1 General provisions
1.0.1 This standard is formulated in order to ensure the quality of cable line engineering
construction, unify construction and acceptance criteria, standardize quality control
requirements and acceptance conditions in the construction process.
1.0.2 This standard applies to the construction and acceptance of cable lines, which
have a rated voltage of 500 kV and below, as well as their ancillary facilities.
1.0.3 The installation engineering of cable lines, which have special requirements, such
as mines, ships, submarine, metallurgy, chemical industry, shall comply with the
relevant provisions of relevant professional standards.
1.0.4 The construction and acceptance of cable lines shall not only comply with this
standard, but also comply with the current relevant national standards.
2 Terms
2.0.1 Cable line
The entire system, which is composed of cables, accessories, auxiliary equipment, and
auxiliary facilities.
2.0.2 Metallic sheath
Uniform and continuous sealed metal tubular cladding.
2.0.3 Armor
A cladding consisting of metal strips or wires. It is usually used to protect cables from
external mechanical forces.
2.0.4 Cable termination
A device, which is installed at the end of a cable, to connect the cable to other electrical
equipment or overhead power lines AND to maintain insulation up to the point of
connection.
2.0.5 Cable joint
A device, that connects the conductor, insulation, shielding layer and protective layer
of the cable to the cable, to make the cable line continuous.
2.0.6 Flexible joint
The intermediate joint, which is made by connecting unarmored cables under factory-
controlled conditions, AND continuously armored with the cables.
2.0.7 Cable dividing box
A special electrical connection equipment, which completes the collection and
branching functions of the cable lines in the power distribution system, BUT generally
does not have secondary auxiliary configurations, such as control and measurement.
2.0.8 Cable tunnel and cable line online monitoring system
It is a system for monitoring, analyzing, auxiliary diagnosis, alarm, remote control of
cable running status and cable tunnel and other line facilities. The monitoring system
consists of six parts. field equipment, sensors, signal acquisition unit, monitoring host,
monitoring sub-station, remote monitoring center.
2.0.9 Cable ducts
A duct, in which the cable is laid, for protection purposes AND for easy pulling out of
the cable for replacement after a cable failure. There are structural forms such as single
duct and row duct, also known as cable tube.
2.0.10 Cable bearer
A device, which is used to support and fix cables, is usually assembled by integral
casting, profiles welding or fastener splicing.
3 Basic requirements
3.0.1 Cables, accessories, auxiliary equipment shall meet the requirements of product
technical documents; they shall have product identification and qualification certificates.
3.0.2 Safety technical measures shall be formulated for the construction of cable lines.
Construction safety technical measures shall comply with the provisions of this
standard and product technical documents.
3.0.4 For cable lines with anti-interference requirements, anti-interference measures
shall be taken, according to design requirements.
4 Transportation and storage of cables and accessories
4.0.1 The transportation and storage of cables and accessories shall comply with the
requirements of product technical documents. It shall avoid strong vibration,
overturning, moisture, corrosion. It shall ensure that the outer surface of the box and
the components inside the box are not damaged.
4.0.2 During transportation and loading & unloading, the cables and cable reels shall
be prevented from being damaged. Cable reels shall not be transported or stored flat.
4.0.3 Before transporting or rolling the cable reel, it shall ensure that the cable reel is
firm AND the cable shall be wound tightly. The oil pipe -- between the oil-filled cable
and the pressure oil tank -- shall be fixed without damage. The pressure oil tank shall
be firm; the pressure value shall meet the technical requirements of the product. When
rolling, follow the arrow on the cable reel or the direction in which the cable is tightened.
4.0.6 During the storage period, the cable reel and packaging shall be intact; the marks
shall be complete; the end sealing shall be tight. When there is a defect, it shall be dealt
with in time. For oil-filled cables, it shall check the oil pressure regularly and make
records. The oil pressure shall not be lower than the lower limit.
5 Cable line construction of ancillary facilities
5.1 Processing and installation of cable ducts
5.1.1 There shall be no perforations, cracks, obvious unevenness in the cable duct; the
inner wall shall be smooth; the metal cable duct shall not be severely corroded; the
performance of the plastic cable duct shall meet the design requirements.
