1 Scope
This Document specifies the structure, performance, electrical safety, mechanical safety,
components, environmental adaptability, inspection rules and marking, instructions, packaging,
transportation and storage requirements of electric scooters; describes the corresponding test
methods; and defines the corresponding terms and definitions.
This Document applies to the design, manufacture and sales of electric scooters.
This Document does not apply to children's electric scooters and competitive/sports electric
scooters.
2 Normative References
The provisions in following documents become the essential provisions of this Document
through reference in this Document. For the dated documents, only the versions with the dates
indicated are applicable to this Document; for the undated documents, only the latest version
(including all the amendments) is applicable to this Document.

3 Terms and Definitions
For the purposes of this Document, the following terms and definitions apply.
3.1 Electric scooter
The vehicle that is composed of handlebars (crossbars, stems), wheels, pedals, etc., powered by
batteries, driven by DC motors, and can slide on the ground at low speed.
4 General Requirements
4.1 Electric scooters shall not be dangerous in normal use, under reasonably foreseeable misuse
and malfunctions. Dangers include but are not limited to the following situations.
4.2 The safety of lithium-ion batteries (hereinafter referred to as "batteries") shall comply with
the provisions of GB/T 40559; and the initial capacity, high temperature capacity, and low
temperature capacity of the batteries shall comply with the provisions of SJ/T 11685.Batteries
that have been used in cascades should not be used.
4.3 The safety of the charger shall comply with the provisions of GB 4706.18 and shall be
compatible with the battery system of the electric scooter;
4.4 The combustion classification of the circuit board and the non-metallic shell of battery shall
be no lower than the Level-V-1 in GB/T 5169.16.
5 Requirements
5.1 Structure
5.1.1 Sharp edges
During normal riding, handling and maintenance, there shall be no exposed sharp edges on the
rider's hands, legs and other parts of the body that may be touched.
5.1.4 Internal wiring
Internal wiring shall meet the following requirements.
5.2 Performance
5.2.1 General
The maximum speed and motor start of the electric scooter shall meet the requirements of 5.2.2
and 5.2.3, respectively; the braking performance shall meet the requirements of 5.2.4.1 and
shall also meet one of the requirements of 5.2.4.2 or 5.2.4.3.
5.2.4.2 Mean fully developed deceleration
When all braking systems are used, the mean fully developed deceleration shall be ≥3.4m/s2;
when only the mechanical braking system is used, the mean fully developed deceleration shall
be ≥2.5m/s2.
5.3 Electrical safety
5.3.1 Maximum output voltage
The maximum output voltage of the battery shall be less than or equal to 60V.
5.3.2 Short circuit protection
The charging circuit and battery output circuit of the electric scooter shall be equipped with
protective devices such as fuses.
5.3.5 Charging lock
During the battery charging process, the electric scooter's motor shall not run.
5.3.6 Braking power-off
The electric scooter shall have a braking power-off function. When the electric scooter is braked,
the motor input current shall be less than or equal to the current when it has no torque output
(standby current) within 3s.
5.3.7 Charging port protection
The charging port of the electric scooter shall have protection design functions against reverse
connection and electric shock.
5.4 Mechanical safety
5.5 Components
5.5.1 Folding locking device
The requirements for the folding locking device are as follows.
5.5.2 Telescopic mechanism
The telescopic mechanism shall meet the following requirements.
5.5.3 Pedal
The anti-slip area of the pedal of the electric scooter shall be no less than 150cm2.
5.5.4 Battery
The electric scooter shall be driven by the original battery. The original battery refers to the
battery that can be produced by other manufacturers with the authorization or permission of the
original manufacturer of the electric scooter.
6 Test Method
6.1 Structural inspection
6.1.1 Sharp edges
Use visual inspection and finger touch to check whether the rider's body can touch the electric
scooter.
6.1.3 Active clearance
Use a go gauge to measure the active clearance of the electric scooter.
6.1.4 Internal wiring
Use visual methods to check the internal wiring of the electric scooter.
