Fuel consumption evaluation methods and targets for
passenger cars
1 Scope
This Standard specifies the evaluation methods and indicators of fuel
consumption of vehicle type of passenger cars and corporate average fuel
consumption as well as production consistency and implementation date.
This Standard is applicable to all M1 class vehicles of which the maximum
design total weight does not exceed 3500kg, including vehicles capable of
burning gasoline or diesel fuel, pure electric vehicles, fuel cell vehicles, and
vehicles using gaseous fuels and alcohol-ether fuels.

QC/T 1130, Test method for methanol automobile fuel consumption
(WLTC) to determine the fuel consumption of vehicle type and the electricity
consumption. For the externally-pluggable hybrid passenger cars of gasoline,
the electric energy consumption shall be converted to gasoline fuel
consumption according to GB/T 37340. For the externally-chargeable hybrid
passenger cars of diesel fuel, the electric energy consumption shall be
converted to diesel fuel consumption according to GB/T 37340. In 2025 and
before, the fuel consumption converted from electrical energy consumption
shall be calculated as zero.1)
4.1.3 For pure electric passenger cars, the electrical energy consumption shall
be calculated according to GB/T 18386, which shall be converted to
corresponding gasoline fuel consumption according to GB/T 37340. In 2025
and before, its fuel consumption is calculated as zero.1)
4.1.4 For fuel cell passenger cars, its fuel consumption is calculated as zero.
4.1.5 For CNG passenger cars, it shall, according to GB/T 29125, simulate the
comprehensive cycle fuel consumption test on the chassis dynamometer to
determine the gas fuel consumption, which shall be converted to the gasoline
fuel consumption according to Annex D of GB/T 29125-2012.
4.1.6 For LNG, LPG passenger cars, it shall, according to GB/T 29125, simulate
the comprehensive cycle fuel consumption test on the chassis dynamometer to
determine the gas fuel consumption, which shall be converted to the gasoline
fuel consumption according to Annex D of GB/T 29125-2012.
4.1.7 For methanol passenger cars, it shall, according to QC/T 1130, determine
the methanol fuel consumption and equivalent gasoline or diesel fuel
consumption. For other alcohol-ether fuel passenger cars, it shall, according to
QC/T 1130, determine the alcohol ether fuel consumption and the equivalent
gasoline or diesel fuel consumption.
4.1.8 For vehicles that use one or more off-cycle technology/device, the fuel
consumption of its type can be reduced by a certain amount accordingly.2)
4.2 Target of fuel consumption of vehicle type
4.2.1 For passenger cars with seats below three rows3 ), the target of fuel
consumption of vehicle type shall be calculated according to formula (1) ~
formula (3). The calculation results shall be rounded off to two decimal places:
If the vehicle's curb mass CM≤1090, then:

5.1.3 Except for vehicles described in 5.1.2, if the fuel consumption of vehicle
type is not greater than 3.20L/100km, when calculating the fuel consumption of
vehicle type according to formula (5), its production or import volume shall be
multiplied by the following multiples:
a) In 2021, calculated at 1.4 times, that is, Wi = 1.4;
b) In 2022, calculated at 1.3 times, that is, Wi = 1.3;
c) In 2023, calculated as 1.2 times, that is, Wi = 1.2;
d) In 2024, calculated at 1.1 times, that is, Wi = 1.1;
e) In 2025 and after, calculated as 1.0 times, that is Wi = 1.0.
5.1.4 Except for vehicles specified in 5.1.2 and 5.1.3, when calculating the
average fuel consumption of vehicle fleet according to formula (5), Wi=1.0.
5.2 Corporate average fuel consumption target (TCAFC)
As shown in formula (6), the corporate average fuel consumption target that a
corporation shall achieve in a certain year is calculated, based on the target of
fuel consumption of vehicle type specified in 4.2, by using the sum of the fuel
consumption target of each type of this corporation multiplied by the
corresponding annual production or import volume, divided by the total annual
production or total import volume of passenger cars of this corporation:

This Standard replaced GB 27999-2011 Fuel Consumption Evaluation Methods and
Targets for Passenger Cars; compared with GB 27999-2011, this Standard has the
major changes as follows.

Introduction
This Standard is an important measure to implement the Development Planning on
Energy Saving and New Energy Automotive Industry(2012-2020); aims to promote the
development and application of China’s advanced vehicle energy saving technology,
and continue to reduce the fuel consumption of China’s passenger cars; so that the
new vehicle average fuel consumption level of China’s passenger cars can be reduced
to about 5L/100km by 2020, and the corresponding carbon dioxide emission is about
120g/km.
In order to encourage the development of new energy vehicles, certain preference is
given to the pure electric passenger car, plug-in hybrid electric passenger car, and fuel
cell passenger car when determining their fuel consumption of vehicle type, and
corporate average fuel consumption in and before 2020.
In order to encourage the development and application of vehicle energy saving
technology, for the energy saving technology or device that can’t be demonstrated or
can’t be demonstrated completely in the existing test methods, but has significant
energy-saving effect in the actual use; this Standard allows, when calculating the
corporate average fuel consumption, taking the quantitative evaluation principle to
correspondingly reduce the fuel consumption of vehicle type according to its energy
saving effect.

Methods and Targets for Passenger Cars
1 Scope
This Standard specifies the evaluation methods and targets for fuel consumption of
vehicle type and corporate average fuel consumption of passenger cars.
This Standard is applicable to all M1 type of vehicles with maximum design total mass
not exceeding 3500kg, which include gasoline or diesel fueled vehicle, pure electric
vehicle, fuel cell vehicle, plug-in hybrid electric vehicle, and gas fueled vehicle.
This Standard is not applicable to the only-alcohol-ether fueled vehicle.

6 Corporate Average Fuel Consumption Calculation Method and Evaluation Index
6.1 Corporate Average Fuel Consumption (CAFC)

6.3 Corporate Average Fuel consumption requirements
Each corporation average fuel consumption and average fuel consumption target enterprise should not exceed a ratio table of claim 3.
