1 General Provisions
1.0.1 This Code is formulated for unifying the design standard of railway electric power system with
achieving the target of safety, applicability, reliability, advanced technologies, economic reasonability, operation and maintenance.
1.0.2 This Code applies to design of railway electric power system (excluding traction power supply
system) with voltage level of 110 kV and below.
1.0.3 The design of railway electric power system shall accord with national energy policies, take
reduce power consumption, take acquisition into consideration according to local conditions.
1.0.4 The state-of-the-art technologies, new processes, new materials and
the design shall comply with relevant national and industrial provisions.
1.0.5 Necessary preventive
defects in the design of railway electric power system.
1.0.6 The design for railway electric power system shall be in accordance with not only the requirements stipulated in this Code, but also those in the relevant current national standard.
3 Basic Requirements
3.0.1 The railway electric power system shall be designed from an overall perspective, by taking the
nature of load, power capacity, project characteristic and regional consideration, adopting differential designs based supply conditions into to determine the optimal design scheme. The mode of centralized power supply should be adopted. Decentralized power supply, centralized power supply with a combination of decentralized power supply may also be adopted.
3.0.2 The design years of railway electric power system will be classified into the short-term years
and long term years. The short-term years refers to the tenth year after delivering for operation, long-term years refers to the twentieth year after delivering for operation. The short-term and long-term requirements should be reasonably combined in the design based on the characteristics, complexity and development planning of project. The buildings and sites of electrical installations and high-voltage main power line shall be determined according to long-term requirements;the low-voltage power line shall be determined according to the short-term requirements, among which, the low-voltage rigid bus- bar type main line with confirmed long-term demand shall be determined according to the long-term power consumption;the other electrical installations and electrical equipment should be reasonably considered according to the power consumption at the time of project delivery with appropriate consideration of expansion.
3.0.3 When the management of railway power supply system belongs to different administrative
establishments, the arrangement of the electrical installations at the boundary point shall facilitate
management.
3.0.4 The railway electric project shall be designed according to requirements of operations
management. Charging meters and necessary internal check metering devices or system shall be
reasonably arranged.
3.0.5 For the reconstructed project, the existing facilities, buildings and structures that meet the
their quality life span, status of safety and system shall be fully used.
3.0.6 Railway substation includes indoor substation, prefabricated substation, pole -mounted substation, ground substation etc.
3.0.7 The arrangement of operation management administration of railway power supply system
shall conform to the requirement of the management and maintenance.
3.0.8 The design of railway power supply system shall attach importance to the coordination and
interface with other systems;the reconstruction of the power supply system of existing railway line
shall focus on the compatibility between the equipment and existing ones.
4 Power Supply and Distribution System
4.1 Load Classification and Power Supply Requirements
4.1.1 Railway power load shall be classified into three levels according to the requirements for the
reliability of power supply and the effects of power outage on human safety, economic loss or influence degree.
1) Human injury.
2) Significant economic loss.
3) Great influence the normal operation of important power consuming organizations or
serious disorder of railway operation.
2 When the power outage of the power load results in one of the following consequences, it shall
be classified as Level H.
1) Considerable economic loss.
2) Influence on normal operation of railway.
3 Loads other than Level I and Level II
4.1.2 Loads of Level I should be powered separately by dual power supplies to power consumption
installations or the switching device of dual low-voltage power sources. When one of the power sources fails, the other one shall not be damaged at the same time.
4.1.3 Power supply to loads of Level 工, of which the power outage may
serious equipment damage to important facilities or for those extremely important places where the
power outage is prohibited, shall meet the following requirements.
1 Apart from the supply from dual power sources, extra power source shall be arranged. For
those equipped with their own extra power source and the requirement for power supply durability and switching, extra power source is not compulsory.
2 The time it takes for switching from one power supply to another shall meet the requirements
of allowable interruption time for electrical equipment.
4.1.4 Power supply for the loads of Level H shall meet one of the following requirements.
1 The power supply may be realized by a substation which has two power supplies and at least
of the two sides (high voltage side and low voltage side) is provided with a liaison connection.
2 The power supply may be realized by a run-through power line, a loop power line
substation of which the double end power supply lines could form an equivalent dual power supplies.
3 When the power load is small or the power supply condition is infavourable, a special power
line of 6 kV or above may be used. When the special power line is of overhead type, it may be supplied by one overhead line.
4.1.5 Loads of Level IE may be powered by one power source.
4.2 Selection of Power Source and Voltage Level
4.2.1 Power source of the railway power supply and distribution system may external power
supply, electrical traction power supply or self-provided power supply, and external power supply sll be used preferentially.
4.2.2 The power supply for the electrical traction power supply and distribution system of electrified
railway may be made used of and the following requirements shall be met.
1 The power supply at the primary side of traction substation may be shared when technically
and economically reasonable.
2 For remote place where power supply is insufficient, and when technically and economically
reasonable, power supply may be obtained by arranging distribution transformer at the secondary side in the traction substation, of which the quality shall meet the demand of electrical equipment.
3 When it is difficult to obtain the external power supply nearly or from electrical traction power
supply and when there is no hazard to the safety operation of traction power supply system, power may be provided by connecting to overhead contact system (OCS), and the output quality shall meet the demand of electrical equipment.
4.2.3 Railway self-provided power supply may be installed if there is one of the following conditions.
1 External power supply is unavailable, or external power supply is extremely technically and
economically unreasonable, and access to electrical traction power supply is not possible.
2 Extra power source is necessary.
4.2.4 Photovoltaic power generation system, wind power generation system, diesel power station
distributed energy system may be used as self-provided power supply.
4.2.5 The design of energy storage devices of photovoltaic power generation system and wind power generation system shall meet the following requirements.
1 Energy storage device shall be set up when the power supply is used as main and back-up
power supply or when off-grid system is used.
2 Energy storage device shall be set up for grid-connected system when generation capacity is
greater than the stable and durable load and when back-flow to public grid is not allowed.
4.2.6 The design of diesel power station shall follow the principles of simple system, reliable
operation, easy maintenance and management, being safe and environmental friendly. When diesel
power station is used as main and back-up power supply, off-the-grid system shall be applied;when it is used for uninterruptable power supply, grid-connected system may be used.
4.2.7 The configuration, wiring, connection mode, protection and automatic device of self-provided
power supply in grid-connected system shall be determined in consideration of various factors, such
the state-of-the-art of technology, construction and operation modes and relevant provisions by the
state and local authorities.
4.2.8 One of railway dual power supplies of 10 (20, 6) kV in distribution station, which supplies
power for the loads of Level T, should be dedicated line from dedicated switch equipment. The two
adjacent substations or distribution stations, which supply power for the run-through power line, shall of which should have two power supplies.
