Technical Specification of Power Energy Efficiency Monitoring System – Part 1. The General Rules 1 Scope This Part of GB/T 31960 specifies the general technical requirements of power energy efficiency monitoring system, which mainly includes the technical system, construction principle, system structure, basic function and etc. of power energy efficiency monitoring system. This Part is applicable to the planning, construction, operating and managing of the power energy efficiency monitoring system. 2 Normative References The following documents are essential to the application of this document. For the dated documents, only the versions with the dates indicated are applicable to this document; for the undated documents, only the latest version (including all the amendments) are applicable to this document. Specification of Security Protection operating state data, and the like data from information concentrate and exchange terminal or the existing energy management information system, and can perform energy consumption/efficiency statistics and analyzing; meanwhile, provide necessary information to the superior mater station, and can obtain power energy efficiency evaluation, energy-saving plan, suggestion and service; it is called substation for short. The substation can, according to the construction agencies, be divided into industrial and commercial enterprise user substation (also known as “enterprise-level substation”), park substation, power energy service substation, and etc., it is optional in the power energy efficiency monitoring system. 3.7 Power energy efficiency data acquisition subsystem The acquisition part of the power energy efficiency monitoring system includes the power energy efficiency information concentrate and exchange terminal, power energy efficiency monitoring terminal, and electricity users’ internal communication network, and etc.. 3.8 Park Centralized and unified planning designated zones, where special industries, enterprises and etc.. are set, perform the unified management; gathering various production factors, which shall be scientifically integrated in such zones, so that improve the industry intensity, highlight the characteristics, optimize the function layout, as well as it can become the zones that adapt to the market competition and labor division for industrial upgrading. There are industrial, agricultural, sci-tech, logistics, creative, and the like parks. 4 System Description 4.1 Overview The power energy efficiency monitoring system consists of master station, substation, communication network, power energy efficiency data acquisition subsystem, and etc.. a) Master station can be divided into national, provincial, and municipal levels; b) Substation can be divided into enterprise-level, park-level, and power service agency-level, and etc.; c) Communication network provides data transmission to the system, and the superior and inferior information exchange channel; d) Power energy efficiency data acquisition subsystem provides data acquisition service to the system. 4.2 System structure and function and provides the public with the relevant information and service of the electricity demand side management. The national master station generally undertakes the national electricity demand side management and information service, mainly includes issuing policies and information, assessing objectives and responsibilities of electricity demand side management, orderly electricity-consumption management, implementing demand response, power service management, energy efficiency knowledge base management, technical forums, and the like functions. The provincial and municipal master stations achieve the acquisition and analysis of power energy efficiency data of electricity users within the administrative area; provide the public with relevant information and service; provide the national platform with relevant data. The main functions of provincial and municipal master stations include assessing the objectives and responsibilities of electricity demand side management, orderly electricity- consumption management, demand response, user power energy service, power energy service business management, electricity-consumption acquisition and management, and the like. Realize the interaction between electricity users and the grid companies, provide power energy service and electricity-consumption service, and etc.. If there is inferior master station under the provincial and municipal master stations, they shall connect to the provincial and municipal master stations. b) Substation It collects the power energy efficiency data through the power energy efficiency monitoring system, realizes the monitoring and analyzing of the electricity-consumption situation of the electricity users; diagnose the electricity-consumption efficiency of the electricity users through energy consumption/energy efficiency model, so that help the users to use electricity scientifically and reasonably, reduce the electricity-consumption cost, improve the electricity-consumption efficiency; meanwhile upload the data to the master station as required. The relevant monitoring and analyzing functions of the substation shall conform to the requirements of GB/T 2589, GB/T 6422, GB/T 15316, GB/T 15587, and etc.. c) Communication network It includes the channels and the like located between national and provincial master stations, between master station and substation, between substation and power energy efficiency data acquisition subsystem, between master station and power energy efficiency data acquisition subsystem, and among various parts within the power energy efficiency data acquisition subsystem. Generally, the communication between the national and provincial master stations, between master station and substation, between power energy e) Practicality. the system shall meet the requirements of various users for power energy efficiency management work, and easy to use; f) Security. the system shall guarantee the data security in the aspects of acquiring, transmitting and storing data, energy efficiency management service, operation management and etc. ......
