This Standard specifies the entire process’ environmental protection requirements of the Polychlorinated Biphenyls-contaminated wastes, such as the process of cleaning, collection, packaging, transportation, temporary storage, storage and harmless treatment disposal. This Standard was first published in 1991. This is the first revision. The main contents of this revision are as follows. - Redefine the PCBs-contaminated wastes; - Add the category regulation of the Polychlorinated Biphenyls-contaminated wastes, as well as the requirements for cleaning, packaging, harmless treatment disposal, environmental monitoring, safety protection and emergency response; - Add the technical requirements for the pollution control on co-processing of Polychlorinated Biphenyls-contaminated wastes in cement kiln; - Update the monitoring analysis methods for the Polychlorinated Biphenyls- contaminated wastes. Since the date of implementation of this Standard, the "Control standard on poly chlorinated biphenyls for waste slags " (GB 13015-91) shall be abolished. This Standard was formulated by the Department of Soil Environment Management and the Department of Science, Technology and Standards of the Ministry of Environmental Protection of the PRC. The main drafting organizations of this Standard. Chinese Research Academy of Environmental Sciences, Beijing Normal University, Shenyang Academy of Environmental Sciences, Tsinghua University AND the Foreign Economic Cooperation Office of the Ministry of Environmental Protection. This Standard was approved by the Ministry of Environmental Protection on May 27, 2017. This Standard is implemented as of October 1, 2017. Standard for pollution control on Polychlorinated Biphenyls(PCBs)-contaminated wastes 1 Scope of application This Standard specifies the categories of Polychlorinated Biphenyls-contaminated wastes, as well as the entire process’ environmental protection requirements of the Polychlorinated Biphenyls-contaminated wastes, such as the process of cleaning, collection, packaging, transportation, temporary storage, storage and harmless treatment disposal. This Standard is applicable to the pollution control and supervision & management of the entire process of classification, harmless management and harmless disposal of Polychlorinated Biphenyls-contaminated wastes. For the wastes whose content of Polychlorinated Biphenyls is less than 50mg/kg, they shall be performed the harmless management according to general industrial solid wastes. 2 Normative references The following documents contain the provisions which, through reference in this Standard, become the provisions of this Standard. For undated reference documents, the latest versions apply to this Standard. I. The PCBs-containing equipment not in service, or the sealed PCBs-containing equipment; II. Liquid Polychlorinated Biphenyls or the non-aqueous liquid wastes containing the Polychlorinated Biphenyls; III. The immersion wastewater at sealed point of the PCBs-contaminated wastes, and other cleaning wastewater; IV. PCBs-contaminated soil which is performed by the ectopic and harmless disposal; V. The original package when sealing the PCBs-containing equipment; VI. The original building materials when sealing the PCBs-containing equipment, such as the cement, rock, slag and brick; VII. Other wastes, substances and articles, which contains or are contaminated with the Polychlorinated Biphenyls, such as rags, absorbent materials, contaminated protective clothing and gloves. 5 Technical requirements for the harmless management of the PCBs-contaminated wastes 5.1 Cleaning and collection 5.1.1 It shall set the alert area at the sealed point of the PCBs-contaminated wastes before the start of the cleaning work, and the on-site protection shall be prepared well. The cleaning and collection plan shall go through the verification, and it shall be recorded by the administrative department of environmental protection above the county level. 5.1.2 When performing the collection, the liquid substances contained in PCBs- contaminated wastes shall be recycled firstly; and then it shall be adsorbed by the adsorbent materials; finally, remove out the solid substances in it, and package them respectively according to the categories of the wastes. 5.1.3 The collection area shall have rain protection facilities. If the severe weather conditions occur, such as the heavy rain and windy weather, the collection operation shall be stopped. 5.2 Packaging and transportation chlorine shall not exceed 0.04%; the removal rate of the burning of Polychlorinated Biphenyls shall be ≥ 99.9999%. 5.4.3 According to different waste forms and pollution degrees, other disposal technologies such as the thermal desorption and chemical dechlorination can be used to dispose the PCBs-contaminated wastes; however, the harmless disposal project can be implemented only after performing the environmental impact assessment and obtaining the approval. 6 Pollution control requirements for the harmless disposal of PCBs-contaminated wastes 6.1 The discharge of pollutants from the process of incineration disposal of PCBs- contaminated wastes shall be performed in accordance with the requirements in GB 18484. The discharge of pollutants from the process of the co-processing of cement kiln shall be performed in accordance with the requirements in GB 30485. 6.2 For the landfill disposal of the PCBs-contaminated wastes, in addition to meeting the admission requirements of GB 18598, in the landfill waste, the content of Polychlorinated Biphenyls shall be ≤ 10mg/kg. 6.3 For the waste water discharge during the process of the harmless disposal of PCBs- contaminated wastes, in addition to meeting the admission requirements of GB 8978. The concentration of Polychlorinated Biphenyls in the discharged waste water shall be ≤ 0.003mg/L. 6.4 The PCBs-containing transformers can be used for resources after being dismantled for harmless cleaning, however its surface concentration shall be ≤ 10µg/100cm2. 7 Environmental monitoring requirements during the harmless disposal of PCBs-contaminated wastes 7.1 The disposal enterprises shall conduct pollution-discharge monitoring on the entire process of harmless disposal of PCBs-contaminated wastes in accordance with relevant laws and regulations. The monitoring of the incineration disposal process of PCBs- contaminated wastes shall be performed in accordance with the requirements of GB 18484. The monitoring of cement kiln co-disposal shall be performed in accordance with the requirements of GB 30485. The monitoring of sudden environmental events shall be performed in accordance with the requirements of HJ 589. 7.2 The monitoring of PCBs-contaminated wastes before cleaning includes the pollution boundary of Polychlorinated Biphenyls, and the monitoring of pollution degree; the monitoring after cleaning includes the monitoring of cleaning effects. ......
