Emergency shutoff valve of road tanker for dangerous liquid goods transportation 1 Scope This Standard stipulates the terms and definitions, requirements, test methods, inspection rules and markings of the emergency shutoff valve of road tanker for dangerous liquid goods transportation. This Standard is applicable to the transportation of liquid petroleum products and other dangerous liquids which comply with the Class III dangerous liquid in GB 6944 “Classification and Code of Dangerous Goods”, including petroleum whose steam pressure is not higher than 110kPa at 50 °C, but excluding the emergency shutoff valve of road tanker for liquid desensitized explosives, poisons and corrosives. 2 Normative References The articles contained in the following documents have become part of this Standard when they are quoted herein. For the dated documents so quoted, all the modifications (Including all corrections) or revisions made thereafter shall be applicable to this Standard. Sampling schemes indexed by acceptance quality limit (AQL) for lot-by-lot inspection GB/T 4356 Stainless steel wire rods GB/T 5218 Alloy spring steel wires GB/T 13927-2008 Industrial valves - Pressure testing GB/T 15114 Aluminum alloy die castings GB/T 15115 Die casting aluminum alloys JB/T 9092-1999 Valve inspection and testing the experiment pressure is maintained continuously for at least 10min, the valve body of the non-pressure-balance bottom valve shall be in good state. 4.12 Sealing performance of the valve body Within the designed temperature range, the valve body of the bottom valves (including the operating mechanisms) shall not leak under the specified pressure state for 60s. 4.13 Sealing performance of the valve seats Within the designed temperature range, under the specified pressure state, after pressurized for 60s - valve clacks, valve seats and surfaces of valve body, etc. shall not have any apparent and visible leakage. The leaking volume shall comply with the requirements in “All Resiliently Sealed Deputy Valve” in Table 4 of JB/T 9092-1999. 4.14 Operability After the assembly is completed, bottom valve shall be able to turn-on and turn-off quickly through the on-off operating device; no blocking symptoms; and the closing time must not be longer than 2s. 4.15 Service life After 25,000 times of opening and closing actions without lubricating, bottom valve shall still have good operability and good sealing performance on the valve seats, and pass the sealing performance test on the valve seats. 4.16 Cracking safety 4.16.1 When the valve seat of the bottom valve (sealing mechanical part) is designed, it shall guarantee to be in the wrapping range of the independent barn of installed tank. 4.16.2 The bottom valve shall be designed as shear structure (shear grooving design). When it suddenly cracks and falls off under the accidental damages like the collision of external shell of the bottom valve, etc., the sealing mechanism in the wrapping range of the independent barn of the installed tank shall be in good state without damage. 4.16.3 The impact energy causing the cracking and falling off of the external shell of the bottom valve due to collision shall not be more than 1000J. 4.16.4 When the external shell of the bottom valve cracks and falls off caused by external force, its sealing mechanism and the installation connection of the bottom seat shall be in good state. The requirements for leaking volume are as follows. 5.7.1 In this test, at least 4 samples shall be taken from each type of products as sample-group for testing. 5.7.2 Testing device. a) The testing device has a small container of which the side is connected to the connecting-flange of the tested bottom valve, before the test is conducted. b) The typical device structure parts are shown in Annex D. c) The impact loading will be successively loaded to the four vertical-central-line-surfaces of the tank-body-installation-connecting-flange and the inspected bottom valve. The specific positions are shown as Annex E. d) The tested bottom valve shall be installed in the small container of the testing device, and the installation method shall be same as that of installing it in the independent barn of the tank body. During the installation, the screws and sealing gaskets used shall be consistent with the requirements of the instructions provided by the manufacturer. 5.7.3 Test procedures. a) Install the tested bottom valve (including the operating device) on the protruding edge of installation flange of the testing device; b) Operate the bottom valve to validate its opening/closing functions; c) Close the bottom valve and fully-fill the small container with water; d) Pressurize the small container to at-least 20kPa hydrostatic pressure, and maintain this pressure throughout the testing of the bottom valve; e) Let stand for 60s and observe it, so as to make sure the bottom valve is in good sealing state; f) Conduct the impact test according to the specified impact loading; g) 1 min after implementing the impact test; make sure that the remaining pressure inside the container is higher than atmospheric pressure.
