Rules for the Quarantine of Import Soybean
1 Scope
This Standard specifies the quarantine methods and the evaluation of quarantine results for
import soybean.
This Standard applies to the quarantine of import soybean for processing through seaports and
land ports rather than the quarantine of imported soybean for seed.
2 Normative References
The provisions in following documents become the provisions of this Standard through
reference in this Standard. For dated references, the subsequent amendments (excluding
corrigendum) or revisions do not apply to this Standard, however, parties who reach an
agreement based on this Standard are encouraged to study if the latest versions of these
documents are applicable. For undated references, the latest edition of the referenced document
applies.

3 Basis for Quarantine
3.1 China's statutory phytosanitary requirements.
3.2 Bilateral phytosanitary agreements, protocols, and memorandums between governments
and departments, as well as regulations that China shall abide by when participating in regional
or international convention organizations.
3.3 The phytosanitary requirements stipulated in the Permit of the People’s Republic of China
for the Quarantine of Entry Animals and Plants or in the trade contract (letter of credit).
4 Examination and Approval of Quarantine
4.1 Assessment for filing
4.1.1 The entry-exit inspection and quarantine agency conducts assessment and filing
management for the production, processing and storage organizations of import soybeans; and
the organizations that produce, process and store import soybeans shall go through quarantine
assessment and filing procedures before producing, processing and storing import soybeans.
4.1.2 Organizations that produce, process, and store import soybeans shall fill in the application
form for assessment and filing in advance; apply to the entry-exit inspection and quarantine
agency in their jurisdiction; and provide the following data such as business license, legal
person code certificate/organization code, business certificate, enterprise quality manual, plant
floor plan, process flow chart, proof of storage capacity, epidemic prevention measures, waste
disposal methods, relevant government approval documents and other relevant materials.
4.1.3 The entry-exit inspection and quarantine agency in the jurisdiction accepts the application;
and after reviewing the validity and completeness of the relevant materials; send them to the
inspection and quarantine bureau directly under it.
4.1.4 After receiving the relevant materials, the inspection and quarantine bureau directly under
the jurisdiction will designate the assessment team leader to form an assessment team together
with the entry-exit inspection and quarantine agency in the area under its jurisdiction to conduct
an assessment filing on the applicant organization; and inspect the processing capacity, the
maximum number of approved imports, the storage capacity of the enterprise, epidemic
prevention measures and waste disposal methods, etc. After passing the assessment, the
inspection and quarantine bureau directly under it will file for the record; and notify the General
Administration of Quality Supervision, Inspection and Quarantine, relevant entry-exit
inspection and quarantine agencies and enterprises.
4.2 Quarantine approval
4.2.1 The General Administration of Quality Supervision, Inspection and Quarantine of the
People's Republic of China implements a quarantine approval system for import soybeans; and
the owner or his agent shall go through the quarantine approval procedures before signing a
trade contract.
4.2.2 The applicant organization or its agent who has passed the assessment shall fill in the
Application Form for Permit of the People’s Republic of China for the Quarantine of Entry
Animals and Plants (electronic page); apply to the entry inspection and quarantine agency for
preliminary examination; and provide the production, processing, storage and other relevant
enterprise record certification materials after entering into China, as well as the adopted
epidemic prevention measures and other relevant materials.
4.2.3 The entry inspection and quarantine agency examines whether the quantity of import
6 On-Site Quarantine
6.1 Check the cargo certificate
When the inspection and quarantine personnel conduct on-site quarantine, they shall first check
whether the variety and quantity of import soybeans are consistent with the declaration. For
bulk soybean transported by ship, the carrier shall be informed of the loading, handling, and
transportation of the cargo, and obtain the cargo loading plan/shipping bill; and the logbook
shall be consulted if necessary.
6.2 Quarantine of bulk soybeans loaded on ships
6.2.1 Surface quarantine
6.2.1.1 The soybeans loaded into the ship must be quarantined on the surface of the cargo at the
anchorage; if special circumstances require inspection and quarantine after berthing, it must be
approved by the entry-exit inspection and quarantine agency.
6.2.1.2 After the ship party opens the hatch cover, if there is mold, deterioration, moisture,
aluminum phosphide powder bags or residues, the ship party shall clean them up; and after fully
dispersing the gas and testing for safety, then the quarantine can be carried out disembarking.
6.2.1.3 Sampling tools. For mechanical automatic samplers or metal double-tube samplers,
sampling shovels, etc., the sampling tools are required to be clean, hygienic, intact, and odor-
free to avoid contamination of the samples.
6.2.1.4 Sampling method
--- Mechanical automatic sampling: adjust the sampling ratio according to the sampling
volume.
--- Manual sampling: Randomly select 30~50 points on the surface layer of each
compartment according to the checkerboard pattern to take original samples; and make
a composite sample of about 5 kg.
6.2.1.5 Screening and quarantine. Randomly select 20 ~ 30 points in each compartment
according to a checkerboard pattern, and at least 1000 g of soybeans shall be taken from each
point; and screen with a 1.7 mm × 20 mm long sieve or a 2.5 mm round hole sieve. Check
whether there are insects, weed seeds, fungal galls, etc. in the screen underflow; and check the
screen overflow at the same time; pay special attention to check the soil clods; and put the
selected screen overflows and screen underflows into the sample bag as needed; and put the
insects, weed seeds, fungal galls, etc. into the finger tubes and label them; all of them shall be
sent to the laboratory for further examination.
6.2.1.6 Notification of berthing and unloading
If it passes the surface inspection and quarantine, the cargo owner or the port authority will be
notified to approve unloading. Otherwise, it will not be unloaded.
