Pollution control standard for
hazardous waste incineration
1 Scope
This standard, from the aspect of the need to prevention and control of the
environmental pollution in the disposal process of hazardous wastes, specifies
the principles for the site selection of the hazardous waste incineration facilities,
the basic technical performance indicators of incineration, the maximum
allowable emission limit of the atmospheric pollutants from incineration, the
principle for the disposal of the incineration residues, the corresponding
environmental monitoring, etc.
This standard is applicable to the design, environment impact evaluation, as-
built acceptance, the pollution control & management in the operation process
of the hazardous waste incineration facilities, except for the explosive and
radioactive wastes.
2 Normative references

standard through reference in this standard, which have the same effect as this

3.7 Smoke retention time
Refers to the retention time of the smoke as generated by combustion from the
last air injection port or burner’s outlet to the heat transfer surface (such as the
heat exchanger of waste heat boiler) or of the smoke between cold-air injection
ports of the flue.
3.8 Incinerator’s temperature
Refers to the temperature at the center of the outlet of the incinerator’s
combustion chamber.
3.9 Combustion efficiency (CE)
Refers to the percentage of the concentration of carbon dioxide in the exhaust
gas of the flue to the sum of the concentration of carbon dioxide and carbon
monoxide. It is expressed by the following formula:

[CO2] and [CO] - The concentrations of CO2 and CO in the exhaust after
combustion, respectively.
3.10 Destructive removal efficiency (DRE)
Refers to the percentage of reduction of an organic substance after incineration.
It is expressed by the following formula:

Wi - The weight of an organic substance in the incinerated substance;
W0 - The sum of the weight of the organic matter, as corresponding to Wi, in
the flue gas and incineration residue.
3.11 Dioxins
A general term for polychlorinated dibenzo-p-dioxin and polychlorinated
dibenzofuran.
3.12 Dioxin toxicity equivalent (TEQ)
The dioxin’s toxicity equivalent factor (TEF) is the ratio of the affinity of dioxin-

c - The converted concentration of the measured pollutants under standard state
(mg/m3);
O2 - The concentration of oxygen in the exhaust gas (%);
Cs - The concentration of the measured pollutants under standard state (mg/m3).
2) It refers to the total amount of arsenic and nickel.
3) It refers to the total amount of chromium, tin, antimony, copper and manganese.
6 Supervision and monitoring
6.1 Monitoring of exhaust gas
6.1.1 The number of sampling points and the location of sampling points for
monitoring the smoke or gaseous pollutants in the exhaust pipe of the
incinerator shall be implemented according to GB/T 16157.
6.1.2 After the incineration facility is operated for 1 h under normal conditions,
start collecting the gas sample at a frequency of 1 time/h; each sampling time
shall be not less than 45 min; continuously take sample for three times; make
determination respectively. Use the average value as the determination value.
6.1.3 Exhaust gas from incineration facilities shall be implemented in
accordance with the pollution source monitoring & analysis method (see Table
4).
