Specification of LED panels for stadium and
gymnasium
1 Scope
This specification stipulates the definition, classification and grading, technical
requirements, test methods, inspection rules, marking, packaging,
transportation, storage requirements of LED panels for stadium and gymnasium.
This specification applies to the design, manufacturing, quality inspection,
installation, acceptance of LED panels for stadium and gymnasium (hereinafter
abbreviated panel).
This specification does not include panels for guiding directions OR the panels
in the timing and scoring system, in the stadium and gymnasium.
2 Normative references
The provisions in following documents become the provisions of this Standard
through reference in this Standard. For the dated references, the subsequent
amendments (excluding corrections) or revisions do not apply to this Standard;
however, parties who reach an agreement based on this Standard are
encouraged to study if the latest versions of these documents are applicable.
For undated references, the latest edition of the referenced document applies.

5.2 Functional characteristics of panel
5.2.1 Graphic & text panels
It has the display function of letters, numbers, text, charts, graphics. Each
primary color shall have a grayscale processing capability, which is greater than
level 16 (color level equal to 4 bits). The animation display is consistent with the
display of the corresponding area, on the main computer monitor.
5.2.2 Video panel
In addition to the functional characteristics of the graphic & text panel, each
primary color shall have grayscale processing capabilities of level 256 (color
scale equal to 8 bits). It has the animation display function and video signal
playback function.
5.2.3 Display control
The panel shall be able to display the rolling timing, backward timing, pause
timing of the game, in a real time manner; perform rolling display and page
turning to display the running results of the game; automatically and manually
switch the displayed text content; make the characters flash one by one, clear
screen (black screen). The letters, digital, text display is stable, clear; it has no
crosstalk, glare, sawtooth; the display color is uniform.
For the panel with graphic & text display function and video display function, it
shall be able to adjust the panel's brightness, color, contrast, grayscale,
horizontal and vertical position of the image, working method, text, chart and
graph, animation; the live broadcast images shall be able to switch between
each other automatically or manually.
5.2.4 Characters displayed on the flat panel
For the flat panels of swimming venues used for international competitions, they
must meet the requirements of the competition rules of the International
Swimming Federation.
For the flat panels, which are used in other stadiums and gymnasiums, AND
the panels of other installation structures, the display content, display column
requirements of GB/T 6107-2000 and GB/T 3453-1994.
5.6.3 Communication between the data conversion part and the host
computer
For the panel, which uses the host computer, it shall use a physical transmission
medium, that meets its functional requirements and communication protocol
requirements, to transmit the 256-level above grayscale video signal to the unit
plate of the panel, for display.
For the panel, which uses an embedded processor, its serial binary data
communication shall meet the requirements of GB/T 6107-2000 or RS-485
interface standard.
5.6.4 Requirements for structural installation
The panel body shall use a supporting structure, that guarantees its structural
strength, balance, stability, resistance to earthquake. Behind the panel, there
shall be enough space, to facilitate the heat dissipation, installation, use,
maintenance of the panel.
The stadium panel shall be placed in a direct lightning protection zone (LPZ OB),
which is protected by an external lightning protection system. The grounding
device of lightning protection system shall be reliably grounded. For stadium
panels, which are used in areas prone to thunderstorms, it shall take measures,
to prevent nearby lightning discharges from causing lightning induction
(electrostatic induction and electromagnetic induction) on the panel. It shall be
designed and installed according to the requirements of GB/T 19271.1-2003.
For the comprehensive gymnasiums, natatoriums, diving halls, other individual
sports gymnasiums with independent architectural structures, sports center in
gym-style buildings, the panels shall be placed in the first shielded protection
zone (LPZ1), in the stadium and the sports center, where it is not susceptible to
direct lightning strikes. They are connected to the common grounding system
of the gymnasium and the sports center, through the equipotential bonding
conductor (or connecting strip). They shall be designed and installed in
accordance with the requirements of GB 50343-2004 and GB 50169-1992.

table, the playing field, the team seat, or the location where everyone involved
in the game can see clearly, according to the actual conditions of the stadium,
the type, structure, performance, maximum viewing distance, character height,

