On-board rechargeable energy storage system (REESS); - Part 2. Vehicle operational safety means and protection against failures; - Part 3. Protection of persons against electric shock. This Part is Part 3 of GB/T 18384. This Part was drafted according to the given rules of GB/T 1.1-2009. This Part replaces GB/T 18384.3-2001 "Electric vehicles - Safety specification - Part 3. Protection of persons against electric shock”. Protection of persons against electric shock 1 Scope This Part of GB/T 18384 specifies the requirements for the electric vehicle’s electric drive system and auxiliary system of conduction connection (if any), so as to protect the persons in car and out of the car from electric shock. This Part is applicable to the electric vehicles of which the maximum voltage of the drive system is class-B voltage. The electric motorcycle and electric mopeds may refer to this Part. This Part is not applicable to off-road vehicle, e.g. material handling vehicle and forklift. This Part is not applicable to the guidance of electric vehicle’s assembly, maintenance and repair. 2 Normative references The following documents are essential to the application of this document. On- board rechargeable energy storage system (REESS) (GB/T 18384.1-2015, ISO 6469- 1.2009, MOD) GB/T 19596 Terminology of electric vehicles (GB/T 19596-2004, ISO 8713.2002, NEQ) 3 Terms and definitions For the purpose of this document, the following terms and definitions AND those defined in GB/T 19596 shall apply. 3.1 Rechargeable energy storage system REESS Energy storage system which is rechargeable and can provide electricity, such as batteries, capacitors. 3.2 Voltage class A electric circuits Electric modules or circuits of which the maximum working voltage is less than or equal to 30 V a.c. (rms), or less than or equal to 60 V d.c. 3.3 Voltage class B electric circuits Electric modules or circuits of which the maximum working voltage is greater than 30V a.c.(rms) and less than or equal to 1 000 V a.c.(rms), or greater than 60 V in direct current (d.c.) and less than or equal to 1500 V in direct current (d.c.). 3.4 Basic protection It prevents the direct contact to live part under the non-failure condition. 3.5 Barriers The parts that can prevent direct contact, from any direction where persons usually access in. 3.6 Enclosures The parts that are used to prevent the equipment from certain external influence or direct contact, from any direction. Note. External influence may include entrance of water or dust, so as to prevent mechanical damage. analysis and establish a series of effective protective measures to prevent single-point failure. 6.5 Insulation requirement If electric shock protection is not provided through isolation, but rather through insulating materials, then the live parts of electric system shall be fully wrapped with insulator, and it may not be removed unless damage. Insulation materials shall be able to withstand the temperature of the electric vehicle and its system, as well as the maximum working voltage. Insulators shall have enough ability to withstand voltage. No insulation breakdown or arc phenomenon shall occur if tests are carried out according to 7.3. 6.6 Barriers/ enclosures requirements 6.6.1 General If electric shock protection is provided by barriers / enclosures, the live parts shall be arranged inside the shell or behind the barriers to prevent accessing the live parts from any usual directions. The barriers/ enclosures shall be able to provide enough mechanical resistance under normal operation condition according to the manufacturer’s requirements. It the barriers/ enclosures is allowed to access directly, then it is only opened or removed through tools or maintenance keys, or there are some other methods to make voltage class B’s live part to power-off, such as interlock. 6.6.2 Protection degrees 6.6.2.1 Protection degrees of barriers / enclosures The barriers/ enclosures shall at least meet the IPXXB protection degrees as specified in GB 4208.
