Code of Start-up Acceptance for Photovoltaic Power
Station
1 Scope
This Standard stipulates the main work, procedure and content of start-up acceptance
for photovoltaic power station.
This Standard is applicable to the start-up acceptance for newly constructed, re-
constructed and expanded photovoltaic power stations, which are connected through
35 kV (and above) voltage class grid, and through 10 kV voltage class and utility grid.
2 Normative References
The following documents are indispensable to the application of this document. In
terms of references with a specified date, only versions with a specified date are
applicable to this document. In terms of references without a specified date, the latest
version (including all the modifications) is applicable to this document.

3 Terms and Definitions
The following terms and definitions are applicable to this document.
3.1 Photovoltaic Power Station
Photovoltaic power station refers to a power generation station, which takes
photovoltaic power generation system as a focus and includes various constructions
(structures) and auxiliary facilities, such as overhauling, maintenance and livelihood,
etc.
3.2 Photovoltaic Power Unit
Photovoltaic power unit means in photovoltaic power station, by a certain quantity of
photovoltaic module strings, through the multi-string collection of DC combiner box,
4.3 Before the start-up acceptance of photovoltaic power station, inspection and
acceptance inspection of grid-related equipment of photovoltaic power station shall be
completed and comply with relevant stipulations in GB/T 19964 and GB 50797.
4.4 Start-up acceptance of photovoltaic power station shall comply with approved
documents, design drawings, equipment technical specifications, and existing
standards, specifications, procedures and regulations related with the construction of
photovoltaic power station.
4.5 After start-up acceptance conditions are satisfied, construction organization may
propose an application of start-up acceptance to construction-undertaking organization.
The application of start-up acceptance of multiple similar photovoltaic power
generation units may be simultaneously proposed. In terms of large-scale photovoltaic
power station, the application of start-up acceptance of multiple similar photovoltaic
power generation units may be proposed in batches.
4.6 Before start-up acceptance, construction-undertaking organization shall build a
start-up acceptance committee.
4.7 During the start-up acceptance inspection process, problems in design,
construction, production operation and equipment shall be respectively solved. The
start-up acceptance committee shall instruct relevant organizations to complete the
settlement within a time limit.
4.8 Start-up acceptance shall complete system start-up and have the conditions of
implementing joint debugging with power grid.
5 Institutional Framework
5.1 Composition and Responsibilities of Start-up Acceptance Committee
5.1.1 The composition of start-up acceptance committee (hereinafter referred to as
“start-up committee”) is as follows:
a) Start-up committee shall be built by construction-undertaking organization and
be constituted of relevant organizations, such as construction, supervision,
debugging, production, design, construction and power grid enterprises, and
relevant government departments, etc. Construction-participating
organizations, for example, equipment manufacturers, shall attend the start-up
acceptance as a nonvoting delegate.
b) Start-up committee shall set up 1 chairman, several vice chairmen and
committee members. Start-up committee may also set up start-up group,
inspection group and production preparation group.
5.1.2 The responsibilities of start-up committee are as follows:
b) Inspect the preparation of necessary standards, systems, charts, record books
and safety appliances.
c) Coordinate construction-undertaking organization to complete elimination of
defects and implement unfinished items, etc.
5.2 Responsibilities of Construction-related Organizations
5.2.1 The responsibilities of construction-undertaking organization are as follows:
a) Build start-up committee; comprehensively implement organizational
management work during the start-up acceptance process.
b) Participate in the inspection and coordination of various professional groups in
start-up acceptance.
c) Coordinate external relations.
d) Organize safety, fire protection, security, defect elimination and overhauling
work during the start-up acceptance process.
e) Provide a summary report of construction development to start-up acceptance.
5.2.2 The responsibilities of supervision organization are as follows:
a) Take charge of the supervision during the start-up acceptance process.
b) Inspect and verify conditions of entering start-up acceptance; supervise and
urge various relevant organizations to complete the various work of start-up
acceptance in accordance with the requirements.
c) Participate in the inspection of various professional groups of start-up
acceptance.
d) Provide construction supervision materials and summary report to start-up
acceptance.
5.2.3 The responsibilities of debugging organization are as follows:
a) Draw up and implement start-up plan.
b) Propose solutions to problems that emerge during the start-up acceptance
process.
c) Take charge of safety and quality of start-up acceptance.
d) Provide equipment debugging report and engineering debugging summary
report to start-up acceptance.
c) Assist in the settlement of non-accountable equipment problems, etc.
6 Main Work and Procedure of Start-up Acceptance
6.1 Conditions of Start-up Acceptance
6.1.1 Obtain relevant government departments’ approval, power grid approval
documents and on-grid authorization (filing) documents.
6.1.2 Pass on-grid acceptance.
6.1.3 Completed acceptance inspection of construction and submission of relevant
acceptance inspection documents.
6.1.4 Complete overall self-inspection of construction.
6.1.5 Normal communication with power grid dispatching institutions.
6.1.6 Normal protection switch action.
6.1.7 Protection setting shall be correct and errorless.
6.1.8 The various functions of the monitoring system of photovoltaic power station shall
be normally functioning.
6.1.9 Dispatching protocol and power purchasing contract signed with power grid
enterprises.
6.2 Main Work Content of Start-up Acceptance
6.2.1 Establish start-up committee; review construction-participating organization’s
summary report and corresponding qualifications, and various organizations’ quality
acceptance inspection reports; conduct re-verification of relevant technical conditions
of grid-related equipment; complete the formulation and review of the start-up
acceptance plan.
6.2.2 Conduct start-up acceptance of photovoltaic power generation projects.
6.2.3 Solve defects and problems that emerge during the start-up acceptance process.
6.2.4 Draw up, sign and issue “Expertise Report of Start-up Acceptance Committee”.
6.3 Work Procedure of Start-up Acceptance
6.3.1 Convene preparatory conference, which shall include the following content:
a) Review and determine a list of members and groups in the start-up acceptance
committee.