5.1.2 The processing of the cable duct shall meet the following requirements.
5.1.8 The position of the cable duct, which is leading to the equipment, shall be
convenient for connection with the equipment AND shall not hinder the disassembly
and access of the equipment. The nozzles of cable ducts, which are laid side by side,
shall be arranged neatly.
5.1.9 When using the cable protection steel pipe as the grounding wire, the grounding
wire shall be installed first; then the cable shall be laid; for the cable duct with threaded
connection, the jumper shall be welded at the pipe joint; the cross-section of the jumper
shall not be less than 30 mm2.
5.2 The configuration and installation of cable holder
5.2.1 The processing of the cable holder shall meet the following requirements.
5.2.2 The allowable minimum distance between layers of the cable holder shall meet
the design requirements. If there is no design requirement, it may comply with the
provisions in Table 5.2.2; meanwhile the net distance between layers shall not be less
than 2 times the outer diameter of the cable plus 10 mm. For 35 kV and above high
voltage cable, it shall not be less than 2 times the outer diameter of the cable plus 50 mm.
5.2.3 The cable holder shall be installed firmly. The fixing method of brackets and
hangers shall meet the design requirements AND shall comply with the following
requirements.
5.2.7 The interface of two adjacent cable trays shall be tight, without dislocation.
5.2.8 When the straight section steel cable tray exceeds 30 m, OR the aluminum alloy
or glass fiber reinforced plastic cable tray exceeds 15 m, there shall be telescopic
devices; the connection should use telescopic connecting plates; telescopic devices
shall be installed, where the cable tray crosses the expansion joints of the building.
5.2.9 The turning radius at the turning point of the cable tray shall not be less than the
minimum allowable bending radius of the cables (whichever is larger) on the tray.
5.2.10 The overall length of metal cable holders, bridges, shafts must be reliably grounded.
5.3 Cable line protection facilities and structures
5.3.1 The construction of construction projects, which are related to the installation of
cable lines, shall comply with the following requirements.
5.3.2 The size of the cable working shaft shall meet the requirements for the minimum
bending radius of the cable. There shall be a sump in the cable shaft and a grating on the top.
5.3.3 The identification of the urban cable line channel shall be set, according to the
design requirements. When there is no requirement in the design, obvious signs or
stakes shall be set, at every 15 m ~ 50 m of the straight section of the cable channel, at
the turn, at the T-shaped opening, at the intersection, at the entrance to the building
(structure).
6 Cable laying
6.1 General requirements
6.1.1 Before cable laying, inspection shall be carried out, according to the following
requirements.
6.1.2 When cables are laid, the waterproof layers of cable trenches, tunnels, cable shafts,
manholes shall not be damaged.
6.1.3 Four-core power cables shall be used in three-phase four-wire systems, instead of
three-core cables plus a single-core cable or wires and cables with metal sheaths as
neutral wires.
6.1.4 The power cables used in parallel shall have the same rated voltage, type,
specification, length.
6.1.5 The power cable should have a spare length, near the terminal head and the joint.
6.1.6 The distance between each fulcrum of the cable shall meet the design requirements.
When there is no requirement in the design, it shall not exceed the specifications in Table 6.1.6.
6.1.7 The minimum bending radius of cables shall comply with the provisions in Table 6.1.7.
6.1.8 When laying cables, the cables shall be led out from the upper end of the reel; the
cables shall not be dragged by friction on the holder and the ground. There must be no
unremoved mechanical damage, such as armored flattening, cable twisting, sheath
cracking, etc. on the cable.
6.1.9 The maximum pulling strength of cables, which are laid by machinery, should
meet the requirements in Table 6.1.9.The total tension of oil-filled cables shall not
exceed 27 kN.
6.1.14 Plastic insulated cables shall have reliable moisture-proof seals. The oil-filled
cables shall meet the following requirements, after cutting.
6.1.15 The average temperature, within 24 hours before cable laying, and the
temperature at the laying site shall not be lower than the requirements in Table 6.1.15.
When the temperature is lower than the specifications in Table 6.1.15, effective
measures shall be taken.
6.1.16 The arrangement of power cable joints shall meet the following requirements.
6.1.17 When cables are laid, they shall be arranged neatly and should not cross; signs
shall be installed in time.
