Rules of Metrological Testing for Net Quantity of
Products in Prepackages with Fixed Content
Introduction
In order to regulate the metrology testing for net quantity of products in prepackages with
fixed content, the Rules of Metrological Testing for Net Quantity of Products in Prepackages
with Fixed Content (hereinafter referred to as “this Rules”) is formulated according to the
requirements of Order No. 75 of State Administration for Quality Supervision and
Inspection and Quarantine – Administrative Measures of Metrological Supervision for
Products in Prepackages with Fixed Content, OIML R87 – Quantity of Prepackaged
Products (2004 version), OIML R79 – Tag Details for Products in Prepackages with Fixed
Content (1997 version) and relevant national standards.
This Rules is a revision to JJF1070-2000 Rules of Metrological Testing for Net Quantity of
Products in Prepackages with Fixed Content. This Rules replaces JJF1070-2000.
Compared with the JJF1070-2000, this Rules has the following significant changes in
technical content.
— Adjusted metrological requirements for net quantity of products in prepackages with
fixed content and criteria for inspection lot conformity assessment;
— Improved requirements for uncertainty of metrological testing on products in
prepackages with fixed content;
— Added statistical and control criteria for metrological testing on net quantity of the
products in prepackages with fixed content;
— Added content of testing and assessment on nominal quantity of the products in
prepackages with fixed content;
— Added metrological testing method of using the area and counting to mark products
in prepackages with fixed content;
— Added original record format for sampling list and test, and modified the testing
report format.
This Rules is the revision of JJF1070-2000 in accordance with OIML R87 – Quantity of
Prepackaged Products (2004 version). It is equivalent to OIML in technical content, and
adds the supplementary regulations that are not in OIML on metrological requirements and
testing methods of net quantity for products in packages with fixed content in a batch of
less than 100 pieces.
1 Scope
This Rules specifies the requirements and procedures for sampling, testing, evaluation and
other activities in metrological testing on net quantity of products in prepackages with fixed
content.
This Rules applies to metrological supervision test and arbitration test on net quantity of
products in prepackages with fixed content. It can be used as reference for the entrusting
test. Organizations who produce and sell products in prepackages with fixed content can
also conduct test in accordance with this Rules.
The products in prepackages with fixed content to be tested shall be the products which
have passed self-testing performed by the producers, or the products imported or
distributed by the sellers.

3 Terms and symbols
3.1 Terms
3.1.1 Prepackaged products
The products prepackaged with packing material or packaging container before sales with
quantity value (or quantity) predetermined.
3.1.2 Products in prepackages with fixed content
3.1.10 Batch
Quantity of unit-product contained in inspection lot.
3.1.11 Sample unit
The unit-product sampled from the inspection lot for testing.
3.1.12 Sample
The entire of sample units.
3.1.13 Sample size
The number of units in sample that can provide information to check whether the inspection
lot from which it is sampled is qualified.
3.1.14 Deviation
The difference between the actual quantity of sample unit and its nominal quantity.
