This Part is Part 4-2 of GB 14048.The reference number is GB/T 14048.6.
This Part was drafted in accordance with the rules given in GB/T 1.1-2009.
This Part replaces GB 14048.6-2008 "Low-voltage switchgear and control gear - Part
4-2.Contactors and motor-starters - AC semiconductor motor controllers and starters
(including soft-starter)". Compared with GB 14048.6-2008, in addition to some
changes in the text, the main changes are as follows.
- Modify the standard's name;
- In Chapter 3, add terms and definitions. semiconductor switching device,
prospective current (of a circuit and with respect to a switching device), under-
voltage relay or release, under-current relay or release, stall sensitive electronic
overload relay, jam sensitive electronic overload relay, CO operation, O operation,
as well as the list of symbols and abbreviations;
- Delete relevant requirements for characteristics (5.1), marking (6.1) and
performance (8.2.6) of "on-off operation overvoltage";
- To be consistent with the latest requirements of GB 14048.4, improve the
characteristic requirements of overload relays; in Table 4, add overload tripping
classes and associated tripping time;
- Modify the characteristic requirements for overload relays; Specify the requirement
in 5.7.3b) "the maximum tripping time exceeding 40s";
- Modify the criteria for test results for blocking and commutating capability in Table
18;
- Add performance requirements and test methods for under-current relay or release,
stall sensitive electronic overload relay, jam sensitive electronic overload relay;
- Modify the limit requirements of the EMC test, to be consistent with the
requirements of relevant EMC standards;
- Delete Annex B (normative) Overload relays and releases. Put the relevant content
into the text;
- Modify Annex C (normative) Co-ordination at the crossover current between the
starter and associated SCPD, to be consistent with the relevant requirements of
Annex B of GB14048.4;
- Delete Annex D (normative) Requirements for radiated emission tests;
- Delete Annex E (informative) Method for converting radiated emission limit in GB
4824 to equivalent value of emission power;
- Delete Annex H (informative) Terms item agreed by user and manufacturer;
- Add Annex K (normative) Extended functions within electronic overload relays.
This Part uses translation method to identically adopt IEC 60947-4-2.2011 (Edition 3.0)
"Low-voltage switchgear and control gear - Part 4-2.Contactors and motor-starters -
AC semiconductor motor controllers and starters".
The Chinese documents which have consistency with the international normative
references in this Part are as follows.
- GB 755-2008, Rotating electrical machines - Rating and performance (IEC 60034-
1.2004, IDT);
- GB 14048.1-2012, Low-voltage switchgear and control gear - Part 1.General
rules (IEC 60947-1.2011, MOD);
- GB/T16935 (all parts), Insulation coordination for equipment within low-voltage
systems [IEC 60664 (all parts)];
- GB/T17626 (all parts), Electromagnetic compatibility - Testing and measurement

This part has made the following editorial changes according to the specific situation
of China.
- IEC 60410.1973 "Sampling plans and procedures for inspection by attributes" is
currently abolished. In the revision documents of the relevant standards of IEC
SC121A, the reference document for this technical content has been changed to
ISO 2859-1.Its corresponding national standard is GB/T 2828.1-2012 "Sampling
procedures for inspection by attributes - Part 1.Sampling schemes indexed by
acceptance quality limit (AQL) for lot-by-lot inspection". Therefore, in this Part,
it uses national standard GB/T 2828.1-2012 as reference;
- Delete the alphabetical index of terms in 3.2 of IEC 60947-4-2.2011.Adjust the
subsequent clauses accordingly in this Part;
- Correct the typo in 5.7.3 b) "... the value of the maximum tripping time...when
this time exceeds 30 s" to "... the value of the maximum tripping time...when this
time exceeds 40 s", to be consistent with the provisions of the second column in
9.3.3.6.5c).

1 Scope
This Part of GB/T 14048 applies to a.c. semiconductor motor controllers and starters,
which may include a series mechanical switching device, intended to be connected to
circuits, the rated voltage of which does not exceed 1000 V a.c.

3 Terms, definitions, symbols and abbreviations

5 Characteristics of a.c. semiconductor motor controllers and starters
A duty in which the controller or starter remains in the FULL-ON state while carrying
a steady current long enough for the equipment to reach thermal equilibrium, but not
for more than 8 h, without interruption.
Subclause 4.3.4.3 of IEC 60947-1.2007 applies, except that the first paragraph is
changed as follows.

Subclause 5.2 of IEC 60947-1.2007 applies to controllers and starters, with the
following additions.
7 Normal service, mounting and transport conditions
Clause 6 of IEC 60947-1.2007 applies, with the following exceptions.
Unless otherwise stated by the manufacturer, controllers and starters are intended for
use in pollution degree 3 environmental conditions (as defined in 6.1.3.2 of IEC 60947-
1.2007). However, other pollution degrees may be considered to apply, depending upon
the microenvironment.
8 Constructional and performance requirements
Subclause 7.1.2.3 of IEC 60947-1.2007 applies.
Subclause 7.1.8.4 of IEC 60947-1.2007 applies with additional requirements as given
in Annex A.
9 Tests
Special tests comprise verification of co-ordination at the crossover current between the
starter and the SCPD (see Annex C) and those tests covered under 9.1.5.2.
Subclause 8.3.3.3.5 of IEC 60947-1.2007 applies, with the following addition.
