Decorating materials and indoor air limit of harmful
substance for railway locomotive and vehicle
1 Scope
This standard specifies the limits, test methods and inspection rules for
harmful substances in the passenger compartment and the cab interior of the
railway locomotives, as well as the limits and test methods for the harmful
substances in the indoor air of passenger compartment and cab.
This standard applies to the limits and tests of the harmful substances in the
indoor air of decorating materials AND the passenger compartment and cab
in railway locomotives the maximum operation speed of which is less than
200 km/h. The other worker-related spaces shall make reference to this
standard.
2 Normative references
The provisions in following documents become the provisions of this
standard through reference in this Standard. For the dated references, the
subsequent amendments (excluding corrections) or revisions do not apply to
this standard; however, parties who reach an agreement based on this

3 Limits, test methods and inspection rules for
internal decorative materials
3.1 Structural materials
3.1.1 Harmful substance limit
As for such structural materials as the high-pressure decorative panels
(veneer), veneer plywood, plywood and fiberglass, the formaldehyde release
shall not exceed 1.5 mg/L (desiccator method).
3.1.2 Test method
CONDUCT test in accordance with the provisions of 4.12 of GB/T
17657-1999, 6.2 OR 6.3 of GB 18580-2001; and the result presentation shall
follow the provisions of 6.2.2 of GB 18580-2001.
3.1.3 Inspection rules
It shall follow the provisions of chapter 7 of GB 18580-2001.
3.2 Decorative materials
3.2.1 Harmful substances limit
3.2.1.1 As for the PVC floor leather AND artificial leather, the vinyl chloride
monomer content shall not exceed 5 mg/kg.
B – The measured ppm value of formaldehyde.
When there are two or more indoor test points, it shall take the mean value of
the measurement result from each point as the detection value of this
compartment.
4.2 Limits and test methods for total volatile organic compounds
4.2.1 As for the indoor air, the total volatile organic compounds shall be less
than 0.60 mg/m3.
4.2.2 USE appropriate sampling methods AND instruments; CLOSE the door
AND window for 12 h before sampling; during sampling, CLOSE the door &
window; the sampling time shall be not less than 45 min. CONDUCT test in
accordance with the provisions of GB/T 18883-2002.