6.1.18 The installation of signs shall comply with the following requirements.
6.1.19 Cable fixing shall meet the following requirements.
6.2 Buried cable laying
6.2.1 Protective measures shall be taken, for areas along the cable route, that may cause
the cable to suffer from mechanical damage, chemical action, underground current,
vibration, thermal impact, corrosive substance, pest hazards.
6.2.5 When cables intersect railways, highways, city streets, factory roads, they shall
be laid in solid protective tubes or tunnels. The two ends of the cable duct should
protrude more than 0.5 m from both sides of the road subgrade, 0.5 m from the drainage
ditch; it shall protrude from the road pavement in urban streets.
6.3 Intraductal cable laying
6.4 Cable laying structures
6.4.1 Cable arrangement shall meet the following requirements.
6.4.3 The laying of cables on the holder shall comply with the following requirements.
6.4.5 After the cable is laid, the sundries shall be removed in time AND the cover shall
be applied. When backfilling is required above the cover plate, it should seal the cover
plate gap.
6.5 Cable laying on bridge
6.6 Submarine cable laying
6.6.1 Submarine cables shall not have joints. When the entire cable exceeds the
manufacturing capacity, flexible joints can be used for connection.
6.6.2 The route for laying submarine cables shall meet the design requirements and
shall comply with the following requirements.
6.6.3 The distance between adjacent submarine cables shall meet the design
requirements. When there is no requirement in the design, it shall comply with the
following provisions.
6.7 Aerial cable laying
6.7.1 Cable suspension points or fixed distances shall comply with the provisions in
Table 6.1.6 of this standard.
6.7.2 When cables cross roads, railways, overhead lines, the minimum allowable
distance shall comply with the provisions in Table 6.7.2.
6.7.3 The metal sheath, armor, suspension wire of the cable shall be well grounded. The
pole tower and supporting fittings shall be designed according to the structure and
performance of the cable, meanwhile it shall meet the requirements and strength
requirements.
6.7.4 Aerial laying can be used, for short cables that are inconvenient to be directly
buried. The cross-section of cables, which are laid aerially, should not be too large; the
allowable ampacity of cables, which are laid aerially, shall be corrected, according to
environmental conditions.
6.7.5 The steel strands supporting the cables shall meet the load requirements; it shall
be well grounded throughout; pull wires or ejector rods shall be used at corners.
6.7.6 Cable joints should not be installed on cables laid overhead.
7 Cable accessories installation instructions
7.1 General requirements
7.1.1 The production of cable terminals and joints shall be carried out by trained skilled
workers.
7.1.2 Before making cable terminals and connectors, check the phase sequence or
polarity of the cables.
7.1.3 Before making cable terminals and joints, checks shall be made, according to the
requirements of design documents and product technical documents; it shall comply
with the following requirements.
7.1.4 Sufficient fire-fighting equipment shall be provided, for cable terminals and joints
to be manufactured indoors, in tunnels, in forest areas and other places, as well as oil-
filled cable construction sites, where there are fire protection requirements.
7.1.6 When making cable terminals and joints, it shall follow the manufacturing process
requirements and product technical documentation requirements.
7.2 Installation requirements
7.2.1 To make cable terminals and joints, it shall be operated continuously from the
beginning of stripping and cutting the cables until it is completed; the insulation
exposure time shall be shortened. When stripping and cutting the cable, the wire core
and the remaining insulating layer and semi-conductive shielding layer shall not be
damaged. The stripping and cutting dimensions of the outer sheath layer, metal
shielding layer, armor layer, semi-conductive shielding layer, insulating layer shall meet
the requirements of the product technical documents. Wrapping, fitting, heat shrinking,
etc. of supplementary insulation shall be kept clean.
7.2.2 The cables shall be heated and straightened, according to the requirements of
product technical documents, before the terminal and joint of 66 kV and above cross-
linked cables are made.
7.2.3 The production and installation of cable terminals shall be done, according to the
requirements of product technical documents for conductor connection and installation
of stress treatment parts; measures such as sealing, moisture-proof, mechanical
protection shall be taken. The installation of the cable terminal shall ensure that, the
distance between phases and the ground of the outer insulation meets the relevant
provisions of the current national standard "Code for construction and acceptance of
busbar installation of electric equipment" GB 50149.
