Tool and mould steels
1 Scope
This standard specifies the classification, ordering content, size, shape, weight
and allowable deviation, technical requirements, test methods, inspection rules,
packaging, marking and quality certificate of tool and mould steel.
This standard is applicable to hot-rolled, forged, cold-drawn, bright steel bar
and post-machining delivered steel for tool and mould. The chemical
composition is also applicable to ingots, billets, their products.

The method of using and processing the steel shall be as stated in the contract.
3.3 Steel is divided into four categories according to their chemical composition.
a) Non-alloy tool steel (designation headed with “T”);
b) Alloy tool steel;
c) Non-alloy mould steel (designation headed with “SM”);
d) Alloy mould steel.
Note. Non-alloy tool steel is the original carbon tool steel.
4 Ordering content
Contracts or orders for steel ordered under this standard shall include at least
the following.
a) Standard number;
b) Product name;
c) Designation;
d) Smelting methods (see 6.2);
e) Delivery status;
f) Size and group of allowable deviation (see clause 5);
g) Processing methods used (see 3.2);
h) Other special requirements (see 6.12).
5 Size, shape, weight
5.1 Size, shape, allowable deviation of hot-rolled steel bars and
coil rods
5.1.1 Hot-rolled round-steel and square-steel
weight and whose length is not less than 500 mm. When delivered in fixed-
length or multiple-length, the length shall be indicated in the contract and the
allowable deviation of length shall be mm.
5.2.2.4 The plane curvature of the forged flat-steel shall be not more than 5.0
mm per meter, the total plane curvature shall not be more than 0.50% of the
total length; the side curvature of the flat-steel (camber) shall be not more than
5.0 mm per meter, the total side curvature (camber) shall be not more than 0.50%
of the total length.
5.2.2.5 For flat-steel which has a nominal thickness or width of not more than
300 mm, the fillet radius R at the edge and corner shall be not more than 5.0
mm; for flat-steel which has a nominal thickness or width of more than 300 mm,
the fillet radius R at edge and corner shall not be more than 10.0 mm, but the
difference of the lengths of the two diagonals on the same cross-section of the
flat-steel shall be not more than the tolerance of its nominal width. Flat-steel
does not allow significant torsion.
5.2.2.6 Both ends of the forged flat-steel shall be cut straightly.
5.3 Size, shape, allowable deviation of cold-drawn steel bar
The size, shape, allowable deviation of the cold-drawn steel bar shall comply
with the grade-h11 of GB/T 905-1994. If the purchaser requires size tolerances
of other groups, it shall be indicated in the contract.
5.4 Size, shape, allowable deviation of bright steel bar
The size, shape, allowable deviation of the bright steel bar shall comply with
the grade-h11 of GB/T 3207-2008. If the purchaser requires the size tolerances
of other groups, it shall be indicated in the contract.
5.5 Size, shape, allowable deviation of post-machining
delivered steel
5.5.1 The allowable deviation of the sizes of machined steel shall comply with
the requirements of Table 10. If the purchaser requires the allowable deviations
of other sizes, it shall be indicated in the contract.
6.8.5 The decarburization layers of steels 6W6Mo5Cr4V, 4Cr3Mo3SiV and
3Cr3Mo3W2V shall be determined between the supplier and purchaser through
negotiation.
6.8.6 7Mn15Cr2Al3V2WMo non-magnetic mould steel is free from testing of the
decarburization layer.
6.9 Relative magnetic permeability
The relative magnetic permeability of 7Mn15Cr2Al3V2WMo non-magnetic
mould steel shall be less than 1.01. When the supplier guarantees that this
requirement is met, it may not be tested.
6.10 Ultrasonic testing
6.10.1 Steel shall be ultrasonically tested according to GB/T 6402, it is not
allowed for metallurgical defects such as white spots, slag inclusions,
delamination, internal cracks, shrinkage cavities inside.
6.10.2 The grading and quantity grade of the allowed limit values of ultrasonic
testing shall be as specified in Table 36 and Table 37, respectively. The
qualification grade shall comply with the requirements of group-2 in Table 38,
but the high-quality steels such as electroslag remelted steel shall comply with
the requirements of group-1.
6.10.3 The qualification grade of ultrasonic testing for special-purpose mould
steel shall be determined between the supplier and purchaser through
negotiation.