6.2.2 Quarantine during unloading
6.2.2.1 Sampling method. The bulk soybeans transported by ship are divided into compartments,
varieties, and grades according to the checkerboard pattern to select 30 points ~ 50 points to
extract the original samples; and to take and prepare a composite sample for every 1 000 t of
cargo. The number of samples taken from each part shall be basically the same. If necessary,
the number of sampling points can be increased to 90.
6.2.2.2 The quarantine at the middle and lower levels needs to be screened and quarantined
repeatedly, the method is the same as in 6.2.1.5.
6.2.2.3 Sampling of soil samples: Collect soil clod samples for further quarantine of pests such
as phytophthora soybean, and the collection method shall be in accordance with SN/T 1131.
--- Check whether there are soil clods during the sampling and sieving of the surface layer
and unloading process in the compartment; and pay attention to distinguish the soil clods
from other agglomerated impurities.
--- Install screens in the unloading process (such as before automatic scales, belts or scraper
conveyors) to collect soil clods.
--- Collect soil clods at cleaning equipment in bulk grain silos.
--- Collect soil clods during the de-impurity link of the processing process.
6.3 Quarantine of soybeans loaded in containers and small batches of soybeans entering
China at land ports
6.3.1 On-site quarantine
Open the container on site and implement inspection and quarantine. If the conditions for
inspection and quarantine are not met on site, the cargos may be transported to warehouses and
factories designated by the inspection and quarantine agency for inspection and quarantine; and
spillage shall be strictly prevented during transportation. Open the door of the container and
pass the preliminary inspection and quarantine before all can be unloaded.
6.3.2 Sampling
6.3.2.1 Bulk soybeans
Inspection and quarantine shall be carried out with reference to the inspection and quarantine,
sampling procedures and methods of large ship bulk soybeans. For small bulk soybeans shipped
in containers, wagons, etc., according to the actual situation, take three representative original
samples to make a composite sample, and the composite sample shall be no less than 10 kg.
For the found false sorghum and other harmful weed seeds, calculate its content.
7.2 Storage of review sample
The laboratory shall divide the samples submitted for inspection into experimental samples and
review samples; and shall be responsible for safekeeping the review samples. Generally, the
review samples shall be kept for 6 months; and the external claim shall be kept until the claim
is completed before handling.
8 Evaluation and Handling of Results
8.1 If no quarantine pest is found, or if it is found but does not exceed the relevant regulations,
it can be judged that the quarantine is qualified; and after the physical and chemical, safety and
health and genetic modification inspection items are completed, relevant documents will be
issued according to the inspection results.
8.2 If finding pests that are prohibited from being carried, which are specified in
intergovernmental bilateral plant quarantine agreements, agreements and memorandums on the
quarantine pests and prohibited entry objects, for those that have effective handling method,
issue the Notice of Inspection and Quarantine Treatment; after the handling is qualified, issue
the Certificate of Inspection and Quarantine for Imported Goods. For those that have no
effective handling method, issue Phytosanitary Certification for return or destruction.
9 Supervision and Management
9.1 The inspection and quarantine agency implements an assessment and filing system for the
production, processing, loading, unloading, transportation, and storage of import soybeans.
9.2 Supervise the production, processing, loading and unloading, transportation, and storage of
import soybeans within the jurisdiction (including warehouse-in storage, warehouse-out,
processing, impurity stacking and treatment, soybean meal flow, and verification and cancelling
of the soybean and soybean meal quantities); and urge enterprises to establish a relevant internal
management system; conduct regular or irregular inspections on the enterprise; and keep a good
supervision record. Without the permission of the inspection and quarantine agency, it shall not
be transferred or used without authorization.
9.3 If the designated place is outside the jurisdiction of the inspection and quarantine agency at
the port of entry, the entry inspection and quarantine agency shall issue the Customs Clearance
Form on Import Cargoes for Entry-Exit Inspection and Quarantine of the People's Republic of
China, and attach documents such as the epidemic situation; and submit it to the inspection and
quarantine agency of the designated place for inspection. The inspection and quarantine agency
at the designated place shall be responsible for supervising, managing, filing and registering
the loading, unloading, transportation, storage, processing, and use organizations of the cargo;
the filing procedures are carried out in accordance with the provisions of 4.1.2. If it needs to be
verified and cancelled, the use and arrival of the Permit of the People's Republic of China for
the Quarantine of Entry Animals and Plants approved last time must be reviewed in accordance
with relevant regulations during supervision, and the verification and cancellation opinion shall
be submitted to the inspection and quarantine bureau directly under it.
9.4 The inspection and quarantine agency may, according to the needs, regularly monitor
foreign harmful organisms such as fake sorghum and black sorghum in the loading, unloading,
transportation, storage and processing places of import soybeans. If a major epidemic is found,
effective epidemic prevention measures shall be taken and reported immediately to the General
Administration of Supervision, Inspection and Quarantine.
9.5 It is strictly forbidden to use import soybeans for processing as seeds.
10 Information Reporting
In the process of quarantine and supervision, if finding major epidemics, such as soybean
epidemics and other quarantine pests, it shall be reported to the General Administration of
Quality Supervision, Inspection and Quarantine in written form in addition to filling in the
"Intercepted Epidemic Reporting Database".
11 Archiving
After the inspection and quarantine is completed, the following documents shall be archived
including the entry animal and plant quarantine permit, certificate of origin, phytosanitary
certificate, agricultural genetically modified organism safety certificate (declared as genetically
modified soybean), contract/letter of credit, quarantine-reporting form, customs clearance form,
and issued certificates and relevant documents (such as notices, phytosanitary certificates,
inspection result sheets), shipping orders, and inspection and quarantine appraisal result reports.
Properly preserve pictures, videos and other materials and pest specimens.
