1 Scope
This document specifies the terms and definitions, evaluation requirements, evaluation
methods, calculation methods of green supply chain management in the automotive
industry.
This document is applicable to automobile manufacturers and parts manufacturers.
Other manufacturers can make reference to it.
2 Normative references
The contents of the following documents constitute the essential provisions of this
document through normative references in the text. Among them, for dated references,
only the version corresponding to the date applies to this document; for undated
references, the latest version (including all amendments) applies to this document.

3 Terms and definitions
The terms and definitions, as defined in GB/T 33635-2017, as well as the following
terms and definitions, apply to this document.
4 Evaluation requirements
4.1 Basic requirements
4.1.1 The manufacturer shall have no major safety, environmental protection, quality or
other accidents, in the past 3 years, AND make a self-declaration. It shall make
commitments to the environmental requirements of stakeholders; meet the relevant
commitment requirements at the same time. The commitments shall be available,
through public channels such as websites.
4.1.2 The pollutant discharge status of manufacturer shall comply with the national and
local pollutant discharge standards. The total pollutant discharge control shall meet the
national and local pollutant discharge total control indicators.
4.1.3 The manufacturer shall establish and operate the environmental management
system, energy management system, quality management system and, occupational
health and safety management system respectively, in accordance with GB/T 24001,
GB/T 23331, GB/T 19001/GB/T 18305, GB/T 28001.
4.1.4 The manufacturer shall establish a supplier management system, including but not
limited to the improvement of supplier green certification, selection, audit, performance
management, exit mechanism.
4.1.5 Manufacturers shall implement green supply chain management; formulate clear
work objectives, ideas, plans, measures.
4.2 Evaluation indicators
4.2.1 Management strategy
4.2.1.1 Management policy documents, such as corporate development strategy
planning and development concepts, shall include green development-related content.
4.2.1.2 Manufacturers shall formulate green supply chain management goals and
implementation plans for the past three years.
4.2.1.3 Manufacturers shall have green supply chain management system documents,
which shall at least include green supply chain management objectives and objects,
management processes, division of responsibilities of various departments, reward and
punishment measures, etc.
4.2.3 Green production
4.2.3.1 Automobile manufacturers shall have the corresponding process requirements
and standard system documents for green design, such as requiring research on
lightweight, easy disassembly and easy recycling, whole-vehicle modular design.
During the research and development stage, they shall have relevant standards for green
design products. The products shall meet the requirements of relevant policies and
regulations, in terms of energy saving and consumption reduction. Auto parts
manufacturers shall have the corresponding process requirements and standard system
documents for green design, such as requiring research on lightweight, easy
disassembly and easy recycling, modular design of components. It shall have green
product-related standards in the research and development stage. In terms of energy
saving and consumption reduction, control programs for energy saving and emission
reduction shall be formulated.
4.2.3.2 Manufacturers shall actively carry out intelligent manufacturing. It shall
actively participate in the construction of the intelligent manufacturing standard system
of the automobile industry OR participate in the drafting of intelligent manufacturing
standards in the automobile industry.
4.2.3.3 Hazardous substances in automobile products of automobile manufacturers
shall comply with the provisions of GB/T 30512. The air quality inside the vehicle shall
comply with the provisions of GB/T 27630. The use of lead, mercury, cadmium,
hexavalent chromium, polybrominated biphenyl, polyphenol biphenyl in the parts and
components of auto parts manufacturers shall comply with the provisions of GB/T
30512.
4.2.3.4 Automobile manufacturers shall meet the clean production evaluation
requirements and have clean production review and evaluation filing documents. The
auto parts manufacturers shall meet the clean production review evaluation and
acceptance requirements; have clean production review and evaluation filing
documents.
4.2.3.5 The design of automobile products shall consider the use of recycled raw
materials, as well as automobile products containing recycled raw materials.
