Foreword
This standard is formulated to implement the Environmental Protection Law of
the People's Republic of China and the Law of the People's Republic of China
on the Prevention and Control of Environmental Pollution by Solid Wastes; to
prevent and control environmental pollution caused by hazardous wastes; to
strengthen the management of hazardous wastes; to protect the ecological
environment and human health.
This standard is an integral part of the identification standards for hazardous
waste. The identification standards for hazardous waste stipulate the technical
indicators of the hazardous characteristics of solid wastes. Solid wastes with
hazardous characteristics that meet the technical indicators specified in the
standards are hazardous wastes and must be managed as hazardous wastes
according to law. The identification standards for hazardous waste consist of
the following 7 standards:

hazardous waste.
This standard was first published in 2007 and this is the first revision.
The main contents of this revision are as follows:
- Further CLARIFY the identification procedure;
- Further REFINE the rules for the determination of hazardous waste after
mixing, utilization and disposal.

1 Scope
This standard specifies the identification procedures and identification rules for
hazardous waste.
This standard is applicable to the identification of hazardous characteristics of
solid waste generated in production, life and other activities.
This standard applies to the identification of liquid waste.
This standard does not apply to the identification of radioactive waste.

GB 34330 Identification standards for solid wastes - General rules
HJ 298 Technical specifications on identification for hazardous waste
National Hazardous Waste List (Order No.39 of the Ministry of
following procedures:
4.1 According to the law and GB 34330, determine whether the items and
substances to be identified are solid wastes; those that are not solid wastes are
not hazardous wastes.
4.2 If it is judged to be solid waste, it is first identified according to the "National
Hazardous Waste List". All solid wastes listed in the "National Hazardous Waste
List" are hazardous wastes and do not require identification of hazardous
characteristics.
4.3 The solid wastes that are not included in the "National Hazardous Waste
List", but does not exclude the corrosive, toxic, flammable and reactive nature
are identified according to GB 5085.1, GB 5085.2, GB 5085.3, GB 5085.4, GB
5085.5, GB 5085.6, HJ 298. All solid wastes with one or more hazardous
characteristics of corrosiveness, toxicity, flammability and reactivity are
classified as hazardous wastes.
4.4 Solid wastes that are not included in the "National Hazardous Waste List"
and cannot be identified according to the identification standards for hazardous
wastes, but may cause harmful effects on human health or the ecological
environment, are identified by experts organized by the competent department
of the ecological environment of the State Council.
5 Judgment rules for hazardous waste after mixing
5.1 If the hazardous wastes with one or two of the toxic and infectious
hazardous characteristics are mixed with other substances, causing the
hazardous characteristics to diffuse into other substances, the mixed solid
wastes are classified as hazardous wastes.
5.2 If the hazardous wastes with only one or more hazardous characteristics of
corrosiveness, flammability and reactivity are mixed with other substances, the
mixed solid wastes are no longer classified as hazardous wastes after being
identified as having no longer hazardous characteristics.
5.3 If the hazardous waste is mixed with radioactive waste, the mixed waste
shall be managed as radioactive waste.
6 Judgment rules for hazardous waste after recycling
and disposal
6.1 The solid waste as produced during the recycling process and after disposal
of the hazardous wastes which have only one or more hazardous
