1 Scope
This document specifies the technical requirements, test methods and inspection rules
for AC power metering between electric vehicle AC charging spots and electric vehicles.
This document is applicable to the design, manufacture, acceptance and use of the
whole-spot electric energy metering of public AC chargers (hereinafter referred to as
"charging spot"). Other types of AC charging spots shall refer to this document for
implementation.

3 Terms and definitions
For the purposes of this document, the terms and definitions defined in GB/T 29317 as
well as the followings apply.

4.2.7.3 Charging display
4.2.7.3.1 Charging start display
The charging start display of the charging spot meets the following requirements.
a) The display content of the last charging end shall be automatically cleared before
the current charging operation.
b) If there are multiple billing methods to choose from, there shall be a clear interface
for users to choose before starting charging. If there is only one billing method
and rate, there shall be a clear interface to inform users of the billing method, rate
and rate period.
4.2.7.3.2 Charging process display
The charging process display of the charging spot shall meet the following requirements:
a) During charging, the current billing method, real-time charging energy, real-time
billable amount, and current time shall be displayed;
b) The current rate, current rate charging volume, current rate billable amount, and
current rate period shall be displayed;
c) If the spot body is displayed, the refresh time interval of the displayed data shall
not be greater than 1 s.
4.2.7.3.3 Charging end display
The charging end display of the charging spot meets the following requirements:
a) The end of charging shall be clearly displayed;
b) The amount charged this time, the amount billed this time, the start and end time
of this charging, each rate used for this charging, the amount charged at each rate,
the billable amount at each rate, and the additional amount shall be displayed.
4.2.8 Charging receipt function
The charging receipt function of the charging spot meets the following requirements:
a) After the charging settlement is completed, an electronic or paper charging receipt
shall be provided;
b) The receipt content shall not be less than: charging spot identification code,
charging service provider name, charging service provider contact information,
total charging energy of this charging, billable amount of this charging, start and
end time of this charging, each charging rate used for this charging, charging
amount of each rate, billable amount of each rate, and additional amount.
4.2.9 Consistency requirements
If the charging spot has multiple human-computer interaction methods, all information
related to metering and billing shall be consistent when charging is completed.
4.2.10 Software protection function
4.2.10.1 Preventing mis-operation
The charging spot shall have a software protection function that minimizes the
possibility of mis-operation.
4.2.10.2 Prevention of fraud
Charging spot metering and billing related software shall be protected from
unauthorized modification, loading or change by replacing the storage device. For
charging spots with loaded software or parameters, security measures shall be used to
protect them.
4.2.10.3 Parameter protection
The parameters used by charging spots to determine metering and billing characteristics
shall be protected from unauthorized modification. Authorized modifications are not
allowed during the charging process.
4.2.11 Other functions
During the charging process, if the charging spot cannot perform billing normally, the
current charging and metering and billing shall be stopped immediately. The current
metering and billing value is stored. After the above functions are restored, metering
and billing shall be restarted.
4.3 Whole spot requirements
4.3.1 Connection point location
The location of the charging spot connection point meets the following requirements:
a) When the charging spot connection point is at the charging spot connection point,
the location of the connection point shall comply with the requirements of 3.1.5.1,
3.1.5.2 and 3.1.5.5 in GB/T 18487.1-2023;
point within the minimum current and maximum current range indicated on the
nameplate for basic error test. Then set the charging spot input voltage to 120%Ub and
80%Ub respectively. Test the basic error of the charging spot at the same load point.
Calculate the error change before and after.
Check whether the test results comply with the requirements of 4.3.4.2.
5.4.4 Frequency change test
During the test, under the test reference conditions specified in Table 4, select any load
point within the minimum current and maximum current range indicated on the
nameplate for basic error test. Set the charging spot input frequency to 51 Hz and 49
Hz respectively. Test the basic error of the charging spot at the same load point.
Calculate the error change before and after.
Check whether the test results comply with the requirements of 4.3.4.2.
5.4.5 Voltage unbalance test
During the test, under the test reference conditions specified in Table 4, select any load
point within the minimum current and maximum current range indicated on the
nameplate for basic error testing. Set the three-phase imbalance of the charging spot
supply voltage to 5%. Test the basic error of the charging spot at the same load point.
Calculate the error change before and after.
Check whether the test results comply with the requirements of 4.3.4.2.
5.4.6 Electromagnetic compatibility test
During the test, under the test reference conditions specified in Table 4, select the 0.5
Imax load point to test the basic error. Then, according to the requirements of 7.2 in GB/T
18487.2-2017, carry out the external power frequency magnetic field, radio frequency
electromagnetic field radiation, radio frequency field induced conducted disturbance,
and fast transient pulse group test. During each test, test the basic error at the 0.5 Imax
load point. Calculate the error change before and after.
Check whether the test results comply with the requirements of 4.3.4.2.
5.5 Pulse constant test
During the test, under the test reference conditions specified in Table 4, record the
electric energy value displayed by the charging spot within a period of time and the
number of output pulses of the test output. The error ek is determined by formula (6).
5.8 Climate and environmental impact test
During the test, the charging spot is subjected to high temperature test, low temperature
test and alternating damp heat test respectively under the test reference conditions
specified in Table 4. The test methods are as follows.
a) High temperature test: The charging spot is placed in an environmental test
chamber. According to the requirements of "Test Bb: High temperature test of
non-heat dissipation test sample temperature gradient" in GB/T 2423.2, the test
temperature meets the upper limit of normal operating temperature specified in
15.1.1 of GB/T 18487.1-2023. After the test temperature of the environmental test
chamber stabilizes, the charging spot is set to operate under rated load. The basic
measurement error shall meet the requirements of Table 1.
b) Low temperature test: The charging spot is placed in an environmental test
chamber. According to the requirements of "Test Ab: Low temperature test of
non-heat dissipation test sample temperature gradient" in GB/T 2423.1, the test
temperature meets the lower limit of normal operating temperature specified in
15.1.1 of GB/T 18487.1-2023. After the test temperature of the environmental test
chamber stabilizes, the charging spot is set to operate under rated load. The basic
error of measurement shall meet the requirements of Table 1.
c) Alternating damp heat test: The charging spot is placed in an environmental test
chamber. According to the requirements of "Test Db: Alternating warm and hot
(12h+12h cycle)" of GB/T 2423.4, the test temperature is 40°C. The number of
cycles is 2 times. After the test, the basic error is measured under the reference
conditions, which shall meet the requirements of Table 1.
6 Inspection rules
6.1 Inspection classification
Product inspection categories include exit-factory inspection, type inspection, and
acceptance inspection.
6.2 Inspection Items
6.2.1 Exit-factory Inspection
The manufacturer shall test the newly produced charging spots according to the
inspection items specified in Table B.1 in Annex B. After passing the inspection, an
inspection certificate shall be issued.

