0 Introduction
This Rules is established based on the security risk and certification risk of
agricultural machinery products. It stipulates the basic principles and
requirements for the implementation of China Compulsory Certification for
agricultural machinery products.
This Rules can be used with other general rules issued by Certification and
Accreditation Administration (CNCA), such as “China Compulsory Certification
Implementation Rules - Manufacturing Enterprise Classification Management,
Certification Mode Selection and Determination”, “China Compulsory
Certification Implementation Rules – Utilization of Manufacturing Enterprise Test
Resource and Other Certification Results”, “China Compulsory Certification
Implementation Rules - Factory Inspection General Requirements”.
The certification body shall make principles for certification according to the
general implementation rules and this Rules and implement them accordingly.
Manufacturing enterprise shall ensure that their certified products are capable of
sustaining the compliance with the certification and are compatible with the
requirements of the standards.
1 Application scope
This Rules applies to agricultural machinery products, including the following
product categories.
(1) Equipment for crop protection
Equipment that spray pesticides by hydraulic, pneumatic and thermal
dispersion for the control of plant diseases, insects, weeds and / or other
biological disoperation, including knapsack sprayer-duster, knapsack power
sprayer, knapsack sprayer, knapsack electric sprayer, compression sprayer,
pedestal mounted sprayer, aerosol sprayer, power sprayer, boom sprayer,
air-assisted sprayer and electric pneumatic ultra-low-volume sprayer.
(2) Wheeled tractors
Wheeled tractors that are powered by single-cylinder diesel engine or
multi-cylinder diesel engine of power less than 18.40kW (25 hp) (the definition
of wheeled tractor refers to GB/T6960 “Tractor terminology”).
Due to the changes in the laws, regulations or related product standards,
technology, industry policies and other causes which may change the applicable
scope, the announcement released by CNCA shall be final and conclusive.
2 Standards for certification
(1) Equipment for crop protection
GB 10395.6 Tractors and machinery for agriculture and forestry - Technical
means for ensuring safety - Part 6. Equipment for crop protection
GB 10395.1 Agricultural and forestry machinery - Safety - Part 1. General
requirements (only applies to self-propelled, semi-self-propelled, mounted,
semi-mounted equipment for crop protection).
(2) Wheeled tractors
GB 18447.4 Safety requirements for tractors - Part 4. Belt-drive wheeled
tractors (applies to belt-transmission tractors);
GB 18447.1 Safety requirements for tractors - Part 1. Wheeled tractors
(applies to direct-link wheeled tractors).
In principle, the latest versions of above standards that are issued by the National
Standardization Administration shall be executed. When other versions are
required to use, then it shall be executed according to the applicable relevant
standards issued by the State Certification and Accreditation Administration
(CNCA).
3 Certification modes
The basic certification mode of implementing the China Compulsory Certification
for agricultural machinery products is.
Type test + enterprise quality assurance capability and product conformity
inspection + after-certification follow-up inspection
The certification body shall follow the requirements of “China Compulsory
Certification Implementation Rules - Manufacturing Enterprise Classification
Management, Certification Mode Selection and Determination” to carry out the
classification management to manufacturing enterprise; consider the results of
classification management; on the basis of basic certification mode, appropriately
increase the combination of supervision mode after certification, so as to
determine the certification mode that is applicable to certification client
[TRNASLATOR NOTE is not part of this Rules. Translator note. “certification
client”, the counterpart of certification body, refers to the Applicant / Manufacturer
or its proxy (Power of Attorney). For ease of reading, hereinafter abbreviated as
“CLIENT”].
4 Classification of certification-units
In principle, different-manufacturers, different-processing sites and
different-product classifications are deemed as different certification-units.
Certification-units of equipment for crop protection are classified according to the
principle of the similarity of products’ main structural principle, operating mode
and safety requirements. Certification-units of wheeled tractors are classified
according to the principle of the similarity of products’ structure type, engine
power and safety performance. Specific requirements for unit classification are
shown in Attachment 1 of this Rule.
5 Certification entrusting
5.1 Application and acceptance of certification entrusting
CLIENT must put forward the certification entrusting to the certification body, in
an appropriate way. Certification body shall process the certification entrusting;
and feedback the acceptance or rejection according to the time limit in the
certification implementation rules.
When it does not comply with national laws and regulations and relevant industry
policies, the certification body must not accept the certification entrusting.
5.2 Application materials
The certification body shall, in accordance with the laws and regulations,
standards and other requirements, specify the checklist of application materials
in the implementation detailed-rules. (It shall at least includes certification
