1 Introduction
To implement the "Environmental Protection Law of the People's Republic of China" "Environmental Impact Assessment Law of the People's Republic of China" and "Construction Project Ring
Environmental protection management regulations "to guide the construction project environmental impact assessment work, the development of construction projects environmental impact assessment technical guidelines.
This standard is the revision of the Technical Guideline for Environmental Impact Assessment (HJ 2.1-2011). The main amendments are as follows.
- Standard name changed to "Technical Guidelines for Environmental Impact Assessment of Construction Projects";
- separation of public participation and environmental impact assessment documents in environmental impact assessment procedures;
- simplifies the construction project and resource energy utilization policy, the national industrial policy and resource utilization rationality analysis

- simplifies the clean production and recycling economy, the total amount of pollutants related to the evaluation requirements;
- the removal of the social environment of the status quo investigation and evaluation of relevant content;
