, station
control, and remote control; the system shall have functions such as diagnosis, alarm,
remote monitoring, and management; it can be selected as required.
5.2.4 Snow-melting equipment shall have protection measures against over-current
and short-circuit.
5.2.5 Snow-melting equipment shall have reliable safety protection and flame-
retardant measures; the flame-retardant shall meet the requirements of Level V-2 in
GB/T 5169.16-2017.
5.2.6 The lightning protection devices and components of snow-melting equipment
shall conform to the provisions of TB/T 2311.
5.2.7 Vibration shall meet the following requirements:
a) The electric heating elements, mounting fixtures of electric heating elements, rail
temperature sensor shall meet the requirements of Type-4 vibration test
specified in TB/T 2846-2015. After the vibration test, the equipment shall be free
of damage, no falling off, and can work normally;
b) The isolating transformer, monitoring module and the other devices shall meet
the requirements of Type-2 vibration test specified in TB/T 2846-2015. After the
vibration test, the equipment shall be free of damage, and can work normally.
5.2.8 After the electromagnetic compatibility test, the snow-melting equipment shall
conform to the provisions of performance criterion B specified in GB/T 24338.5.
5.2.9 After the lightning protection test, the snow-melting equipment shall conform to
the provisions of Type-B judgment conditions specified in TB/T 3498.
5.2.10 In the section with track circuit, isolation measures shall be adopted for heating
circuits directly connected to electric heating elements. If an isolating transformer is
used for isolation, the heating circuits on both sides of the turnout shall not share the
same secondary coil of the transformer; neither shall it affect the working status of the
track circuit.
5.2.11 The reliability and life of the snow-melting equipment shall meet the following
requirements:
a) Mean time between failures (MTBF) is greater than or equal to 5×104h;
5.4.3 The control cabinet, control terminal and work station shall have the functions of
setting relevant parameters, starting and closing the system or a single heating circuit.
5.4.4 The control terminal and workstation shall be able to monitor the following
information of the control cabinet in real time:
a) Input voltage, current, frequency of the power supply;
b) Input power supply failure alarm;
c) Display the measurement data of the rail temperature sensor and failure alarm;
d) The working status, working voltage, current and failure alarm of each heating
circuit;
e) Records of working status of contactors, circuit breakers and leakage protectors;
f) Control cabinet door status and door-opening alarm.
5.4.5 The storage time of various real-time information records of control terminals and
workstations shall be no less than 12d; after the snow-melting equipment is powered
off, the recorded information shall not be lost, and shall have the following
management functions:
a) Input power supply voltage, current, frequency and failure alarm records;
b) Working status of heating circuit and failure alarm record;
c) Monitoring data record and failure alarm record of rail temperature sensor;
d) Operation records of the user;
e) Statistics of heating time, number of heating and total power consumption of each
heating circuit of the control cabinet; and the accuracy of the heating time display
is accurate to minutes;
f) Control cabinet door status and door-opening alarm record.
5.4.6 Control terminal and workstation shall be provided with password identification
security measures for various operations.
5.4.7 Under the automatic control mode, the heating circuit of snow-smelting
equipment shall be started through connection way-by-way.
5.4.8 In the automatic heating status of the station control terminal, the control cabinet
shall be able to work normally when it is powered on again within 10min after power is
turned off.
TCP/IP protocol network method; the bandwidth of the information channel is no less
than 2M.
5.5.3 The communication distance between control terminal and control cabinet, as
well as between control cabinets shall be no less than 1.5km.
5.5.4 The information transmission between the rail temperature sensor and control
cabinet shall use signal cables.
5.5.5 The power supply cable between the control cabinet and isolating transformer
shall sue the power cable.
5.6 Workstation and control terminal
5.6.1 The power supply of workstation and control terminal device is AC 220V 50Hz;
the voltage error range is -20% ~ +15%; the power consumption shall be less than
500VA.
5.6.2 The control terminal shall have a signal centralized monitoring system interface.
5.6.3 The control terminal shall be provided with a channel lightning protection device.
Failure of the protection device shall not affect the normal operation of the device.
5.7 Control cabinet
5.7.1 The input power supply shall conform to the following provisions:
a) Adopt three-phase power supply, when the input power supply is AC 380V 50Hz,
voltage error range is -20% ~ +15%, the control cabinet shall work reliably;
b) Adopt contact net power supply, when input power supply is AC 2×220V 50Hz,
voltage error range is -24% ~ +10%, the control cabinet shall work reliably.
