Foreword
Sub-clause 4.2 of this Standard is mandatory; the rest are recommendatory.
This Standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This Standard replaces GB 12021.4-2004 The maximum allowable values of
the energy consumption and energy efficiency grade for household electric
washing machines.
Compared with GB 12021.4-2004, the main changes are as follows.
- Added term and definition of rated capacity (3.2);
- Added term and definition of partial capacity (3.2);
- Modified term and definition of electric energy consumption (3.4);
- Modified term and definition of water consumption (3.5);
- Modified energy consumption grade index of various types of washing
machines (4.1.1);
- Added water consumption grade (4.1.2);
- Added tolerance of allowed deviation between energy label and test data
(4.1.3);
- Introduced test for partial capacity (5.2).
This Standard was jointly proposed by Department of Resource Conservation
and Environment Protection of National Development and Reform Commission,
Department of Water Resources Management of The Ministry of Water
Resources, Department of Energy Conservation and Resources Utilization of
Ministry of Industry and Information Technology.
This Standard shall be under the jurisdiction of National Technical Committee
on Energy Fundamentals and Management of Standardization Administration
of China (SAC/TC 20) and National Technical Committee on Industrial Water
Conservation of Standardization Administration of China (SAC/TC 442).

Maximum allowable values of the energy, water
consumption and grades for household electric
washing machines
1 Scope
This Standard specifies the maximum allowable values of energy consumption
per kilogram, the maximum allowable values of water consumption, energy
conservation evaluation values, water conservation evaluation values, energy
grades and water consumption efficiency grades of electric washing machines.
This Standard is applicable to household electric washing machines of which
the rated washing capacity is 13 kg and below (hereinafter referred to as
washing machines).
This Standard does not apply to washing machines of which the rated washing
capacity is 1.0 kg and below, single-tub washing machines without dehydration
function, or agitator washing machines. For washer-dryer, only washing
function shall be assessed.

4 Technical requirements
4.1 Energy efficiency and water efficiency grades
4.1.1 Energy efficiency grades
Energy efficiency of washing machines is divided into 5 grades; grade 1 is the
highest. Energy efficiency grades of washing machines are based on the actual
measured energy consumption per kilogram, water consumption, clean ratio of
washing machines. The actual measured energy consumption per kilogram,
water consumption, clean ratio of each grade shall comply with provisions in
Table 1 and Table 2.
4.2 Maximum allowable values of energy efficiency and water efficiency
Energy consumption per kilogram, water consumption and clean ratio of
washing machines shall comply with stipulated values of grade 5 of energy
efficiency grade or grade 5 of water efficiency grade. Meanwhile, the average
of three tests of rated capacity and the average of three tests of partial capacity
shall comply with the minimum limit requirements of clean ratio, dehydration
rate, rinsing performance in GB/T 4288; otherwise the product shall be
concluded as unqualified.
4.3 Evaluation values of energy conservation and water conservation
Evaluation values of energy conservation and water conservation of electric
washing machines are grade 2 of Table 1 ~ Table 4.
5 Test methods
5.1 Test conditions and test equipment
Perform in accordance with relevant provisions in GB/T 4288.
5.2 Tests for energy consumption, water consumption, clean ratio,
dehydration rate and rinsing performance
Based on group-batch principles of GB/T 2828, GB/T 2829, extract three
samples to simultaneously test the energy consumption, water consumption,
clean ratio, dehydration rate and rinsing performance. Take the average value
as the actual measured energy consumption, water consumption and clean
ratio of this type of product; convert into energy consumption per kilogram and
water consumption per kilogram.
5.2.1 Tests for rated capability and partial capability of test washing machines
shall be conducted in accordance with standard working cycle stipulated in the
instructions for use. Partial capability test shall choose same program with rated
capability test. If the manufacturer otherwise noted, only water level can be
adjusted according to manufacturer’s instructions.
5.2.2 Perform in accordance with relevant test methods stipulated in GB/T
4288.
