Foreword

This Standard was drafted as per the rules specified in GB/T 1.1-2009. This Standard revised QB 2654-2004 Hand Cleaner. Compared with QB 2654-2004, this Standard has the major changes as follows. --- Modify the standard nature from the mandatory to the recommended; --- Modify the basis of the raw material requirements; --- Modify the item names and index requirements total active substances; --- Modify the basis of test methods for mercury, lead, arsenic and various microorganism; --- Modify the basis for inspection rules, marking and packaging requirements; --- Modify the product shelf life; --- Add types and corresponding indicators of hand cleaner products; --- Add the index requirements for pseudomonas aeruginosa, staphylococcus aureus, mold and yeast; --- Cancel the index requirements for methanol and formaldehyde. This Standard was proposed by China Light Industry Council. This Standard shall be under the jurisdiction of National Standardization Center for Surfactants and Detergents. 1 Scope

This Standard specifies the product classification and labelling, requirements, test methods, inspection rules, marking, packaging, transportation, storage and shelf life of hand cleaner. This Standard is applicable to cleaning products which are mainly formulated by surfactants and conditioning agents and have the function of cleaning skin. This Standard is not applicable to non-washable products.

3 Product Classification and Labelling

3.1 Product classification The hand cleaner product may be divided into ordinary type and concentrated type. 3.2 Product labelling

4 Requirements

4.1 Basic requirements The safety of hand cleaner products shall comply with the relevant regulations for Class B products stipulated in GB/T 26396-2011. 4.3 Net content It shall meet the requirements of “Measures for the Supervision and Administration of Measurement of Quantitative Packaging Commodities” -- State Administration of Quality Supervision, Inspection and Quarantine – [2005] Order No.75.

5 Test Methods

Unless otherwise specified, during the analysis, only the reagents that are confirmed to be analytically-pure and distillation water or deionized water or water with equivalent purity may be used. 5.1 Appearance Take no-less-than 200mL of specimen; place it into the dry, clean colorless wide-mouth glass bottle with stopper; observe it under the indirect-light. 5.4 Total effective substance Generally, it shall be tested according to the Method A specified in Clause 7 of GB/T 13173-2008. 5.5 pH It shall be tested according to the method specified in No.1 WJDF [2007] Hygienic Specifications for Cosmetics (2007 Edition) The test temperature is 25°C. It is prepared with freshly boiled and cooled distilled water. The mass concentration of the test solution is 10%. It is measured after mixing.

6 Inspection Rules

It shall be implemented as per the provisions of QB/T 2951. The exit-factory inspection items include the sensory indicators, stability in physical and chemical indicators, pH, microbiological indicators specified in Table 2, and 4.3.

7 Marking, Packaging, Transportation and Storage

7.1 Marking and packaging It shall be implemented according to the provisions of QB/T 2952. When the formulation uses the surfactant that is insoluble to ethanol, or the chloroform extraction method is required to determine the total effective substance, it shall be indicated in the sales package. 7.3 Storage The product shall be stored in a ventilated, dry place, free from direct sunlight and rain; and shall not be stored in a high temperature or frozen environment. Necessary protective measures shall be taken for stacking; and stacking height shall be appropriate to avoid damage to large package.

8 Shelf Life

Under the transportation and storage conditions that are stipulated, in the case where the packaging is complete and unopened, the product shelf life is implemented according to the actual marking method on the sales package.