5.7.2 The number of three-phase control cabinet output loops shall be no less than 4
per phase; the number of single-phase control cabinet output loops shall be no less
than 12.
5.7.3 The electrical characteristics of AC contactor and circuit breakers are as follows:
a) The rated working voltage of the AC contactor is AC 220V; its characteristics shall
meet the requirements of GB 14048.4;
b) The output end of each hating circuit shall adopt a circuit breaker with a leakage
protection function. The protection characteristics of the circuit breaker shall
conform to the provisions of GB/T 10963.1; it should adopt Types-C, and D
tripping characteristics.
a) Under the climatic conditions of temperature at 15°C ~ 35°C (relative humidity
45% ~ 80%), the insulation resistance of the input and output terminals of the
control cabinet to ground measured by 500V megohmmeter shall be no less than
25MΩ;
b) The input and output circuits shall be able to withstand 50Hz, effective value of
2400V sinusoidal AC voltage for 1min, the leakage current shall be no greater
than 10mA; no breakdown and flashover phenomena; the test voltage value of
the repeated test shall be 75% of the original test voltage value;
c) When testing the insulation resistance and insulation withstand voltage,
disconnect the monitoring module and lightning protection device.
5.8 Rail temperature sensor
5.8.1 The rail temperature sensor shall conform to the following provisions:
a) The temperature adaptability is -50°C ~ +80°C;
b) The measurement accuracy shall be no greater than ±0.5°C in the range of -10°C
~ +10°C; other temperature range shall be no greater than ±1.0°C;
c) The information transmission distance shall be no less than 1200m;
d) The contact surface between the rail temperature sensor and the bottom of the
rail shall be flat; the material with good thermal conductivity shall be used.
5.8.2 The sensor leads shall be sealed; the protection level shall meet the
requirements of IP56 in GB/T 4208-2017.
5.9 Isolating transformer
5.9.1 It shall conform to the following provisions:
a) Primary coil voltage: AC 380V 50Hz; AC 440V 50Hz; AC 220V 50Hz;
b) Secondary coil voltage: AC 220V; no-load output voltage deviation is ±10%; full-
load input voltage is no less than 198V;
c) The rated capacity is 5kVA ~ 15kVA;
d) The efficiency shall be no less than 90%;
e) No-load current shall be less than 8%;
f) Use the resistance method to test the temperature rise, at room temperature,
under normal use conditions; the temperature rise shall be no greater than 100°C;
for repeated test is 75% of the original test voltage.
5.10.3 Under the normal test environmental conditions, use 500V megohmmeter to
test the insulation resistance between the lead end of the electric heating element and
the metal case, which shall be no less than 25MΩ.
5.10.4 The heat-insulation treatment shall be carried out between the lead joints of
electric heating elements and electric heating elements; the lead ends shall be sealed;
it shall not leak water under long-term vibration; the protection level shall be no lower
than IP56.
5.10.5 The lead shall take the insulated cable with a rated voltage no less than 450 V;
the performance of the insulated cable shall conform to the provisions of GB/T 5013.4.
The cross-sectional area of the c able conductor of the electric heating element shall
meet the requirements of its ampacity; and shall reserve at least 10% of allowance.
5.10.6 The electric heating elements shall be in good contact with the steel rail, sliding
plate, etc.
5.11 Mounting fixture of electric heating element
5.11.1 The requirements for the mounting fixture of electric heating element are as
follows:
a) Shall meet the mounting requirements for 50kg/m, 60kg/m, 75kg/m standard rail
turnouts;
b) The corrosion resistance rating of various fixtures that fix electric heating
elements shall meet the requirements of 4/4s E in GB/T 6461-2002;
c) Fixtures using bolts to fix electric heating elements shall be equipped with lock
nuts;
d) The fixing and disassembly of electric heating elements shall be convenient;
e) Various mounting fixtures shall not affect the normal switchover of the turnout.
5.11.2 After the fixed electric heating elements are heated, they shall not crawl towards
the handle.
5.11.3 The technical parameters of the mounting clip for fixing the strip of the electric
heating element shall meet the requirements of Table 1.
b) Clamp pressure: install the mounting clip on a special test steel rail; embed a
lever with thickness 5.0mm, width 7.0mm, and required length on a fixed
heating element strip; the tension that pull 0.5mm along the perpendicular to the
fixed heating element is the clamp pressure for strip clip. Embed a lever with
diameter of 16mm, and required length on a fixed heating elements lead; the
tension that pull 0.5mm is the clamp pressure for lead clip; the force value shall
conform to the provisions of Table 1.