1 Scope
This Standard specifies the technical requirements of electric energy metering for electric
vehicle AC charging spots, as well as electric energy metering device’s configuration and
installation requirements, test methods and inspection rules.
This Standard applies to the electric energy metering of AC charging spots.

3 Terms and definitions
The terms and definitions specified in GB/T 17215.211-2006 apply to the document.
4 Configuration requirements and installation location
a) The charging metering device of AC charging spots shall be static multi-rate AC
active electric energy metering (hereinafter referred to as the electric energy
5.1.5 Functional requirements
5.1.5.1 Measurement of the electric energy
Electric energy metering shall measure the total active electric energy and the active
electric energy of the various rates.
5.1.5.2 Storage function
Storage function shall meet the following requirements.
a) The electric energy metering shall at least memory the total power energy and all
rates of electricity data of the first two months or the first two settlement cycle; the
default value of data archived separation time shall be at 24.00 of the last day of
each month, or at any time of 1st -28th of each month.
b) After power supply of electric energy metering fails, the stored data shall be kept for
at least 1 year;
c) Electric energy and other key charging information shall be stored in built-in security
module of electric energy metering to prevent key data from being tampered.
5.1.5.3 Clock and rate period
Clock and rate period shall meet the following requirements.
a) The built-in hardware clock circuit with temperature compensation function has the
automatic switching function among calendar, timing and leap year. Under the
reference temperature, the clock accuracy is ≤ ± 0.5s/d. The variation of the
accuracy of the clock with temperature shall be less than 0.15s/°C per 24h. The
clock can be timed under the programming state, and perform broadcast timing
under the non-programming state; the clock error of the broadcast timing shall not
be more than 5min, and it can be timed only once a day.
b) It shall have at least two sets of rate period; the automatic switching of the two sets
of rate period can be achieved via pre-setting the time. Each rate period can at least
set 2 time zones in the whole year; it can set at least 8-periods set within 24h; the
minimum time interval is 15min; the period can be set crossing the zero point.
c) Electric energy metering shall have a multifunction signal output interface, and with
the default output of second signal, which can be set by software to period switching
signal output.
5.1.5.4 Event recording
Event recording shall meet the following requirements.
a) Record the total number of programming, the time of the last 10 times of

consistent with the corresponding display.
6 Test methods
6.1 Conventional test
Items and methods for conventional test of electric energy metering shall comply with
GB/T 17215.211-2006 and GB/T 17215.321-2008.
6.2 Function inspection
After the electric energy metering is powered, check whether the electric energy metering
function meets the requirements of 5.1.5 by visual, buttons wheel show, software copy
reading and other ways.
6.3 Electric energy indication error within rate period
Carry out the tests as specified in GB/T 15284.
6.4 Composition error of total electric energy indication of counters
Carry out the tests as specified in GB/T 15284.
6.5 Day timing error
Carry out the tests according to the provisions in 7.5.2.3 of GB/T 17215.421-2008.
6.6 Influence of ambient temperature on day timing error
Carry out the tests according to the provisions in 7.5.2.3 of GB/T 17215.421-2008.
6.7 Communication protocol conformance
Inspect electric energy metering communication frame format, delay time, data
identification, authentication method and so on, in accordance with the provisions of DL/T
645.
6.8 Measurement error test
With the reference voltage Imax, Ib and 10% Ib, the power factor are 1.0 and 0.5L
respectively; read the numerical value for voltage, current, power factor and active power
in the electric energy metering; calculate the reference error of the measurement
parameters; all these operations shall meet the requirements of 5.1.5.5.
6.9 Data safety testing
Inspect whether the data in security module is consistent with the electric energy metering
display by the software reading detection.
6.10 Data consistency comparison
Compare the related measurement information collected and shown by the AC charging
spots and the corresponding display content of the electric energy metering to judge
whether they are consistent.
7 Inspection rules
7.1 Electric energy metering inspection
7.1.1 Exit-factory inspection
Each of the electric energy metering shall be inspected in accordance with the test
methods provided by this Standard; the factory seal shall be imposed; the quality
certification shall be issued after passing the inspection; the test items are shown in Table
1.
7.1.2 Type inspection
If the type identification of new products or the structure, process, the main material
(components) of the electric energy metering, as well as the software has significant
changes, then the type tests shall be carried out; the test items are shown in Table 1.