5.10 Environmental adaptability
The environmental adaptability of the panels for stadium and gymnasium shall
meet the requirements of 5.9 in SJ/T 11141-2003.
5.11 Electromagnetic compatibility
When the stadium and gymnasium have a variety of electronic equipment, the
supplier and the buyer can agree on the electromagnetic compatibility of the
panel, according to the contract. The electromagnetic emission of the panel
shall meet the requirements of GB/T 19954.1-2005; the immunity shall meet the
requirements of GB/T 19954.2-2005.
5.12 Resistance to wind pressure
The panel for stadium shall have a certain resistance to wind pressure. It shall
meet the design requirements of GB 50009-2001. After being subjected to the
wind pressure, which is generated by the wind speed of 40 m/s, it does not
affect the use performance of the panel; the permanent geometric deformation
of the panel, which is caused by wind pressure, is not more than 3 mm.
5.13 Anti-corrosion
Anti-corrosion measures shall be taken for panels, which are used in swimming
pools and diving halls. For the panel for stadium and gymnasium, in the hot and
humid climate area, where there is severe heat, salt fog and mold growth, AND
in the environment where the environmental parameters of atmospheric active
substances seriously exceed the standard, the supplier and the buyer may
agree upon the type of protection, anti-corrosion requirements and measures,
inspection criteria, test methods, according to GB/T 19607-2004 and the actual
situation.

6.2.1.3 Display control

which shall meet the requirements of 5.2.3.

6.2.1.4 Characters displayed on flat panel
Operate the computer to run the panel, to make the whole screen of the graphic
& text area display the characters, meanwhile make each character flashes one
by one; make the whole screen displays Chinese characters; make the first
column displays characters, whilst all the other columns display Chinese
characters; display the display column for individual sports game. Use the
visual inspection method; the results shall meet the corresponding
requirements in 5.2.4.
6.2.1.5 Maximum viewing distance and character height
Calculate the character height, according to the pixel center distance of the
tested panel for stadium and gymnasium. Calculate the maximum viewing
distance approximately, according to formula (1), which shall meet the
requirements of 5.2.5.
According to the competition rules of the International Swimming Federation,
for the panels which are used for swimming halls, diving halls or swimming
diving halls, used in the competition, the character height shall be converted
from the pixel center distance, which shall meet the requirements of the
competition rules.

