Foreword
GB/T 16716 "Packaging and Packaging Waste" is divided into 7 parts.
- Part 1. General rules of disposal and utilization;
- Part 2. Means and program for evaluation;
- Part 3. Prevention by source reduction;
- Part 4. Reuse;
- Part 5. Recoverable by material recycling;
- Part 6. Recoverable by energy recovery;
- Part 7. Recoverable by composting and biodegradation.
This part is the second part of GB/T 16716.
The technical content of this part is equivalent to the EN 13427-2004
“Packaging - Requirements for the use of European standard in the field of
packaging and packaging waste” (English version).
For ease of use, this part has made the following editorial changes.
a) CHANGE the words “this European standard” to the words “this part”;
b) DELETE the catalogue, preface, introduction and appendix ZA of the
European standard;
c) USE the “clauses of GB/T16716.1” to replace the “clauses and
addendums of 94/62/EC”;
d) USE “GB/T 16716.3” to replace “EN 13428”;
e) USE “GB/T16716.4” to replace “EN 13429”;
f) USE “GB/T 16716.5” to replace “EN 13430”;
g) In order to facilitate the application of Table A.1, ADD the detailed
statement on “basic requirements” in Appendix A;
h) ADD an informative Appendix NA to guide the application of the various
parts of GB/T 16716 and other relevant standards.
Appendix A, Appendix B and Appendix NA of this part are informative
appendixes.

1 Scope
This part of GB/T 16716 specifies methods, requirements, procedures and
guidelines for the pre-evaluation of packaging and packaging waste.
This part applies to all product packaging that putting into market as well as the
product packaging for delivery.
2 Normative references
The terms of the following documents become the provisions of this part by
reference in this part of GB/T 16716. For the dated references, the subsequent
amendments (excluding corrections) or revisions do not apply to this standard;
however, parties who reach an agreement based on this standard are
encouraged to study if the latest versions of these documents are applicable.
For undated references, the latest edition of the referenced document applies.

4.2 Evaluation of environmental impacts of heavy metals and chemicals
present in the packaging
After packaging incineration or landfilling, the evaluation of the environmental
impact of heavy metals is stated in CEN CR 13695-1, with particular attention
to the viewpoints expressed in the standards and the application of their
technical measures.
Hazardous substances and preparations are defined by relevant regulations or
standards. When incinerating or landfilling waste, the emission of soot, fly ash
and leachate shall be in accordance with the requirements of clause 4.4 of GB/T
16716.1-2008. GB/T 16716.3 and CEN TR 13695-2 give the measures for
packaging in accordance with clause 4.1 of GB/T 16716.1-2008.
4.3 Separate evaluation by level
The smallest part of the package is the package component, the combination
of the individual components forming the functional unit of the package, and
this combination can vary. A complete packaging system may consist of a first
layer, a second layer, and a third layer. The evaluation of each layer is as
specified in Table 2.
5 Requirements
5.1 Choosing the applicable evaluation criteria
5.1.1 It shall select the applicable standards in the normative references of this
part to perform the pre-complete evaluation in accordance with the methods
and procedures set forth in this part, based on packaging that is expected to
put into market or deliver for use as well as the specific performance of the
packaged products, as shown in Appendix NA.
5.1.2 The packaging shall first be evaluated in accordance with the basic
requirements of clause 4.1 of GB/T 16716.1-2008. In accordance with the
requirements of GB/T 16716.3, CEN CR 13695-1 and CEN TR 13695-2, further
reduce the content of heavy metals and control the amount of dangerous
substances or preparations (chemicals).
5.1.3 It shall select applicable standards in accordance with Tables 2 and 3, to
ensure the basic functions of packaging and that it meet the needs of
consumers (users) while reducing the environmental impact of packaging waste.

5.3 Evaluation data document
The evaluation data, together with the supporting documentation, certifies that
the packaging meets the requirements of 5.1 and 5.2, and the supplier shall
retain it for at least 2 years after the packaging or packaging product is placed
on the market or delivered for use. The evaluation data shall record the
necessary tests. The example of the evaluation data document is as shown in
Appendix B.
6 Procedures
6.1 Purpose
Select the applicable evaluation items from Table 1 to comprehensively and
effectively reduce the adverse environmental impacts of packaging waste
disposal.
Note. Due to the diversity of materials and functional requirements, some
methods of reducing waste may be mutually exclusive, and through repeated
use and improvement of procedures, it can obtain the most suitable method for
reducing waste.
6.2 Application
For any existing, improved or newly designed package, it is evaluated in
accordance with Table 2 and meets the requirements of the relevant standards
in Table 1.
6.3 Conclusion
All results shall be recorded in the implementation of the evaluation process,
and a prepared form shall be developed in the form of an evaluation summary
as a phased conclusion. An example of the evaluation summary format is given
in Appendix B.

A.2.1 Specific requirements for packaging production and packaging
ingredients
A.2.1.1 Packaging shall limit the manufacturing mass (volume) to the minimum
and appropriate level, provided that the product and consumer are provided
with adequate and necessary levels of safety, hygiene and acceptable levels of
protection.
A.2.1.2 Packaging shall be reusable in terms of design, production and
commercialization, or recovery including recycling, and minimize the
environmental impact of packaging waste and residues from its handling.
A.2.1.3 Packaging shall minimize the presence of harmful or other hazardous
substances in all components of its materials or components during the
manufacturing process, resulting in minimum fly ash, soot or leachate and the
similar substances in the incineration or landfill of waste packaging or its
residues produced by the handling of packaging waste.
The three requirements of A.2.1 above shall be met at the same time.
A.2.2 Specific requirements for the reusability of packaging
A.2.2.1 The physical properties and technical characteristics of the package
shall be such that it can be returned or recycled several times under normal
foreseeable conditions of use.
A.2.2.2 Disposal of used packaging shall be in accordance with certain rules
and meet the health and safety requirements for the operator.
A.2.2.3 When the packaging is no longer reused and becomes waste, it meets
the specific requirements for recovery.
The three requirements of A.2.2 above shall be met at the same time.
A.2.3 Specific requirements for the recovery of packaging
A.2.3.1 Recovery of packaging in the form of material recycling
Recyclable packaging shall be regenerated in a subsequent manufacturing
process to a certain mass percentage of the material to a product that meets
current regulations or standards and has a sales channel. This determined
percentage can vary due to the type of material required to make up the
package.
