Foreword
In this Part, 4.3, 5.1.2, 5.2.2 and 5.2.3 are recommended clauses; the remaining
clauses are mandatory.
The series of hygienic standards for public places are constituted of five standards:
GB/T 18204 Examination Methods for Public Places; GB 37487 Health Management
Specification for Public Places; GB 37488 Hygienic Indicators and Limits for Public
Places; GB/T 37489 Hygienic Design Specification for Public Places; GB/T 37678
Hygienic Evaluation Specification of Public Places.
GB 37489 Hygienic Design Specification for Public Places is divided into five parts:
-- Part 1: General Requirements;
-- Part 2: Public Accommodation;
-- Part 3: Artificial Swimming Place;
-- Part 4: Bathing Buildings;
-- Part 5: Barber and Beauty.
This is the fourth part of GB 37489.
This Part was drafted in accordance with the rules in GB/T 1.1-2009.
This Part partially replaces the content of design-related hygienic requirements in: GB
9665-1996 Hygienic Standard for Public Bathroom.
In comparison with GB 9665-1996, this Part has several main technical changes as
follows:
-- Hygienic requirements of overall layout and function division are refined;
-- Hygienic requirements of bathing area design are refined;
-- Hygienic requirements of locker room, cleaning and disinfection room and
storage room design are added;
-- Hygienic requirements of water supply and drainage, and electrical design are
added.
This Part was proposed by and shall be under the jurisdiction of National Health
Commission of the People’s Republic of China.
The drafting organizations of this Part: Shanghai Municipal Center for Disease Control
& Prevention, Shanghai Municipal Health Commission Supervision Office, Fudan

Part 4: Bathing Buildings
1 Scope
This Part of GB 37489 stipulates the basic requirements of newly constructed,
expanded and re-constructed bathing places; and the hygienic design requirements of
overall layout, function division, monomer, heating ventilation air conditioning, water
supply and drainage, and electrical design.
This Part is applicable to public bathing rooms. Other bathing places may take this as
a reference.
This Part is not applicable to bathing places for infants.
2 Normative References
The following documents are indispensable to the application of this document. In
terms of references with a specified date, only versions with a specified date are
applicable to this document. In terms of references without a specified date, the latest
version (including all the modifications) is applicable to this document.

3 Basic Requirements
Bathing places shall comply with the requirements in GB 37489.1.
4 Overall Layout and Function Division
4.1 Bathing areas, locker rooms, lounges, public bathrooms, cleaning and disinfection
rooms, storage rooms and other subsidiary rooms shall be set up and reasonably
distributed. Locker rooms shall connect with bathing areas.
4.2 Bathing places with bathing pools shall set up pool water treatment machine rooms
and warehouses exclusive for disinfectants, which shall not connect with bathing areas,
locker rooms or lounges.
5.3.2 When cups are provided, and cleaning and disinfection of the cups are voluntarily
conducted, exclusive cleaning and disinfection rooms shall be set up. When physical
methods are adopted to disinfect cups, there shall be cleaning pool and disinfection
cabinet in the disinfection room. When chemical methods are adopted to disinfect cups,
decontamination pool, disinfection pool and cleaning pool that are exclusive for cups
shall be set up in the disinfection room. The capacity and depth of the disinfection pool
shall be able to satisfy the demand of immersion disinfection.
5.4 Warehouse Exclusive for Disinfectants
5.4.1 Warehouse exclusive for disinfectants shall be independently set up; and close
to secondary channels in the building, and dosing room of water treatment machine
room.
5.4.2 Walls, ground, doors and windows shall adopt anti-corrosive materials that can
be easily cleaned.
5.4.3 Water supply and drainage facilities shall be set up; rinsing and eye-washing
facilities shall also be set up.
6 Heating Ventilation Air Conditioning
6.1 Bathing areas shall set up mechanical air ventilation and dehumidification facilities.
6.2 Locker rooms shall set up heat supply facilities and ventilation facilities.
6.3 Warehouses exclusive for disinfectants, areas that use coal or gas equipment shall
set up mechanical exhaust devices and monitoring and warning devices for toxic and
harmful gases. Air ventilation and exhaust rate for accidents shall not be lower than 12
times/h.
6.4 Air ducts and their accessories shall adopt anti-corrosive materials, or, adopt
corresponding anti-corrosive measures.
7 Water Supply and Drainage
7.1 Bath pool water treatment equipment shall not connect with pipelines for shower
water or drinking water.
7.2 Hair filtration device shall be set up.
8 Electrical Design
8.1 Electrical design shall comply with the requirements in JGJ 16.