Archived data of start-up acceptance includes, but is not limited to the follows:
a) Start-up acceptance plan.
b) Construction development summary report.
c) Construction supervision summary report.
d) Construction debugging summary report.
e) Trial operation production preparation report.
f) Construction design summary report.
g) Construction summary report.
h) Start-up acceptance expertise report.
i) On-grid dispatching protocol and power purchasing contract signed with power
grid enterprises provided by construction-undertaking organization.
j) Construction-related technical protocols provided by construction-undertaking
organization.
k) Unit construction segmentation data provided by construction-undertaking
organization.
l) Itemized of construction quality assessment data provided by construction-
undertaking organization.
m) Partial of construction quality assessment data provided by construction-
undertaking organization.
n) Unit construction quality assessment data provided by construction
organization.
o) Construction quality management-related documents provided by construction-
participating organization.
p) Construction safety management-related documents provided by construction-
participating organization.
q) Construction quality inspection documents provided by construction
organization.
r) Construction supervision data provided by supervision organization.

B.1 Construction Summary Report
It shall include the following content:
a) Project profile;
b) Organizational management of construction;
c) Construction quality objects and quality management measures;
d) Milestone schedule, practical construction and debugging progress control;
e) Conditions of switch station (booster station) power reception and photovoltaic
power generation unit start-up;
f) Quality problems and handling results during construction and debugging tests;
g) Current progress of construction.
B.2 Construction Supervision Summary Report
It shall include the following content:
a) The setting of institutional framework and personnel allocation for supervision
work;
b) Construction quality control in supervision work;
c) Statistics of construction and debugging quality evaluation results;
d) Arrangement of supervision work in the trial operation stage;
e) Assessment of conditions of switch station (booster station) power reception
and photovoltaic square grid;
f) Handling results of quality problems;
g) Leftover problem handling plans;
h) Lessons learned and improvement measures.
