1 General

1.0.1 In order to ensure the production of railway transportation and the safety of people's lives and property, implement the fire protection policy of ��prevention first, combined fire protection and prevention" in railway engineering design, prevent and reduce fire hazards, this code is hereby formulated. 1.0.2 This code is applicable to the fire protection design of newly constructed and rebuilt railway projects. 1.0.3 The fire protection design of railway engineering must follow the relevant national laws, regulations and policies; correctly handle the relationship between production and safety, key points and ordinary points; actively adopt effective and advanced fire protection technologies, to be safe, reliable, advanced, mature, economical. 1.0.4 In addition to this code, the fire protection design of railway engineering shall also comply with the current relevant national standards.

2 Fire hazard classification and fire resistance rating

2.0.1 The fire hazard classification of the main production houses such as the locomotive depot, car depot, EMU depot (station), power supply depot, comprehensive maintenance base (depot), large-scale road maintenance machinery depot, luggage express transportation base, transfer warehouse, tank truck wheel change line (depot) of port station, etc., 2.0.2 The fire resistance rating of station buildings and underpasses, overpasses, platform rain sheds at passenger stations, railway logistics center warehouses, passenger car technical servicing depot and repair garages, EMU servicing garage (inspection garage), mechanical insulation trucks and ice-filled insulation vehicle maintenance warehouses shall not be lower than the level 2. The fire resistance rating of other types of production and living buildings shall not be lower than level 2. 2.0.3 When the steel structure is used in the spray paint warehouse, paint warehouse, car repairing warehouse, station cargo warehouse, transformer oil filter room of power supply depot in the locomotive depot, car depot, EMU depot (station), the parts which are affected by combustible gas or combustible liquid flame shall be subject to fire prevention and heat insulation; the fire resistance rating shall be not lower than level 2. 2.0.4 When the platform column rain shed adopts a steel structure, it may use the metal components without fire protection. When the steel structure is adopted for the column rain shed between the lines, it may use metal components without fire protection for a distance of more than 12 m from the rail surface.

3 Fire separation distance

3.1 Line 3.1.1 In addition to facilities for refueling railway vehicles and handling the transportation of dangerous goods, the fire separation distance for the site and warehouse for the production, processing, storage or sale of flammable, 3.1.2 The fire separation distance between the railway line and the open and semi-outdoor storage yard of combustible materials shall not be less than the requirements in Table 3.1.2. 3.2 Locomotive and vehicle facilities 3.2.1 The tank washing line shall be of flat slope end type; the safety distance from the coupler of the terminal parking space to the car stop shall not be less than 20 m.

4 Combustible liquid and combustible gas pipelines

crossing the railway 4.1 Pipeline crossing the line 4.1.1 The pipeline shall not cross intercity railways, railways with a design speed of 200 km/h and above, railways for EMU. The pipeline should not cross over other railways. However, if the crossing is necessary, it shall take safe and reliable protective measures and meet the following requirements. 4.1.4 The use of jacking casing pipes for category A, B, C liquid and combustible gas pipelines to cross the railway subgrade shall meet the following requirements. 4.2 Pipeline crossing bridge 4.2.1 Category A, B, C liquid and combustible gas pipelines are strictly prohibited to be laid on railway bridges, meanwhile they shall not cross above the bridge range; it should not be crossed over the main river channel segment wherein a railway bridge crosses. 4.3 Pipeline crossing the station yard 4.3.1 Category A, B, C liquid and combustible gas pipelines shall not cross or spans the railway within the throat area at both ends of the station and within the EMU depot (station), locomotive depot (station), vehicle depot (station); It is strictly forbidden to cross or span the railway within the throat area at both ends of the railway marshalling station and passenger station and within the EMU depot. 4.3.2 Highway (road) shall not cross above the effective length range of the regional or above arrival yard, marshalling yard, departure yard, the cargo yard with a total warehouse construction area of 3000 m2 and above, the cargo yard which has a container space of 10000 m2 and above.

5 Firefighting lane

5.0.1 Passenger station, depot station, marshalling station, tank car wheel change line (depot) of port station, industry station with concentrated hazardous goods, harbor station, EMU depot (station), locomotive (turnback) depot, vehicle depots, passenger car servicing stations, comprehensive maintenance bases (depots), luggage express transport bases and freight yards, large road maintenance machinery depots, tank washing stations shall be set up with fire 5.0.2 In the marshalling yard of depot station or marshalling station, when the number of shunting lines is 10 ~ 18, fire lanes shall be provided on one side of the marshalling yard; when the number of shunting lines is 19 or more, fire lanes shall be provided on both sides of the marshalling yard. 5.0.3 For the cargo yard with flammable and explosive dangerous goods, the combustible material stock yard and a liquefied petroleum gas tank area with an area of more than 30000 m2, the category A, B, C liquid storage tank area, 5.0.4 For large and extra-large passenger stations, when the station building is line-side flat type, the basic platform shall be used as the fire lane. 5.0.5 The net width and headroom height of the fire lane shall not be less than 4.0 m. 5.0.6 The servicing line for passenger cars and mechanical insulation vehicles as well as the parking lines for passenger cars, EMUs, large-scale road maintenance machinery shall be provided with a fire lane parallel to the line, which shall comply with the following requirements. 5.0.7 The firefighting roads inside and outside the traction substation shall meet the requirements of clause 5.0.5 of this code. 5.0.8 When the fire hazard of the building in the traction substation and the 10 kV and above substation and power distribution station is category C, meanwhile the building area is greater than 3000 m2, the fire lanes in the substation should be arranged in a ring; when it is an end-type lane, a turnaround field or a turnaround lane shall be provided. 5.0.9 When it is really difficult to set up a circular fire lane in the elevated waiting hall (room), a circular fire lane must be set along the side-type station building; a fire hydrant system that meets the fire extinguishing requirements of the elevated station building above the line shall be provided on the platform.

