Foreword
This Standard is drafted according to the rules specified in GB/T 1.1-2009.
This Standard was proposed by National Development and Reform Commission.
This Standard shall be under the jurisdiction of the National Technical Committee of Auto
Standardization (SAC/TC 114).
The drafting organizations of this Standard. Dongfeng Motor Group Company Limited,
China Automotive Technology and Research Center, Chery Automobile Company Limited,
and Nanjing Automobile Group Co., Ltd.

Introduction
In order to adapt to develop the circular economy of our nation, to protect the environment
and human health, to meet the demands of building a resource-saving and
environment-friendly society, and to improve the technical level of domestic sales of
vehicles, this Standard is hereby formulated.
This Standard is intended to enable the domestic automobile manufacturers and
automobile import agents to prohibit the use of lead, mercury, cadmium, hexavalent
chromium, polybrominated biphenyls, and poly brominated diphenyl ethers in the
research and development, production, importation, marketing and other channels of
automobile products. Restriction requirements on other hazardous substances in this
Standard are not specified.
This Standard has fully considered the technical capacity and feasibility on implementing
the standard of automobile industry in the formulation process, as well as the supervision
and inspection capacity of domestic related institutions, based on the standard to
automobile products. The technical provisions and requirements of the standard shall be
consistent with China’s recycling technical policy and related management methods as
much as possible and close to the internationally acceptable technical regulations. At the
same time, when determining the technical requirements, technical indicators and the
exemption deadline of the standard, it shall fully considered China’s economic
development level and production level, technical capacity and product status of
automobile industry. Limit indicators of prohibited substances and exempt automotive
materials and parts list at a given period are formed and based on the sampling inspection
and verification of domestic automobile parts products. National Technical Committee of
Auto Standardization will timely modify and adjust the scope, content requirements,
exemption scope and deadline of prohibited substances in the list according to the
requirements of development situation of China’s automobile industry, technical progress
of automobile products, protecting environment of nation and human health. The
maintenance accessories of automobiles sold after implementation time of the standard
shall be in accordance with the requirements for prohibited substances on automobiles, as
same as the new models. Before the stipulated implementation time, automobile models
which have been noticed or imported for sales can continue to use the spare parts of raw
materials for maintenance, but it is encouraged that the maintenance parts shall be the
same materials as new models.
Requirements for prohibited substances on
automobiles
1 Scope
This Standard specifies the prohibited substances of automobile and its parts products.
This Standard applies to the automobile and parts products used in China.
2 Normative references
The following documents are essential to the application of this document. For the
dated documents, only the versions with the dates indicated are applicable to this
document; for the undated documents, only the latest version (including all the
amendments) are applicable to this document.

3 Terms and definitions
For the purpose of this document, the following terms and definitions apply.
3.1
Homogeneous materials
Parts or modules (such as unscrewing, cutting, rolling, scraping, and grinding) which can
not be further split by mechanical methods, and the composition of each part is of the
same material.
4 Scope of prohibited substances
4.1 Scope of prohibited substances
In particular, the prohibited substances required in this Standard refer to the following 6
substances.
4.2 Content limits of prohibited substances
In addition to the automobile parts and materials exempted within a certain period
stipulated in Appendix A, the mass percentage of lead, mercury, hexavalent chromium,
polybrominated biphenyls (PBBs), polybrominated diphenyl ethers (PBDEs) in each
homogeneous materials of automobiles and parts products shall not exceed 0.1% and the
mass percentage of cadmium shall not exceed 0.01%.
4.3 Exemption requirements for prohibited substances
4.3.1 Exemption requirements
According to the current situation of China automobile product technology and using
materials, the exemption requirements for prohibited substances are stipulated in
Appendix A.
Automobile parts and materials, scope and exemption deadline stipulated in Appendix A
will be timely adjusted according to the situation.
After the exemption deadline expires, the reusing and remanufacturing products of
automobile products and parts are still exempted.
4.3.2 Other exemption conditions
For automobile parts or materials not listed in Appendix A, if they meet one of the following
conditions, the automobile manufacturer or importer can propose an exemption
application for products to prohibited substances.
a) The prohibited substances in products cannot be replaced by other substances or
materials due to technical reasons;
b) It shall reduce the safety performance of the product if the prohibited substances
are prohibited;
c) It shall affect the normal use and maintenance of the product if the prohibited
substances are prohibited;
d) It shall significantly shorten the service life of the product if the prohibited
substances are prohibited;
e) The production cost or sales cost of products shall be significantly increased if the
prohibited substances are prohibited.
5 Detection methods of prohibited substances
The 4 following detection methods are recommended for the detection for the 6 prohibited
substances proposed in this Standard.
6 The transitional period requirements implemented by the
standard
The products which have obtained permission or passed certification shall be executed
from the 25th month of the implementation day of this Standard.