a Depending on the grade of defect size as required for the order, the distance of a single-defect’s
diameter shall be greater than or equal to 5 times the diameter of the required flat-bottom hole; otherwise
the defect is considered as a continuous-defect.
b The grade of defect size of the flat-bottom hole shall have a 6 dB amplitude.
c If the maximum continuous-defect’s length exceeds the standard grade, it may consider increasing the
quantity grade. For example, if the continuous length of the defect is 160 mm grade-A, the quantity
grade is 160.80= 2.

6.11.3 The surface of cold-drawn steel shall be clean and smooth, free of cracks,
folds, crusting, inclusions or scales, meanwhile it shall comply with the following
requirements.
a) For the cold-drawn steel which has a grade of dimensional accuracy of h9
and h10, the surface is not allowed to have any defects;
b) For the cold-drawn steel which has a grade of dimensional accuracy of
h11 and h12, the surface is allowed to have such minor surface defects
as pitting, individual scratches, hairline, concave, black spot, cracking,
lubrication mark which has a depth not exceeding the tolerance of nominal
size, as calculated from the actual size. As required by the purchaser and
indicated in the contract, the allowable depth of defect may be not more
than half of the tolerance of this nominal size;
c) For the heat-treated cold-drawn steel, it is allowed for the surface to have
an oxidized color or slightly-oxidized layer.
6.11.4 The surface of bright steel shall comply with the provisions of GB/T 3207-
2008.
6.11.5 The surface of the steel as delivered after machining shall be clean and
smooth, there shall be no cracks, folds, crusted or iron-oxidized skin. If the
above defects exist, it allows partial grinding, but it shall guarantee the minimal
size of the steel at the position of maximum grinding.
6.12 Special requirements
As required by the purchaser, agreed between the supplier and purchaser,
indicated in the contract, it may add the following testing items.
a) Special chemical composition;
b) Special hardness values;
c) Special sizes and their allowable deviations;
d) Grain size;
e) Hardenability;
f) Other requirements.
7 Test methods
The inspection items and test methods for each batch of steel shall comply with
the requirements of Table 41.
8 Inspection rules
8.1 Inspection and acceptance
The quality of the steel is inspected and accepted by the supplier's technical
quality supervision department. The purchaser has the right to inspect and
accept any of the inspection items as specified in this standard or contract.
8.2 Group-batch rules
8.2.1 Steel shall be accepted in batches. Each batch of steel shall consist of
steel of the same heat number, the same processing method, the same delivery
status, the same specification, the same heat-treatment number.
8.2.2 Each batch of electroslag remelted steel shall consist of steels of the same
sub-furnace number, the same processing method, the same delivery status,
the same specification, the same heat-treatment number. Under the condition
that the process is stable and the requirements of this standard can be
guaranteed, it is allowed to group-batch by the parent furnace number of
electroslag remelting, but it shall take 1 specimen from each sub-furnace
number in terms of chemical composition, the other items shall follow the
sampling requirements of arc furnace steel.
8.3 Sampling quantity and sampling locations
The sampling quantity and sampling location of the steel shall comply with Table
41.

as a certain hardness, can withstand shock and impact loads, but it is poor in
machinability. It is used to manufacture tools that are not subjected to high shock
loads and require excellent hardness, good wear-resistance, toughness.
1-2 T00080 T8
Hardenability and toughness are better than T10 steel, wear-resistance is also
high, but quenching heating is easy to overheat, deformation is also large,
plasticity and strength are relatively low, mould of large-and-medium cross-
section tend to remain network carbide, which is suitable for small size drawn,
tensioned, extruded mould
1-3 T01080 T8Mn
Eutectoid steel, which has high hardenability and hardness, but low plasticity and
strength. It is used for manufacturing woodworking tools, hand-saw blades,
stamp-marking tools, rivet mould, coal-mine chisel, etc., which has relatively large

Hypereutectoid steel, which has a higher strength but lower plasticity and