6.2 Performance test
6.2.1 Performance test conditions
6.2.1.4 Test vehicle
The test vehicle is a fully assembled electric scooter; and the battery is fully charged according
to the method described by the manufacturer, The battery capacity during the test is no less than
90% of its rated capacity.
6.2.2 Maximum speed
The driver (6.2.1.3) drives the test vehicle to accelerate from rest, keeping the speed knob at
the maximum opening, so that the driving speed reaches the maximum speed and remains
unchanged; passes through the 5m test section; and records the speed value of the test section.
The test is repeated twice and the average value is taken.
6.2.4 Braking performance
6.2.4.1 Braking structure
The braking system of the test vehicle is visually inspected.
6.3.2 Short circuit protection
Check whether the battery charging circuit and battery output circuit of the test vehicle are
equipped with protective devices such as fuses according to the circuit diagram. Check the
charging circuit, battery output circuit, or circuit board, if necessary.
6.3.5 Charging lock
Use the adapter charger to charge the test vehicle battery when it is powered off. During the
battery charging process, turn on the power switch and check the operation of the motor of the
test vehicle.
6.3.6 Braking power off
Lift the driving wheel of the test vehicle off the ground; connect a DC ammeter in series to the
battery output terminal; turn on the power; and record the current value (standby current) when
there is no torque output on the driving wheel.
6.3.7 Charging port protection
Check whether the charging port of the test vehicle and the charger output interface are the only
connection methods; if not, try to reversely connect the charger to the charging port of the test
vehicle to check whether the reverse connection protection is effective.
6.4 Mechanical safety test
6.4.1 Pedal static strength
Apply 3 times the maximum load (G) specified by the manufacturer to the center of the pedal
through a support with a cross-sectional size of 150mm×150mm, as shown in Figure 2; and
maintain for 5 min.
6.4.2 Entire vehicle load drop
Apply and fix the maximum load (G) specified by the manufacturer on the pedal of the test
vehicle. Fix the rear wheel and raise the front wheel. When the front wheel is 200mm above
the test surface, drop it onto a concrete or similar hardness flat surface, as shown in Figure 3.
Repeat the drop for 3 times.
6.4.3 Pull-off force
The pull-off force test is carried out in the following manner.
6.4.4 Static load strength of handlebar
The handlebar strength test is carried out in the following manner.
7 Inspection Rules
7.1 General
The product shall be inspected and qualified by the quality inspection department of the
manufacturer and shall be shipped only after being accompanied by a certificate of conformity.
Product inspection is divided into exit-factory inspection and type inspection.
7.2 Exit-factory inspection
7.2.3 Batch quality
The quality level of the inspection batch is expressed as the percentage of disqualified products.
7.2.4 Others
When the inspection batch is used for delivery acceptance by both the supplier and the
purchaser, the requirements specified in 7.2 may be agreed upon in the contract.
7.3 Periodic inspection
7.4.2 Inspection samples and inspection sequence
Inspect according to all items in Clause 5.First, all the samples are inspected according to the
exit-factory inspection items. After passing the exit-factory inspection, they are inspected in
combination with the test groups, inspection items and inspection sequence specified in the
periodic inspection.
8 Marking, Packaging, Transportation and Storage
8.1 Marking
8.1.1 Product marking
The product marking of the electric scooter shall contain the necessary information to inform
the user and its specification parameters, at least the following information.
8.1.2 Safety warning signs
The electric scooter body shall have necessary safety warning signs to inform users of safe use.
If necessary, safety warning signs for preventive measures when using, operating and
maintaining electric scooters shall be provided. Safety warning signs include but are not limited
to.
8.1.3 Packaging mark
The outer packaging of the product shall have the following marks.
8.2 Packaging
8.2.1 Products shipped from the factory shall be accompanied by product certificates, packing
lists, and product description materials.
8.2.2 External cartons or other packaging boxes shall be tied firmly. In special cases, it can be
determined according to the requirements of the purchaser (contract).