7.2.4 When making cross-linked cable terminals and joints, the insulation thickness and
eccentricity, after cable insulation treatment, shall meet the requirements of product
technical documents; the insulation surface shall be smooth and clean, to prevent dust
and other pollutants from adhering. The process interference fit, after insulation
treatment, shall meet the requirements of product technical documents; the insulation
shielding fracture shall transition smoothly.
7.2.7 The metal shielding layer, metal sheath, armor layer of the cables, on both sides
of the three-core cable connector and the single-core cable straight-through connector,
shall be well connected without interruption. The cross-section of the bridge joint line
shall meet the requirements of product technical documents; meanwhile it shall be not
less than the requirements for the cross-section of the grounding wire, in Table 7.1.10
of this standard. The metal casing of the directly buried cable joint and the metal sheath
of the cable shall be subject to anti-corrosion and waterproof treatment.
7.2.8 When the grounding wire of the metal sheath of the power cable does not pass
through the transformer with the cable core wire, the ground wire shall be grounded
directly; when the cable core wire passes through the transformer, the ground wire shall
pass back through the transformer and then ground.
7.2.9 The installation of the cross interconnection box, grounding box, sheath protector,
etc. of single-core power cables shall meet the design requirements; the box shall be
firmly installed and well-sealed; the marking shall be correct and clear.
7.2.12 If there are connectors for oil-filled cables, the connectors shall be made first; if
there is a level difference between the two ends, the low-position terminals shall be
made first.
7.2.13 When oil-filled cable terminals and joints are wrapped with supplementary
insulation, the pressure tank shall not be completely closed. During production and
vacuum treatment, the oil seeping from the cable shall be discharged in time; it shall
not be accumulated in the porcelain sleeve or shell.
7.2.14 The installation of the oil-filled cable oil supply system shall meet the following
requirements.
7.2.15 There shall be an obvious phase (polarity) mark on the cable terminal, which
shall be consistent with the phase (polarity) of the system.
7.2.16 Control cable terminals can be heat-shrinkable, OR wrapped with plastic tape or
self-adhesive tape.
7.3 Online monitoring system of cable lines
8 Cable line fireproofing facilities construction
8.0.1 For explosion and fire hazard environments, cable-intensive places or cable
lines that may cause serious accidents due to fire spread, the fire and flame
retardant measures must meet the design requirements.
8.0.2 The following holes shall be tightly sealed, with fireproof sealing materials.
8.0.3 Firewall construction shall comply with the following requirements.
8.0.4 The fire and flame retardancy of cable lines shall meet the following requirements.
8.0.5 Fire-resistant and flame-retardant materials shall have the following quality
certification documents.
8.0.6 The construction measures for fire-resistant and flame-retardant materials shall be
determined according to the design requirements and the material use process. The
quality and appearance of the materials shall comply with the following requirements.
8.0.7 The construction of wrapping fireproof tape or painting fireproof paint shall meet
the requirements of product technical documents.
8.0.8 The plugging of cable holes shall be tight and reliable; there shall be no obvious
cracks and visible pores; the surface of the plugging shall be smooth. For larger holes,
refractory lining boards shall be added before plugging. The organic fireproof blockage
shall not have light transmission, air leakage, cracking, falling off, hardening. The
inorganic fireproof blockage shall not have defects, such as pulverization and cracking.
The stacking of fireproof bags shall be dense and firm; the appearance shall be neat and
shall not be transparent.
8.0.9 The fire-proof and flame-retardant facilities of cable lines shall have necessary
strength; the plugging parts shall be able to be used for a long time; they shall not be
damaged, scattered, or collapsed.
9 Engineering succession and acceptance
9.0.1 The following inspections shall be carried out, during project acceptance.
9.0.3 After the installation of the cable line is completed, the electrical handover test
shall be carried out, in accordance with the relevant provisions of "Standard for hand -
over test of electrical equipment for installation of electrical installations" GB 50150.
9.0.4 During acceptance of project, the following materials and technical documents
shall be submitted.
