between domestic and international standards... 651 ScopeThis standard specifies the classification, ordering content, size, shape, weight
and allowable deviation, technical requirements, test methods, inspection rules,
packaging, marking and quality certificate of tool and mould steel.
This standard is applicable to hot-rolled, forged, cold-drawn, bright steel bar
and post-machining delivered steel for tool and mould. The chemical
composition is also applicable to ingots, billets, their products.2 Normative referencesThe following documents are essential to the application of this document. For

content3 Classification3.1 Steel is divided into eight categories according to their use.
3.3 Steel is divided into four categories according to their chemical composition.4 Ordering contentContracts or orders for steel ordered under this standard shall include at least

5.1.1 Hot-rolled round-steel and square-steel
5.1.2 Hot-rolled flat-steel
5.1.2.1 Size and allowable deviation
5.1.2.2 Delivery length
5.1.2.2.1 The normal delivery length of hot-rolled flat-steel shall comply with the
requirements of Table 3.
5.1.2.3 Shape
5.1.2.3.1 The curvature of hot-rolled flat-steel shall comply with the
requirements of Table 4.
5.1.2.3.3 The fillet radius R of hot-rolled flat-steel shall comply with the
requirements of Table 6.
5.1.2.3.4 The end of hot-rolled flat-steel shall be cut straightly. The burrs at both
ends shall be removed, but burrs of not more than 5.0 mm are allowed. For the
hot-rolled flat-steel cut by a press, it allows for local deformation at both ends.
The cutting slope of hot-rolled flat-steel shall comply with the requirements of
Table 7.
5.1.3 Hot-rolled coil rod
The size, shape, allowable deviation of hot-rolled coil rods shall comply with the
provisions of GB/T 14981.
5.2 Size, shape, allowable deviation of forged steel bars
5.2.1 Forged round-steel and square-steel
5.2.1.1 The sizes and allowable deviations of forged round-steel and square-
steel which has a nominal diameter or side length of 90 mm ~ 400 mm shall
comply with the requirements of group-2 in Table 3 of GB/T 908-2008.If the
purchaser requires other group sizes, the allowable deviation shall be indicated
in the contract.
5.2.1.5 The curvature of the forged square-steel shall be not more than 5.0 mm
per meter, the total curvature shall not be greater than 0.5% of the total length;
5.2.1.6 Both ends of the forged round-steel and square-steel shall be cut straightly.
5.2.2 Forged flat-steel
5.2.2.1 The size and allowable deviation of forged flat-steel which has a nominal
width of 40 mm ~ 300 mm shall comply with the requirements of group-2 in
Table 4 of GB/T 908-2008.If the purchaser requires other size tolerances of
other groups, it shall be indicated in the contract.
5.2.2.4 The plane curvature of the forged flat-steel shall be not more than 5.0
mm per meter, the total plane curvature shall not be more than 0.50% of the
total length; the side curvature of the flat-steel (camber) shall be not more than
5.0 mm per meter, the total side curvature (camber) shall be not more than 0.50%
of the total length.
5.3 Size, shape, allowable deviation of cold-drawn steel bar
The size, shape, allowable deviation of the cold-drawn steel bar shall comply
with the grade-h11 of GB/T 905-1994.If the purchaser requires size tolerances
of other groups, it shall be indicated in the contract.
5.4 Size, shape, allowable deviation of bright steel bar
The size, shape, allowable deviation of the bright steel bar shall comply with
the grade-h11 of GB/T 3207-2008.If the purchaser requires the size tolerances
of other groups, it shall be indicated in the contract.
5.5 Size, shape, allowable deviation of post-machining
delivered steel
5.6 Weight
The steel is generally delivered at actual weight.6 Technical requirements6.1 Designations and chemical composition
6.1.1 The designation and chemical composition of the steel (finished product
analysis) shall comply with the requirements of Tables 11 ~ 18.
6.1.3 After consultation between the supplier and the purchaser, the lead,
arsenic, tin, antimony, bismuth, hydrogen, oxygen, nitrogen and other elements
may be tested, the detailed requirements are indicated in the contract.
6.2 Smelting methods
Steel shall be smelted by electric arc furnace, electric arc furnace + vacuum
degassing, electric arc furnace + electroslag remelting, vacuum arc remelting
(VAR) and other methods that meet the requirements. The specific smelting
method shall be indicated in the contract.
6.3 Delivery status
6.3.1 Tool steel is generally delivered in an annealed status, but the steels
SM45, SM50, SM55, 2Cr25Ni20Si2, 7Mn15Cr2Al3V2WMo are usually
delivered in hot-rolled or hot-forged status, the non-alloy tool steel can be
delivered after post-annealing cold-drawn.
6.4 Delivery hardness
6.4.1 The hardness value of the steel in delivery status and the quenching
hardness value of the specimen shall comply with the requirements of Table 20
~ Table 27.
6.4.2 Annealed steel which has a cross-sectional size of less than 5 mm shall
not be subjected to hardness test. According to the requirements of the
purchaser, it may perform tensile or other tests, where the technical indicators
are negotiated by the supplier and the purchaser.
6.5 Macrostructure
6.5.1 The steel shall be subjected to acid-leaching macrostructure testing.
There shall be no visible shrinkage, inclusions, delamination, cracks, bubbles,
white spots on the acid-leached macrostructure test piece.
6.6 Microstructure
6.6.1 Pearlite structure
6.6.1.1 The steels 9SiCr, Cr2, Cr06, 9Cr2, W, 9CrWMn, CrWMn, 7CrMn2Mo as
delivered in annealed status shall be subjected to pearlite structure testing,
evaluated according to Figure A.3.The qualification grade is from grade-1 ~
grade-5.
6.11 Surface quality
6.11.1 For the hot-rolled and forged steel for pressure-work, the surface shall
have no visible cracks, folds, crusting or inclusions. If the above defects shall
be removed, the depth of removal as calculated from the actual size of steel
shall comply with the provisions of Table 39, the width of removal shall be not
less than 5 times the depth. Other minor surface defects which have a depth
within half of the tolerance may not be removed.
6.11.2 For hot-rolled and forged steel for cutting-work, the surface shall be
allowed to have local defect whose depth is as specified in Table 40, as
calculated from the nominal size of the steel, but it shall guarantee the minimal
size of steel.7 Test methodsThe inspection items and test methods for each batch of steel shall comply with
the requirements of Table 41.8 Inspection rules8.1 Inspection and acceptance
The quality of the steel is inspected and accepted by the supplier's technical
quality supervision department. T
8.2 Group-batch rules
8.2.1 Steel shall be accepted in batches. Each batch of steel shall consist of
steel of the same heat number, the same processing method, the same delivery
status, the same specification, the same heat-treatment number.
8.3 Sampling quantity and sampling locations
The sampling quantity and sampling location of the steel shall comply with Table
41.
8.4 Reinspection and judgement rules
8.4.1 Steel’s reinspection and judgement rules shall be in accordance with the
requirements of GB/T 17505.9 Packaging, marking, quality certificateThe packaging, marking, quality certificate of steel shall comply with the
provisions of GB/T 2101.
