Regulation for Industrial Boiler
1 General Provisions
1.1 Purpose
This Regulation is formulated with a view to specifying energy efficiency test and
system operation energy efficiency evaluation work for industrial boiler.
1.2 Application scope
This Regulation is applicable to energy efficiency test and evaluation for industrial boiler
and its system meeting the following conditions.
(1) Steam boiler and hot water boiler with rated pressure less than 3.8MPa;
(2) Organic heat carrier boiler
This Regulation is not applicable to exhaust-heat boiler.
1.3 Classification of energy efficiency test and evaluation methods
The energy efficiency test and evaluation methods for the boiler and its system cover
thermal efficiency test of approved product, detailed test of thermal efficiency for boiler
operating condition, simple test of thermal efficiency for boiler operating condition as well as
energy efficiency evaluation for boiler and its system operation.
1.4 Terms and definitions
Terms and definitions are detailed in Appendix A.
1.5 Symbols and units
Symbols and units used in this Regulation are detailed in Appendix B; the symbols and
units not indicated shall be in accordance with GB/T 10180-2003 "Thermal Performance Test
Code for Industrial Boilers".
2 Basic Requirements for Energy Efficiency Test
2.1 Working procedure of energy efficiency test
The working procedure of energy efficiency test generally covers test outline preparation,
field test, test data analysis, etc.
2.1.1 Test outline preparation
Before test work starting, the test organization shall prepare test outline according to the
requirements of this Regulation and in combination with test task, purpose and requirements.
The test outline preparation work shall be assumed by professional personnel with test
experience. The test outline shall at least cover the following contents.
(1) Test task, purpose and requirements;
(2) Determine measurement items according to test purpose, boiler type, fuel grade and
auxiliary machinery system characteristics;
(3) Test point arrangement and required instruments;
(4) Personnel organization and division of work;
(5) Test working procedure.
Under rated operating condition, the thermal efficiency test shall not be less than 2 times.
The test method and calculation formula shall comply with the relevant requirements of
Chapter 5 to Chapter 11 of GB/T 10180.
3.2.2 Determination of test results
The efficiency difference through direct balance and indirect balance in each test shall
not be larger than 5%; the efficiency difference measured in respective two tests through
direct balance or indirect balance shall not be larger than 2%; and the efficiency difference of
various balances of fuel oil, fuel gas and electrically heated boiler shall not be larger than 1%.
The arithmetic mean of two test results shall be taken as the final test result of boiler thermal
efficiency.
3.3 Test conditions
3.3.1 Information to be provided by manufacture organization
The manufacture organization shall provide the following product information.
(1) Boiler design instruction (including design output range, design fuel requirements
and fuel classification);
(2) General drawing of boiler;
(3) Boiler heat calculation sheet;
(4) Flue gas and air resistance calculation sheet for boiler;
(5) Hydrodynamic force calculation sheet of boiler;
(6) Boiler operation instruction;
(7) Burner model (applicable to oil-fired and coal-fired boiler).
3.3.2 Conditions of boiler and its system test
The boiler and its system test shall be provided with the following conditions.
(1) The boiler is in the operation state of safety and thermal operating condition
stability under rated parameters;
(2) Auxiliary machinery is in match with boiler output and operates normally, and the
system is free from release, emitting, dripping and leaking phenomena;
(3) Fuel used in the test meets the requirements of the design fuel;
(4) The arrangement of each test point of the boiler and auxiliary machinery system
meets the requirements of the test outline.
4 Detailed Test of Thermal Efficiency for Boiler Operating
Condition
Detailed test of thermal efficiency for boiler operating condition is a thermal efficiency
test for the purpose of evaluating energy efficiency condition of industrial boiler under actual
operation parameters or conducting diagnosis of energy conservation.
4.1 Test method and test requirements
Test method and test requirements are the same as 3.1 and 3.2 of this Regulation.
4.2 Conditions of boiler and its system test
The boiler and its system test shall meet the following conditions.
(1) The boiler is capable of being in the operation state of safety and thermal operating
condition stability within design conditions;

6 Energy Efficiency Evaluation for Boiler and its System Operation
The energy efficiency evaluation for boiler and its system operation is an overall
evaluation for energy efficiency conditions through steam generation quantity or heat output
of industrial boiler and its system within a certain operation period, and through statistics,
calculation and analysis of fuel, electricity and water consumption measurement data.
6.1 Evaluation methods
Record and meter operation parameters or data within specified period through
monitoring meter and system device installed on boiler equipment and system, work out fuel
quantity, electricity quantity, water quantity, etc. consumed by unit evaporation capacity or
unit heat output of single boiler or boiler room system, and then conduct energy efficiency
evaluation for the boiler and its system.
6.2 Evaluation conditions
6.2.1 Measuring instruments and devices to be provided for single boiler equipment
(1) Measuring instrument and device for accumulative output steam quantity of steam
boiler as well as measuring instrument and device for accumulative heat output of hot water
boiler and organic heat carrier boiler;
(2) Measuring instrument and device for accumulative fuel consumption, detection and
record of calorific value of fuel;
(3) Measuring instrument and device for power consumption of main auxiliary
machinery and auxiliary equipment equipped for the boiler; main auxiliary machinery covers
boiler supply (draught) fan, grate driving device, stokehole fuel processing plant, secondary
fan, mechanical slagging device, fuel pressure pump (device), heavy oil heating and
mechanical atomization device, steam boiler feed pump, hot water boiler or organic heat
carrier boiler medium circulating pump, water treatment system device, etc.;
(4) Detection and metering for water supply quantity of steam boiler and medium
supplement quantity of hot water boiler or organic heat carrier boiler.
6.2.2 Measuring instruments and devices to be provided for boiler system
(1) Measuring instrument and device for total accumulative evaporation capacity of
steam boiler system as well as measuring instrument and device for total accumulative heat
output of hot water boiler and organic heat carrier boiler system;
(2) Measuring instrument and device for total accumulative fuel consumption of boiler
system, detection and record of calorific value of fuel;
(3) Power consumption of main auxiliary machinery and auxiliary equipment equipped
for the boiler system, including detection and metering for power consumption of boiler
supply (draught) fan, grate driving device, stokehole fuel processing plant, secondary fan and
mechanical slagging device, power consumption of fuel pressure pump (device), heavy oil
heating and mechanical atomization device, power consumption of steam boiler feed pump,
hot water boiler or organic heat carrier boiler medium circulating pump, and power
consumption of water treatment system device;
(4) Detection and metering for total water supply quantity of steam ...