4.2.3.6 Manufacturers shall have green logistics management documents; conduct
green logistics research; formulate low-carbon transportation plans, including but not
limited to intra-site material transportation and automotive products.
4.2.4 Green consumption and recycling
4.2.4.1 Possess the concept of green marketing; carry out green product promotion in
the automobile sales and service links; guide green consumption.
4.2.4.2 Manufacturers shall calculate the recycling ratio of packaging materials,
according to Appendix A; the recycling ratio of packaging materials should be greater
than or equal to 80%.
4.2.4.3 Automobile manufacturers shall build recycling outlets in the sales area, through
self-construction, entrustment or joint construction, to recycle their scrapped vehicles
and decommissioned power batteries. The automobile manufacturers shall calculate the
coverage of recycling outlets, in accordance with Appendix A. The auto parts
manufacturers shall provide support for the compilation of scrapped vehicle
dismantling instruction manuals for category M1 vehicle manufacturers; the power
battery manufacturers shall provide power battery code traceability and disassembly
information for new energy vehicle manufacturers.
4.2.4.4 Automobile manufacturers shall calculate the ratio -- of the number of scrapped
vehicles, which are recovered in the manufacturer's recycling system in the previous
year TO the manufacturer's deregistration; auto parts manufacturers shall calculate the
standard recovery rate of waste parts.
4.2.4.5 Automobile manufacturers shall prepare relevant manuals for the recycling and
dismantling of scrapped vehicles, in accordance with GB/T 33460. New energy vehicle
manufacturers shall prepare power battery dismantling instruction manuals, in
accordance with relevant specifications; provide recycling and dismantling manuals to
the recycling and dismantling enterprise, through third-party platforms in the industry.
The auto parts manufacturers shall provide car manufacturers or superior suppliers with
dismantling information, such as parts materials, weight, fastening methods,
dismantling methods, recycling channels.
4.2.4.6 Manufacturers shall carry out research on the remanufacturing of automobile
waste parts (including power batteries).
4.2.4.7 The actual recycling rate of the products, which are produced by the
manufacturer, should reach 85%; the actual recycling rate should reach 95%.
4.2.5 Construction of green information platform and information disclosure
4.2.5.1 Manufacturers shall establish a green data collection and analysis platform,
based on the supply chain, to support the environmental protection management and
monitoring of suppliers. Manufacturers shall rely on the platform, to complete the data
collection of automotive materials AND realize the control of hazardous substances in
the entire industry chain. Manufacturers should rely on the platform to complete the
collection of information, such as energy resource consumption and pollutant discharge.

4.2.5.2 Manufacturers shall disclose information on energy conservation and emission
reduction, specifically including but not limited to the use of toxic and hazardous
substances, energy resource utilization efficiency, pollutant emissions, carbon emission
reductions, product recycling rates.
4.2.5.3 Automobile manufacturers shall disclose information on scrapped vehicle
recycling service outlets and traction battery recycling service outlets. The auto parts
manufacturers shall assist automobile manufacturers to publish dismantling manuals
and other relevant information.
4.2.5.4 Manufacturers shall disclose information on the proportion of green suppliers,
measures to improve environmental performance jointly with suppliers,
implementation results of joint environmental performance improvement with suppliers.
4.2.5.5 The manufacturer shall issue a corporate social responsibility report, which shall
include content related to green development.
5 Evaluation methods
5.1 The manufacturer shall meet the requirements of 4.1. The manufacturer and
products shall be evaluated, in accordance with the provisions of Appendix B. The
calculation of evaluation indicators shall be in accordance with Appendix A.
5.2 Calculate the evaluation index of green supply chain management manufacturers in
the automotive industry, according to the method in Chapter 6.
6 Calculation method
The calculation method of evaluation index of the green supply chain management
manufacturer (IAGSCM), in the automotive industry, is as follows:
Evaluate and calculate scores, according to the index evaluation requirements in
Appendix B. The calculation results of IAGSCM retain one valid figure after the decimal
point.