6.2.4.3.2 Degree of protection of shell
Visually inspect the waterproof sealing layer of the stadium panel, which shall
meet the requirements of 5.5.3.2. When testing according to the method
specified in GB 4208-1993, the panel is fixed according to the working position.
When carrying out the spray test of the surface of IPX3 and IPX4 panels, the
tester shall hold the hand-held sprinkler, to spray water on the screen surface,
within ± 60° of the central axis, at a distance of 300 mm ~ 500 mm from the
panel surface. Adjust the water pressure's range (50 kPa ~ 150 kPa), so that
the total water flow rate reaches 7 L/min. When carrying out the spray test on
the IPX5 and IPX6 stadium panels, the tester shall use a hose nozzle, to
perpendicularly spray water on the screen surface, at a distance of 2.5 m ~ 3
m from the panel surface. For the IPX5 panel, use a nozzle, which has a
diameter of 6.3 mm, to make the total water flow rate reach (12.5 ± 0.625) L/min.
For the IPX6 panel, use a nozzle, which has a diameter of 12.5 mm, to make
the total water flow rate reach (100 ± 5) L/min. The duration of each test is
calculated, according to the effective display area of the panel, 1 min per square
meter, at least 3 min spray. After the test, visually inspect the inside of the panel,
which shall meet the requirements of 5.5.3.2.
For stadium panels that require F ≥ IP 54, the dustproof and waterproof closed-
unit box of the display module group is used as the second type of type, to carry
out the dustproof test and waterproof test, according to Article 12 and Article 13
of GB 4208-1993. After the test, visually inspect the inside of the closed-unit
box, wherein the amount of talc powder deposition and water accumulation
shall meet the requirements of 5.5.3.2.
6.2.5 Hardware environment of panels
Check the host computer of control part of the panel, the communication
interface, the support structure of the panel body, the lightning protection
measures and installation, the installation position of the panel, item by item,
according to the functional requirements, which shall meet the requirements of
5.6.
6.2.6 Software environment of panels
According to the functional requirements, check the basic operating system
software and its platform functions as running referee operating system
software, LED multimedia editing studio software, which shall meet the
requirements of 5.7.
6.2.7 Safety requirements
Check the grounding, safety marks, leakage current to the ground, electric
strength, temperature rise of the panel, according to the method specified in 6.4
test type, which is specified in Chapter 4 of GB/T 11463, AND the fixed-time
fixed-quantity truncation test program 1-2, which is specified in the test program,
to carry out the reliability test, according to the requirements of 5.14.
7.2.4 Judgement criteria for qualification
In the respective inspections of 7.2.3.1, 7.2.3.2, 7.2.3.3, it is not allowed for
critical failures; however, it is allowed to have two non-critical failures, otherwise
it is judged as unqualified. For the inspections of 7.2.3.1, 7.2.3.2, 7.2.3.3, if non-
critical failure occurs, it may continue the inspection, from the disqualified item,
after repair. It is allowed to make reinspection twice. If there is still unqualified
item, it shall double the samples from the same batch of products, to carry out
inspection for the unqualified items. If it is still unqualified, the identification
inspection is judged as unqualified.
The judgment of inspection qualification in 7.2.3.4 is made, in accordance with
the Failure and judgement criteria of failure in Chapter 7, as well as the
Acceptance and rejection judgement in Chapter 8 of GB/T 11463.
7.3 Quality consistency inspection
7.3.1 Inspection grouping
Quality consistency inspection is divided into group A inspection, group C
inspection, group D inspection, group F inspection (see Table 17). Each group
of inspections is carried out by the quality inspection department of the panel
manufacturer, OR is entrusted to a qualified product quality supervision and
inspection agency to conduct, during which the ordering party can send
representatives to participate.
7.3.2 Group A inspection
7.3.2.1 Inspection attributes
Group A inspection is a batch-by-batch inspection, which is a non-destructive
test, performed on all the panels produced OR all samples in an inspection
batch.
7.3.2.2 Inspection items
The items and order of group A inspection shall be in accordance with Table 17.
7.3.2.3 Sampling plan
The finished panels must be 100% inspected.
7.3.2.4 Judgment of qualification
Group D inspection includes electromagnetic compatibility test, wind pressure
resistance test of stadium panel, salt spray test according to the contract.
7.3.4.2 Inspection cycle
Same as group C inspection.
7.3.4.3 Sampling plan
Randomly select two panels from the batches, that have passed the group A
inspection, as samples, to conduct electromagnetic compatibility test, according
to 5.11. Randomly select two panels, from the stadium panels, that have passed
the group A inspection, as samples, to conduct the wind pressure resistance
test of the stadium panel, according to the requirements of 5.12. Randomly
select three display module groups of the closed-unit box structure, from the
panels, that have passed the group A inspection AND to be subject to the salt
spray test according to the contract, as the samples, to conduct the salt spray
test, according to the requirements of 5.13.
7.3.4.4 Qualification judgment
Same as group C inspection.
7.3.5 Group F inspection
7.3.5.1 Inspection attributes
Group F inspection is a reliability life test. According to the provisions of 7.3.4
in SJ/T 11141-2003, it is recommended to adopt the sequential test program 2-
3, which is specified in the reliability test type and test plan in Chapter 4 of GB/T
11463, to carry out the reliability test, according to the requirements of 5.14.
7.3.5.2 Qualification judgment
According to GB/T 11463 Chapter 7 Failure and judgement criteria of failure,
Chapter 8 Acceptance and rejection judgments, for the panel which fails the
reliability test, it is not allowed to be exit-factory. Meanwhile, it shall reinspect
all work-in-progress and finished products. After finding the cause of the
problem, perform the reliability test again.
8 Markings, packaging, transportation, storage
The marking, packaging, transportation, storage of the panels shall meet the
requirements of SJ/T 10463.
