Inspecting rules for cosmetics
1 Scope
This standard specifies the terms and definitions, inspection classification,
group-batching rules and sampling schemes, sampling methods, judgment and
re-inspection rules, transfer rules, suspension and resumption of cosmetics
inspection.
This standard is applicable to the test for type approval, exit-factory inspection,
type test of various types of classic cosmetics (hereinafter referred to as
"products").
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) is applicable to this standard.
GB/T 2828.1-2012 Sampling procedures for inspection by attributes -Part 1:
Sampling schemes indexed by acceptance quality limit (AQL) for lot-by-lot
inspection

attributes

3 Terms and definitions
The terms and definitions as defined in GB/T 2828.1-2012 as well as the
following terms and definition apply to this document.
3.1
Reliability test
The general term for tests conducted to understand, analyze, improve and
evaluate the various performances of products in terms of design, materials
and processes, and to improve the integrity of products.
Note: The reliability test items are determined by the company according to the
colonies in the physical and chemical indicators hygienic indicators, as well
as other hygienic indicators other than mold and yeast.

The single piece product, in the basic unit of bottle, piece, bag, box, etc.
3.8
Proper disposal
The selection process of removing individual product which fails to comply
with the packing appearance requirements from the entire batch of products,
under the premise of not damaging the sales package.
4 Inspection classification
4.1 Test for product approval
The product will be inspected after the completion of the design. If the product's
performance is safe and reliable, it does not need inspection anymore.
4.2 Factory test for release
4.2.1 It shall be inspected batch by batch by the inspection personal of the
manufacturing enterprise according to the requirements of product standards
before leaving factory. Those complying with standard are allowed to exit factory.
4.2.2 The factory test items for release are items of routine inspection.
4.3 Type test
4.3.1 The product of the same formula shall be subject to at least one type test
every 12 months. Type test shall also be carried out in one of the following
conditions:
a) When the raw materials, processes, formulas are subject to major
changes;
b) When it is first put into production or the production is restored after
suspension for more than 6 months;
c) When the production site changes;
d) When the competent authority proposes the type test requirements
5.2.3 The destructive inspection items such as non-smooth jetting adopt the
special inspection level S-3 in GB/T 2828.1-2012 and the one-time sampling
scheme which has an acceptance quality limit (AQL) of disqualified percentage
of 2.5. In order to reduce the sample size and inspection cost, it may also use
the sampling scheme in GB/T 8051 as an alternative. However, the sampling
scheme in GB/T 2828.1-2012 is the arbitration scheme.
6 Sampling method
6.1 For the samples for the inspection of sensory, physical and chemical
indicators, net content, hygiene indicators, it shall be the unit from the batch
which is sufficient for the use of inspection of various indicators and retention.
Meanwhile it shall be tagged indicating the production date and warranty period
or the product batch number and limited date of use, sampling date, sampling
personal.
6.2 The samples for packaging appearance inspection shall the unit taken by
the method which is representative of the batch quality. When the inspection
batch is composed of several layers, it shall use the layered method to take the
unit; put the intact unit after inspection back to the original batch.
6.3 During the type test, it may randomly take 2 ~ 4 pcs of units from any batch
of products for the items of non-routine inspection, inspect them according to
the methods as specified in the product standard.
6.4 During the type test, the item of routine inspection shall, based on the results
of factory inspection for release, perform the type test for the retained sample.
It does not take sample repeatedly.
7 Judgment and reinspection rules
