General specifications; - Part 2. Performance test; - Part 3. Use appraisal. This is Part 1 of the SN/T 0370. This Part integrates the three standards of SN 0449.1-1995 “Rules for the Inspection of Packaging for Dangerous Goods Exported by Sea - General Specifications”, SN/T 0370-1995 “Rules for the Inspection of Packaging for Dangerous Goods Exported by Air - General Specifications and SN/T 0805.1-1999 “Rules for the Inspection of Packaging for Dangerous Goods Exported by Railway - General Specifications”;, and has made some modifications to some of the technical contents, so that the technical contents on packaging for dangerous goods in the standards are in compliance with “Recommendations on the Transport of Dangerous Goods - Model Regulations” (15th version) issued by United Nations, “Technical Rules for the Safety of Dangerous Goods Aviation” (2007~2008 version) issued by International Civil Aviation Organization (ICAO), “International Maritime Dangerous Goods Transportation Rules” (2008 version) issued by International Maritime Organization (IMO), and “International Railway Dangerous Goods Transportation Rules” (2005 version) issued by European Railway Bureau. This Part has also introduced relevant package requirements on transport of dangerous goods by road in “European Agreement on the International Transport of Dangerous Goods by Road” (2009 version) issued by Economic Commission for Europe (ECE). Annex A of this Part is normative; Annex B and C are informative. This Part was proposed by and shall be under the jurisdiction of National certification and Accreditation Administration Committee. Rules for the Inspection of Packaging for Export Dangerous Goods - Part 1. General Specifications 1 Scope This Part of SN/T 0370 specifies the classes, codes, markings and requirements of export packaging of dangerous goods. This Part is applicable to export packaging of dangerous goods with holding capacity not exceeding 450L and net weight not exceeding 400KG. This Part is not applicable to packaging of gas sprayer, gas container, radioactive material, and infectious substance with maximum working pressure greater than or equal to 100kPa, inner diameter greater than 0.15m, and volume greater than or equal to 0.025m3. 2 Normative references The articles contained in the following documents have become part of this Part of SN/T 0370 when they are quoted herein. For the dated documents so quoted, all the modifications (excluding corrections) or revisions made thereafter shall not be applicable to this Part. Use appraisal Recommendations on Transportation of Dangerous Goods - Model Regulations (United Nation, Edition 15) storage, transport, and unloading. 3.15 Over pack In order to be convenient for loading, unloading and storage during transportation, one or more packages are packed together to form a packing of a single unit. 3.16 Salvage packaging It is a kind of special packaging-container used for recycling or handling dangerous goods package with damage, defect, and leakage or not in compliance with provisions, or overflowed or leaked dangerous goods. 3.17 Closure It is a kind of device used for sealing the opening of receptacle. 3.18 Sift proof packaging It is a kind of packaging-container to prevent dry substances from outward leakage, including fine solids caused in transportation. 3.19 Securely closed It is a kind of sealing which can prevent dry substances from leaking in normal handling. It is the minimum requirement to any sealing. 3.20 Water-tight It is also called effective sealing, which refers to liquid-tight sealing. 3.21 Hermetically sealed It refers to steam-tight sealing. 3.22 UN number It refers to 4 Arabic numbers worked out by Committee of Experts on the Transport of Dangerous Goods in the United Nations, so as to identify a substance or a kind of particular substance. 3.23 Recycled plastics It refers to the plastic materials that are recycled from used industrial containers and b) Division 2.2. non-flammable and non-toxic gases; c) Division 2.3. toxic gases. 4.1.4 Class 3. flammable liquid 4.1.5 Class 4. flammable solid. substances prone to spontaneous combustion; substances emitting flammable gases when encountering water; a) Division 4.1. flammable solid, self-reactive substances and solid insensitive explosives; b) Division 4.2. substances prone to spontaneous combustion; c) Division 4.3. substances emitting flammable gases when encountering water. 4.1.6 Class 5. oxidizing substances and organic peroxides a) Division 5.1. oxidizing substances; b) Division 5.2. organic peroxides. 4.1.7 Class 6. toxic and infectious substances a) Division 6.1. toxic substances; b) Division 6.2. infectious substances. 4.1.8 Class 7. infectious substances 4.1.9 Class 8. corrosive substances 4.1.10 Class 9. Miscellaneous dangerous substances and articles 4.2 Package class of dangerous goods It refers to various kinds of other goods, except for self-reactive substances in Division 5.2 of Class 1, Class 2, Class 7, Class 5, Division 6.2 of Class 6, and Division 4.1 of Class 4. According to their dangerous degrees, it is divided into three package classes. a) Class I package - substances showing high danger; b) Class II package - substances showing medium danger; c) Class III package - substances showing mild danger. 5 Coding and marking 5.1 Coding of container type 5.1.1 The coding includes. a) An Arabic number, indicating container type, such as drum, jerrican etc. b) A capital Latin alphabet, indicating properties of materials, such as steel, wood etc. c) An Arabic number, indicating the category of container within its type. 5.1.2 If it is a kind of composite packaging, then two capital Latin alphabets are written in the 2nd position of the code successively. The 1st letter refers to material of inner receptacle, and the 2nd letter refers to material of outer packaging-container. 5.1.3 If it is a kind of combination packaging, then only code of outer packaging-container is used. 5.1.4 At the end of packaging-container code, the letter “T”, “V” or “W” can be added. The letter “T” indicates compliance with the salvage packaging-container required in the “Recommendations on the Transport of Dangerous Goods - Model Regulations” (hereafter referred to as Model Regulations); the letter “V” indicates compliance with the special packaging-container required in the Model Regulations; the letter “W” indicates that although packaging-container type and coding type are the same, its manufacturing specification is different from the specification in the Annex A, however, they are deemed as equivalent according to the Model Regulations. 5.1.5 For packaging-container for air shipping, the capital Latin alphabets “IP” refer to inner package; following that, the Arabic number indicates type of the inner package. 5.1.6 The following numbers refer to packaging-container types. 1 - Drum; 2 - Not available at the moment; 3 – Jerrican; 4 – Box; 5 – Bag; a) UN... ......
