This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard was proposed by the Ministry of Public Security of the People's
Republic of China.
This standard shall be under the jurisdiction of the National Security Alarm
System Standardization Technical Committee (SAC/TC 100).

1 Scope
This standard specifies the basic requirements, protective object and protection
requirements, system technical requirements and inspection, acceptance,
operation and maintenance requirements of the hospital security systems.
This standard applies to the security systems for the newly built, reconstructed
and expanded level II (including) above hospitals (including general hospitals,
Chinese medicine hospitals, Chinese and Western medicine combined
hospitals, national hospitals, specialized hospitals, rehabilitation hospitals,
maternal and child health care hospitals, etc.). The centers for disease control,
emergency center and other medical institutions may make reference to this
standard.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) are applicable to this Standard.

3 Terms and definitions
The terms and definitions as defined in GB 50348 apply to this document.
4 Basic requirements
4.1 The construction of the hospital security technology system shall be
included in the overall hospital construction planning, AND it shall be designed
comprehensively, implemented simultaneously, and accepted independently.
The construction procedure shall comply with the relevant provisions of GA/T
75.
4.2 The hospital security technology system design shall comply with the
relevant requirements of GB 50348; it shall follow the principles of combining
air defense, physical defense, technical defense AND fully consider the
characteristics of the hospital itself and the importance of the protection object,
to adopt the corresponding protection measures AND build security technology
system which is practical and reliable, mature in technology, and economically
reasonable.
4.3 The products and equipment used in the hospital security technology
system shall comply with the relevant provisions of current relevant national
standards, AND be inspected or certified by the statutory bodies.
4.4 The hospital shall have measures to keep the information in the security
technology system confidential.
4.5 The construction of safety technology systems for the business
establishments or establishments of other industries in the hospital shall comply
with the relevant provisions of the current relevant national standards.
5.3.17 The registration office shall be equipped with the video surveillance
devices.
5.3.18 The entrance and exit of the administrative office area shall be equipped
with the video surveillance device; AND it is preferable to install the access
control device.
5.3.19 The hospital elevator car inside, the elevator hall at each floor, and the
escalator area shall be equipped with the video surveillance device.
5.3.20 The morgue outside shall be equipped with the video surveillance device.
5.3.21 The motor vehicle parking garage (lot) shall be equipped with the parking
garage (lot) security management system, AND its entrances and exits shall be
equipped with the video surveillance device, in order to monitor the status of
vehicles; inside the parking garage (lot) shall be equipped with the electronic
patrol device.
5.3.22 It is preferable for the non-motor vehicle storage place to be equipped
with the video surveillance device.
5.3.23 The playback images for the indoor entrance and exit in the video
surveillance system shall be such as able to clearly identify the facial features
of the access personnel; the playback images for the indoor area shall be such
as able to identify the basic physical characteristics and activities of the
personnel in the monitoring area; the playback images for the outdoor public
areas shall be such as able to identify the activities of personnel in the
monitoring area; the playback images of the charge and medicine dispensary
window shall be such as able to clearly show the whole process of charging
and medicine collection, AND it shall not identify the operation password during
charging.
5.3.24 Camera installation shall take into account the impact of ambient light
on the surveillance image, AND it shall select the camera which is adapted to
the environmental illuminance requirements OR take corresponding measures.
5.3.25 The security technology facility configuration for the key parts of hospital
is as shown in Table A.1 of Appendix A.
5.3.26 The security technology facility configuration for the key public areas of
the hospital is as shown in Table A.2 of Appendix A.
6 System technical requirements
6.1 Intrusion alarm system
6.2.6 The networking interface between the hospital security technology video
surveillance system and the urban monitoring alarm network platform shall
comply with the relevant requirements of GB/T 28181.
6.2.7 The audio and video codec products as selected for the system shall
comply with the relevant requirements of GB/T 25724.
6.2.8 The other requirements of the video surveillance system shall comply with
the relevant provisions of GB 50395.
6.3 Access control system
6.3.1 The access control system shall comply with the relevant requirements
for evacuation at emergency evacuation. When the direction to the evacuation
channel is the protective surface, the system shall be interlocked with the fire
alarm system and other emergency evacuation system; when a fire occurs or
emergency evacuation is needed, the staff shall be able to pass through it
quickly and safely without using keys.
6.3.2 The access control system shall conduct authority management against
different access objects, in order to control the access of personnel to/from
relevant key parts and regions.
6.3.3 The access control system shall have the function of displaying, recording,
inquiring and printing of such information as time, location, and access
personnel, with the recording and storage time greater than or equal to 180 d.
6.3.4 The other requirements of the access control system shall comply with
the relevant provisions of GB 50396.
6.4 Electronic patrol system
6.4.1 Through the electronic patrol system, it shall be able to check and print
the in place time of the patrollers, AND it shall have the functions of displaying,
archiving, inquiring and printing the data such as the patrol time, place, person
