Lubricating oil is a high-value-added product in petroleum refining because of
complicated refining processes, large investments in construction and high costs of
analysis and evaluation. By recovery and recycle of used lubricating oil, it contributes
to the saving of limited resources, the prevention of environmental pollution and reduce
the at-will spillage, leakage and incineration of used lubricating oil.
The establishment of the standard for recovery and recycle of used lubricating oil is an
extremely significant measure for energy saving and environmental protection.
This Standard is the first national standard for recovery and recycle of used oil, which
fills the gap that there is no standard for the recovery and recycle of used oil in China.
This Standard was drafted in accordance with the requirements in GB/T 1.1-1993.
This Standard shall be under the jurisdiction of the National Technical Committee on
Energy Base and Management of the Standardization Administration of China.

1 Scope
This Standard specifies the definitions, classification, grading, collection and
management, recovery and recycle of used lubricating oil
This Standard applies to the used lubricating oil replaced by using organizations and
individuals and the collection, recycle, distribution and management of used lubricating

The provisions in following documents become the provisions of this Standard through
reference in this Standard. When this Standard is published, all the versions shown
are effective. However, all standards will be revised. Parties whose use this Standard
shall study if the latest versions of the following standards are applicable.

3 Definitions
For the purposes of this Standard, the following definitions apply.
used oil
During the lubricant using process of all machines and equipment , its physicochemical
properties achieve their oil replacement indexes because of air oxidation, thermal
decomposition and impurity contamination; and the replaced oil is collectively called
used lubricating oil (hereinafter referred to as used oil).

6.4 The used oil collected shall be well classified and stored as specified in Articles
4 and 5, preventing mixing with sediment, rainwater or other debris. Deliberate mixing
with or adding water is strictly prohibited.
6.5 The used oil collection departments and used oil management departments shall
carry out environmental protection for the collection site. It is strictly prohibited that any
organization or individual handles and incinerate, dump or bury used oil without
7 Recycle and Reuse
7.1 Necessary conditions of used oil recyclers
7.1.1 Appropriate processes for recycling equipment and production technique.
7.1.2 Special technical personnel and means of testing and evaluation as specified.
7.1.3 The quality of recycled oil shall comply with all physicochemical properties and
functional properties specified in national oil standards. The recycled oil which is used
as internal combustion oil shall also pass the evaluation by the engine (bench) test.
7.1.4 The three-waste regulation facilities and fire safety facilities as specified. The
treatment of waste gas, waste water and waste residue discharged in the production
process shall be as specified in GB 16297, GB 8978 and other relevant environmental
protection requirements. The secondary pollution to the environment is strictly
The used oil recyclers who comply with the above-mentioned criteria, shall be
examined and approved by the departments of technical supervision and
environmental protection. They may carry out recycling, processing and production of
used oil if they are “qualified”; and they shall not carry out recycling, processing or
production of used oil if they are “disqualified”.
7.1.5 Treatment of waste residue and waste liquid which are generated by used oil
The waste residue, waste liquid and others which are generated in the production
process of the used oil recyclers shall be utilized on an integrated basis. Those which
can not be utilized, shall be treated appropriately in accordance with the requirements
of the environmental protection department, and then discharged when they reach