6 Building fire prevention zone and building construction

6.1 Passenger station 6.1.1 The fire resistance rating of the elevated waiting halls (room) of large and ultra-large passenger stations shall not be lower than category 1. 6.1.2 When the waiting area and distribution hall of railway passenger station meet the following conditions, the building area of each fire compartment shall not be greater than 10000 m2. 6.1.3 When other buildings are co-built with railway passenger stations, separate fire compartments shall be allocated. 6.1.4 It is strictly forbidden to set up entertainment, performing arts and other places in the public area of the passenger station building. Catering and commodity retail outlets set up to serve passengers shall meet the following requirements. 6.2 Electrical equipment room 6.2.1 The following house buildings shall be separated from other parts by partition walls with a fire resistance rating of not less than 2.00 h and floor slabs with a fire resistance rating of not less than 1.50 h. Doors & windows connected to other parts shall be category B fire doors & windows. 6.3 Workshop (warehouse) 6.3.1 The painting depot and paint warehouse of the locomotive depot, vehicle depot, EMU depot (station), comprehensive maintenance base (depot), large- scale maintenance machinery depot shall be set up separately. When installed at the end of the joint workshop, it must be separated by a fire shutter with a fire resistance rating of not less than 3.00 h; meanwhile it shall meet the following requirements. 6.3.4 The diesel pump room and grease distribution room of the locomotive depot, vehicle depot, EMU depot (station) shall be located on the ground. 6.3.5 The stores of dangerous chemical cargo warehouses shall be constructed separately according to the classification of dangerous goods. Goods with similar chemical properties and the same fire-extinguishing methods can co- build one warehouse, which shall meet the following requirements. 6.3.6 The living, office, warehousing, sub-assembly, transaction and other functional places of the railway logistics center warehouse shall be divided into fire compartments according to the nature of use. The fire protection design shall comply with the relevant provisions of the "Code of design on building fire protection and prevention" GB 50016. 6.3.7 The passages that cross the longitudinal inspection trenches as provided in the inspection depot (stations) due to technological needs can be used as auxiliary evacuation passages in the factory building, meanwhile obvious evacuation indication signs shall be set. 6.4 Others 6.4.1 For stations equipped with mobile fire pumps and special fire equipment, a fire equipment storage room with an area of not less than 5.0 m2 should be set.

7 Firefighting water supply and firefighting facilities

7.1 Outdoor water supply for firefighting 7.1.1 The water supply system for firefighting shall be designed at the same time for railway engineering. 7.1.2 When using surface water as a firefighting water source, the firefighting water requirement for the lowest water level during the dry season shall be ensured. 7.1.3 Substations without production and living water supply facilities, autotransformer stations, switching stations, relay stations, base stations, other small signal, communication, information equipment rooms can be exempted from setting up outdoor firefighting water supply systems. 7.1.4 A firefighting pool shall be set up under the following conditions. 7.1.5 The fire pool shall meet the following requirements. 7.1.6 The duration of fire in different places shall not be less than the requirements in Table 7.1.6. 7.2 Indoor water supply for firefighting 7.2.1 Indoor water supply for firefighting shall be provided for the following buildings and the category A, B, C workshops and warehouses of building land area not more than 300 m2 as specified in Appendix A of this code. 7.3 Firefighting facilities 7.3.1 The configuration of firefighting equipment shall meet the following requirements. 7.3.4 The following locations shall be equipped with automatic sprinkler systems, which shall comply with the relevant provisions of "Code of design for sprinkler systems" GB 50084. 7.3.5 Dangerous goods warehouses shall be equipped with fire extinguishing devices according to the type and nature of the stored goods. 7.3.6 The fire extinguisher's configuration shall meet the following requirements in addition to the provisions of "Code for design of extinguisher distribution in buildings" GB 50140.

8 Ventilation, air conditioning and smoke prevention and exhaust

8.0.1 Spray paint booth, paint warehouse, dangerous goods warehouse, oil tank wheelhouse of port station, acid battery charging room, pump room for transporting category A and category B oil, rolling bearing room which uses category A and category B oil to clean the accessories in the production process, air conditioner maintenance room, oil damper maintenance room, fuel room, brake room, etc., shall be equipped with the explosion-proof ventilation facilities. 8.0.2 Fire dampers shall be installed at the partition walls and floor slabs where the ventilation and air conditioning system's air ducts pass through communication, signal, power, information equipment rooms and other important or fire-hazardous rooms. 8.0.3 Smoke exhaust facilities shall be installed in the following places.

9 Electricity

9.1 Automatic fire alarm 9.1.1 The following places shall be equipped with automatic fire alarm systems. 9.1.2 When the passenger broadcasting system of the passenger station is used as a fire emergency broadcasting system, it shall be capable of continuous operation, meanwhile it shall be capable of realizing directional, regional or centralized broadcasting. When the ambient noise is greater than 60 dB, the playback sound pressure level shall be 15 dB greater than the background noise. 9.2 Firefighting power distribution and wires and cables 9.2.1 The electrical load classification of firefighting electrical equipment shall meet the following requirements. 9.2.2 The continuous power supply duration of the standby power supply for emergency lighting and light evacuation indicator in the building shall meet the requirements of the "Code of design on building fire protection and prevention" GB 50016. 9.2.6 The cable troughs of railway communication, information, signal, automatic fire alarm and electromechanical equipment monitoring system, natural disaster and foreign matter intrusion limit monitoring system's equipment houses and signal buildings shall adopt fire-proof cover plates. ......
