Security Technical Requirement for the
Electronic Identification of Motor Vehicles
1 Scope
This Standard specifies the general security requirement and life cycle security for the
electronic identification of motor vehicles.
This Standard is applicable to the design, production, testing and application for the
electronic identification of motor vehicles.
2 Normative References

3 Terms and Definitions
The following terms and definitions and those ones stipulated in GB/T 35789.1-2017
are applicable to this document.
3.1 Identity authentication
The process that confirms the electronic identification of motor vehicles or reads and
writes the equipment claimed identity.
3.2 Ciphertext
b) The chip producer shall establish the chip identifier management mechanism,
through which to ensure the uniqueness of the chip identifier;
c) The initial key shall be written before the electronic identification of motor vehicles
leaves the factory; the transmission of the initial key shall establish the secure channel.
The generating and updating modes of the initial key shall be agreed between the
national registration authority of motor vehicles and the chip producer.
5.2 Initialization
The national registration authority of motor vehicles shall write the key to electronic
identification of motor vehicles; the read/write password in the registration information
area of the motor vehicles; the read/write initial password in user areas.
5.3 Personalization
The vehicle administration department of the public security organ shall write the
registration information of motor vehicles in the registration information area of the
electronic identification of the motor vehicles; and record the chip identifier,
identification serial number, etc. into the national public security traffic management
information system.
5.4 Use
5.4.1 Initial installation
After the completion of the personalization and initial installation for the electronic
identification of motor vehicles, the vehicle administration department of the public
security organ shall use read/write device to verify the registration information of motor
vehicles stored in the electronic identification of motor vehicles.
5.4.2 Replacement
After the electronic identification of motor vehicles is damaged or lost, it shall be
replaced. Finish the personalization and authentication of the electronic identification
of motor vehicles according to the requirements in 5.3 and 5.4; and mark the electronic
identification of original motor vehicle invalid in the national public security traffic
management information system.
5.4.3 Information reading
Use the application industry competent department authorized read/write device, after
through the two-way identity authentication, to read the information in the designated
user area.
5.4.4 Industry application information writing
The application industry competent department shall write the updated password and