6.2 Verification of monitoring and control functions
The verification of monitoring and control functions shall conform to the following
provisions:
a) The tested equipment is under the normal working state;
b) According to the operating manual (product instruction manual) provided by the
manufacturer, observe the real-time test data, working status, change curve, and
various recording forms of the tested equipment under the normal working
conditions;
c) Manually operate the tested equipment to perform the failure simulation test;
check the information processing, alarm and save of the snow-melting
equipment;
d) Verify the accuracy of data monitoring.
6.3 Verification of remote communication function
6.3.1 The test equipment includes computer (including supporting software), modem
or other network interfaces and printer.
6.3.2 The test site is the communication interface of the tested equipment.
6.3.3 Test conditions and methods:
a) The tested equipment is in a normal working state;
b) Check the communication interface of the tested equipment; connect the
computer with the interface of the tested equipment; confirm that the
communication is normal;
c) Verify the remote communication function of the tested equipment; the test
methods shall abide by the 6.2c), and 6.2d);
d) Proofread the consistency between the remote communication monitoring control
data and the monitoring control data of the tested equipment.
6.6 Vibration test
6.6.1 The vertical vibration test of the rail temperature sensor, electric heating element,
mounting fixture of electric heating element shall be performed according to the Type-
4 vibration test specified in TB/T 2846-2015; the acceleration full amplitude on the
resonance-vibration-free site of 1370m/s2 (140g).
6.6.2 The vibration test of the monitoring module and isolating transformer shall be
carried out as per the Type-2 vibration test specified in TB/T 2846-2015; the
acceleration full amplitude on the resonance-vibration-free site of 13.7m/s2 (1.4g).
6.7 Low-temperature test
The low-temperature test of control cabinet shall be carried out as per TB/T 2953; and
shall conform to the following provisions:
a) Initial inspection: test the appearance and electrical performance of the control
cabinet;
b) Condition test: energize the control cabinet and put it into the test box according
to the normal working position;
c) Severity level: -40°C±3°C; with duration of 16h;
d) Final inspection: after the end of the duration, immediately test the appearance
and electrical performance of the control cabinet.
6.8 Dustproof and waterproof test
The dustproof and waterproof test shall be carried out according to the provisions of
GB/T 4208-2017.
6.9 Insulation resistance test
The insulation resistance test shall be carried out according to the provisions of TB/T
1447.
6.10 Insulation withstand voltage test
The insulation withstand voltage test shall be carried out according to the provisions of
TB/T 1448.
6.11 Salt spray test
The test on the mounting fixture of electric heating element shall be carried out
according to the provisions of GB/T 2423.17; and shall meet the following requirements:
a) Initial test: the surface of the sample shall be clean; free of oil, temporary
8.2 Packaging
8.2.1 The outer packaging of the snow-melting equipment shall have waterproof and
shock-absorbing measures to prevent damage during the transportation.
8.2.2 The packaging box shall be waterproofed.
8.2.3 The randomly-exit-factory accessories shall be packaged with the host. If due to
the volume, it shall be separately packaged from the host. The accessories and spare
parts shall be clearly marked.
8.2.4 The outer package marking of the equipment shall be clear and neat to ensure
that it is not blurred due to the transportation and storage; and the marking contents
are as follows:
a) Manufacturer’s name and trademark;
b) Product’s name and model;
c) The number of products;
d) The dimension of the package box “length × Width × Height” and gross weight;
e) The name and address of the consignor;
f) Words and markings such as “Fragile Items”, “Afraid of Rain”, “Upward”,
“Packaging Date” shall be indicated; the marking shall conform to the provisions
of GB/T 191.
8.2.5 The following documents shall be attached to the packaging box:
a) Product certificate and exit-factory inspection report;
b) Product instruction manual;
c) Packing list.
8.3 Transportation and storage
8.3.1 Storage conditions of the equipment:
a) Lower limit of the temperature: -40°C;
b) Upper limit of the temperature: +40°C;
c) The relative humidity (+25°C) shall not exceed 90%;
d) The equipment shall be stored in a clean, ventilated, and harmful-gas-free
