Foreword
All technical contents of this part of GB 5768 are mandatory.
GB 5768 “Road traffic signs and markings” is divided into eight parts.
- Part 1. General;
- Part 2. Road traffic signs;
- Part 3. Road traffic markings;
- Part 4. Work zone;
- Part 5. Speed limit;
- Part 6. Highway railway grade crossing;
- Part 7. Non-motorized vehicles and pedestrians;
- Part 8. School area.
This part is the part 5 of GB 5768.
This part was drafted in accordance with the rules given in GB/T 1.1-2009.
This part was proposed by the Ministry of Transport of the People’s Republic of
China.
This part shall under the jurisdiction of the National Traffic Engineering Facilities
(Highway) Standardization Technical Committee (SAC/TC 223).

Road traffic signs and markings - Part 5. Speed limit
1 Scope
This part of GB 5768 specifies the general requirements and use of speed limit
for road traffic signs and markings.
This part applies to the setting of the speed limit signs and markings on all kinds
of roads including highway, urban roads, places which is under the jurisdiction
of the unit but allows social vehicles to pass, squares, public parking lots, other
places which are used for public access. The speed limit signs and markings
which are set in other places where motor vehicles pass, parking lots, etc. can
make reference to this standard.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) are applicable to this standard.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Speed limit
The maximum speed at which a motor vehicle is allowed to travel on a
specific segment of the road.
3.2
Design speed
The speed which is used in the geometric design of the road.
premise of complying with the law, the speed limit value can also be increased
by 10 km/h ~ 20 km/h, but not higher than 120 km/h. If the speed limit value is
10 km/h ~ 20 km/h higher than the design speed value, it shall be subjected to
traffic engineering demonstration.
5.3 Observe or predict some representative sections in the speed limit zone, to
determine the 85%th speed, as shown in Appendix B. Based on the 85%th speed
value, take the value in the range 5 km/h ~ 10 km/h above and below it. When
selecting the representative section, it shall avoid the influence of the
intersection under the signal control.
5.4 If the difference between 5.2 and 5.3 exceeds 20 km/h, it requires further
analysis, observation or prediction, adjustment.
5.5 For the long-large structures such as cross-sea bridges, extra-long tunnels,
mountain high-rise large bridges, etc., the speed limit shall not be higher than
the design speed.
5.6 In the road segment where the environment is complex and there is lateral
interference, the limit speed should not be higher than the design speed.
5.7 The speed limit value is an integral multiple of 10 km/h.
5.8 When the road function or environment changes greatly, it should evaluate
the speed limit value and adjust the speed limit value as needed.
5.9 See Appendix C for the minimum length of the speed limit zone.
6 Setting of speed limit sign
6.1 The speed limit sign should be set at the starting point of the speed limit
zone.
6.2 It can be set repeatedly at such positions at the entry and behind the level
crossing of the expressway, the primary road as the trunk line, the urban
highway, or the positions where the driver needs to be reminded.
6.3 The speed limit sign should be set separately. Except for the minimum
speed limit sign (see Example 16 of GB 5768.2-2009) or auxiliary signs, it is not
advisable to attach other signs on the post of speed limit sign.
6.4 If it is necessary to limit the speed of a certain type of vehicle, it shall be
indicated by an auxiliary sign. It should not attach graphics or text directly to the
sign’s surface. An example is as shown in Figure 1.
Appendix A
(Informative)
Factors for determining speed limit
A.1 Road function
The determined speed limit shall be reasonable and consistent with the road
function.
A.2 Driving speed
Determining the speed limit shall take into account the driving speed, which
usually uses the 85%th speed. See Appendix B for the method of determining
the 85%th speed.
A.3 Road environment
A.3.1 The road environment includes roadside development level, road
characteristics, traffic characteristics.
A.3.2 Roadside development level mainly includes roadside land use types,
such as urban areas, suburbs, residential areas, commercial areas, etc., as well
as roadside non-motor vehicles and pedestrians.
A.3.3 Road characteristics mainly include road design criteria such as line
shape, cross-section arrangement, lane width, line of sight, population density
at intersection and access entry, line of sight at intersection, speed of adjacent
roads, etc.
A.3.4 Traffic characteristics mainly include traffic flow and traffic composition.
The traffic composition includes non-motorized traffic.
A.3.5 The degree of roadside development is the main reference for
determining the speed limit zone. The ideal situation is that the roadside
development level is consistent with the maximum speed limit which is
determined by the road characteristics.
A.4 Historical accident
When the speed limit which is determined considering A.1, A.2, A.3 is
inconsistent, it may consider the historical incidents.
If a historical accident indicates that the accident is frequent, it indicates that it
should take comprehensive improvement measures, instead of merely
changing the speed limit.
Appendix B

Example for determining the 85%th speed and step
B.1 Data collection
B.1.1 When collecting speed data, it shall meet the conditions in Table B.1.

B.1.2 Sample size
According to the estimated speed limit of the survey site, the minimum sample
size is as shown in Table B.2.

B.2 Data analysis
B.2.1 The calculation of the 85%th speed for each survey point can be
determined by the speed cumulative frequency curve. As shown in Figure B.1,
the speed corresponding to the cumulative frequency of 85% on the curve is
the 85%th speed.
