1 Scope of application
This standard specifies the technical requirements for the collection, storage and transportation of hazardous waste.
This standard applies to the collection, storage and transportation of hazardous wastes from hazardous waste generating units and business units.

3 Terms and definitions
The meanings of terms such as hazardous waste, collection, storage and disposal as defined in the Measures for the Administration of Hazardous Waste Management Licenses

3.1 Transportation transportation
Refers to the process of transferring hazardous waste through waterways, railways or roads using dedicated vehicles.
4 General requirements for collection, storage and transportation of hazardous waste
4.1 Units engaged in the collection, storage and transportation of hazardous wastes shall have a hazardous waste business license. In collecting,

4.5 In the event of accidents during the collection, storage and transportation of hazardous waste, the collection, storage and transportation units and relevant departments

4.6 Hazardous waste should be collected, stored and transported in accordance with the hazardous properties such as corrosiveness, toxicity, flammability, reactivity and infectivity.

5 Collection of hazardous waste
5.1 The collection of hazardous waste by hazardous waste generating units includes two aspects. One is that the hazardous waste generating node will be dangerous.
The concentration of waste in appropriate packaging containers or on transport vehicles; the second is the danger of being packaged or loaded onto transport vehicles
The waste is concentrated in the internal transport of temporary storage facilities inside the hazardous waste generating unit.
5.2 The collection of hazardous waste should be based on the process characteristics of the hazardous waste, the discharge cycle, the characteristics of the hazardous waste, and waste management.
Plan and other factors to develop a collection plan. The collection plan should include an overview of the collection tasks, collection objectives and principles, and hazardous waste characteristics.

5.3 Collection of hazardous wastes shall have detailed operational procedures, including at least the scope of application, operational procedures and methods,

5.4 Hazardous waste collection and transfer operations personnel should be equipped with the necessary personal protective equipment, such as gloves and protection, according to the needs of the work.

5.6 Hazardous waste should be collected according to the type, quantity, hazardous characteristics, physical form and transportation requirements of the hazardous waste.

(1) The packaging material should be compatible with hazardous waste, and steel, aluminum, plastic and other materials can be selected according to the characteristics of the waste.
(2) Wastes of similar nature may be collected in the same container, and hazardous wastes of incompatible nature shall not be mixed and packaged.
(3) The packaging of hazardous wastes should be able to effectively cut off the migration and diffusion of hazardous wastes and meet the requirements for seepage prevention and leakage prevention.
(4) The packaged hazardous waste should be set with the corresponding label, and the label information should be completed and accurate.
(5) If the packaging bag or packaging container containing hazardous waste is damaged, it shall be managed and disposed of according to hazardous waste.
(6) Hazardous waste should also be transported and packaged according to the relevant requirements of GB 12463.
5.6 In addition to the implementation of this standard, the collection of PCB-containing wastes should also comply with the pollution control requirements of GB 13015.
5.7 The collection of hazardous waste should meet the following requirements.
(1) The corresponding work area should be determined according to the actual conditions of the collection equipment, the transfer vehicle and the on-site personnel, and at the same time
Set job limit signs and warning signs.
(2) Hazardous waste collection special passages and personnel safe passages shall be set up in the work area.
(3) Collect the necessary collection tools and packaging materials, as well as the necessary emergency monitoring equipment and emergency equipment.
(4) Hazardous waste collection should be completed in accordance with Appendix A of this standard, and the record form should be regarded as important for hazardous waste management.

(5) After the collection, the collection area should be cleaned and restored to ensure that the work area is clean and safe.
(6) When containers, equipment, facilities, places and other items that have been collected for hazardous waste are used for other purposes, pollution should be eliminated.

5.8 Internal transport operations of hazardous wastes shall meet the following requirements.
(1) Internal transportation of hazardous wastes should consider the actual situation of the plant area to determine the transshipment route, and try to avoid the office area and students.

(2) Special tools should be used for the internal transshipment of hazardous wastes. The internal transport of hazardous wastes should refer to Appendix B of this standard.

(3) After the internal transfer of hazardous waste is completed, the transshipment route should be inspected and cleaned to ensure that no hazardous waste is lost.

5.9 When collecting hazardous wastes that do not have transport packaging conditions, and the hazardous characteristics will not pose a serious risk to the environment and operators

6 Storage of hazardous waste
6.1 Hazardous waste storage can be divided into internal storage, transit storage and centralized storage. Corresponding storage facilities

7 Transportation of hazardous waste
7.1 The transportation of hazardous wastes shall be organized and implemented by the units holding the hazardous waste business licenses in accordance with the business scope of their licenses.
The unit that undertakes the transportation of hazardous wastes shall obtain the qualification for the transportation of dangerous goods issued by the transportation department.
7.2 Road transportation of hazardous wastes shall be in accordance with the “Regulations on the Administration of Transportation of Dangerous Goods by Road” (Department of Traffic [2005] No. 9),
