General Requirements for Traceability System
1 Scope
This Standard specifies the principles, requirements, procedures, composition
elements and implementation of the consumer product traceability system.
This Standard is applicable to the design and implementation of the traceability system
throughout the entire process and any stage of the supply chain in the consumer goods
sector.

3 Terms and Definitions
For the purpose of this Document, the following terms and definitions apply.
3.1 Consumer product
It mainly indicates but not limited to products designed and produced for personal use,
including product components, parts, accessories, instructions for use and packaging.

3.8 Supply chain
A network that designs, manufactures, imports, distributes and sells products.

Entities, groups and institutions with certain responsibilities, authorities, relationships
and specific goals.

4 Principle
4.1 Openness
Co-construction and sharing of the system, especially related data sharing; unify and
optimize the public services; and encourages the design and operation of the
traceability system to integrate with other systems.
4.2 Completeness
The system shall cover but not be limited to all links of the supply chain; the following
links such as use, scrap, recycling and the like links from raw materials to finished
products are included in the scope of traceability; focus on the authenticity of
traceability information at the source of production, the continuity of the information
chain of intermediate links, and the convenience of acquiring the traceability
information on the consumer side.
4.3 Dynamics
The traceability system may be dynamically adjusted according to the actual conditions
such as the risk level, financial resources and technical means of consumer product
hazards. See GB/T 22760 for the risk levels of consumer product hazards.
4.4 Uniqueness
Uniquely code and identify the basic information, location and other information of all
levels of traceable units of consumer products.
4.5 Economy
The traceability system shall fully consider the costs and benefits of system
construction; combine the characteristics of traceable products and traceability
events, time, place and responsible person that may affect consumer quality or safety
in internal business processes.
6.2.2 The design, production and processing of consumer products shall focus on the
hazards that affect the quality or safety of consumer product, see GB/T 39011.
6.2.3 The logistics and warehousing service provider shall determine the key records
that need to be recorded in the traceability process, including but not limited to raw
materials (parts, consumer goods), warehousing, sorting and picking, inspection, and
delivery; and check the consumer products traceability record information on the
previous level delivery and the next level acceptance.
6.2.4 Sales service provider shall make data records of buyers, products, transaction
information, logistics information, etc., so as to determine the flow of consumer
products. See GB/T 36061 for the traceability requirements of e-commerce transaction
products.
6.2.5 Consumers should pay attention to important content that affects the quality or
safety of consumer products during the use process; record and retain key information
when consumer quality safety incidents occur to prepare for the traceability
management of consumer products.
7 Composition Elements
7.1 The system and platform of the consumer product traceability system may be
composed of a traceability system, a traceability service platform and a traceability
management platform.
7.2 The consumer product traceability system may include the traceability system for
children's products; the traceability system for household appliances and electrical
accessories; the traceability system for electronic and information technology products;
the traceability system for transportation appliances and related products; the
traceability system for furniture and building decoration materials; the traceability
system for clothing, footwear and home textiles; the traceability system for daily
miscellaneous goods; the traceability system for cultural, educational and sporting
goods; the traceability system for daily chemical products and sanitary goods, etc. The
system may include several links such as product’s design, production, packaging,
storage and transportation, use, and recycling, etc. See GB/T 36431 for classification
of consumer products.
7.3 Traceability service platforms may include government service platforms, industry
and enterprise service platforms, public service platforms, etc.
7.4 Traceability management platform may include a national-level traceability
management platform, a provincial-level traceability management platform, a
