Chapter 4 ~ 9 of this standard are mandatory AND the rest is
recommended.
This standard was drafted in accordance with the rules given in GB/T
1.1-2009.
This standard replaces GB 19578-2004 “Fuel consumption limits for passenger
cars”. As compared with GB 19578-2004, the main technical changes are as
follows.
- MAKE the vehicle type fuel consumption limit requirements stricter;
- NARROW the scope of the special structure vehicles.
This standard was proposed by the Ministry of Industry and Information
Technology of the People's Republic of China.
This standard shall be under the jurisdiction of the National Automotive
Standardization Technical Committee (SAC/TC 114).

1 Scope
This standard specifies the fuel consumption limits for passenger cars.
This standard applies to the type M1 vehicles of the maximum design total
mass not more than 3500 kg which can use gasoline or diesel fuel.
This standard does not apply to vehicles that use only gaseous fuel or alcohol
ether fuels.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) are applicable to this Standard.

3 Application for type certification
3.1 Application for type certification of fuel consumption for a certain type of
vehicle shall be made by the manufacturer or its legal representative.
3.2 The application shall be accompanied by the following documents and
detailed information (if there is a schematic diagram, the details shall be fully
explained in detail) in A4 form in triplicate.
a) Description of the engine system characteristics as specified in Appendix
A.
b) Type certification application report for the fuel consumption as specified
in Appendix B, wherein B.5 and B.6 shall not be filled.
