1 Scope
This standard specifies the classification, specifications, color, scope of
application, pattern, technical requirements, test methods, inspection rules,
packaging, replacement, enlarged license plate, supervision and management
of license plates of motor vehicles.
This standard is applicable to the production, inspection, issuance, supervision
and management of license plates of motor vehicles as issued by the traffic
management department of the public security organ.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 License plate of motor vehicle
A statutory sign that permits a motor vehicle to travel on a road within the
territory of the People��s Republic of China, the number of which is the motor
vehicle��s registration number.
3.2 Registration number of motor vehicle
The number assigned to the motor vehicle according to the rules when
handling the motor vehicle registration business. The motor vehicle��s
registration number includes. the abbreviation of the province, autonomous
region, municipality directly under the central government represented by
Chinese characters, the licensing authority��s code represented by English
letters, the serial number consisting of Arabic numerals and English letters,
the abbreviation of the special license plate represented by Chinese
characters.
3.3 Semi-manufactured license plate of motor vehicle
Process product for making the metal substrate for the license plate of motor
vehicle, but not stamped of the motor vehicle��s registration number.
4 Classification, specification, color, scope of application
4.1 Classification, specification, color, scope of application of license
plates for motor vehicles
The classification, specification, color, scope of application of license plates of
motor vehicle (hereinafter referred to as license plates) are as shown in Table 1.
4.2 Substrate of license plate
4.2.1 The substrate of license plate of large vehicle, license plate of trailer,
license plate of large new energy vehicle, license plate of small vehicle, license
plate of small new energy vehicle, license plate of embassy vehicle, license
plate of consular vehicle, license plate of Hong Kong & Macao entry-exit vehicle,
license plate of training vehicle, license plate of police vehicle, license plate of
common motorcycle, license plate of moped, license plate of embassy
motorcycle, license plate of consular motorcycle, license plate of training
motorcycle, license plate of police motorcycle, license plate of low-speed
vehicle, license plate of tractor plate base is metal.
4.2.2 The substrate of the temporary driving license plate, the license plate of
temporary entry vehicle, the license plate of temporary entry motorcycle is
paper.
5 Pattern
5.1 License plate with profile size of 440 mm x 140 mm
5.1.1 Applicable to front license plate of large vehicle, license plate of
small vehicle, license plate of Hong Kong & Macao entry-exit vehicle,
license plate of training vehicle
5.1.2 Applicable to rear license plate of embassy vehicle
The pattern of license plate is as shown in Figure 2.
5.1.3 Applicable to rear license plate of consular vehicle
The pattern of license plate is as shown in Figure 3.
5.1.4 Applicable to license plate of police vehicle
The pattern of the police vehicle's front license plate is as shown in Figure 4,
the pattern of the rear license plate is as shown in Figure 5.
5.2 License plate with profile size of 440 mm x 220 mm
It is applicable to the rear license plate of large vehicle as well as the license
plate of trailer. The pattern of the license plate is as shown in Figure 6.
5.3 License plate with profile size of 480 mm x 140 mm
5.3.1 Applicable to license plate of small new energy vehicle, front license
plate of large new energy vehicle
5.6 License plate with profile size of 88 mm x 60 mm
It is applicable to the license plate of the temporary entry motorcycles. The front
pattern and the back pattern of the license plate of the temporary entry
motorcycles driving within the region are as shown in Figure 20.The front
pattern and the back pattern of the license plate of the temporary entry
motorcycles driving across the region are as shown in Figure 21.
5.8 Code of licensing authority
5.8.1 The licensing authority, that is, the vehicle registration authority, is the
traffic administrative department of the public security department and bureau
of the province, autonomous region, municipality directly under the central
government, as well as the public security bureau and office of the local,
municipal, prefecture, coalition. The code of license authority is as shown in
Appendix A.
5.8.2 The traffic administrative department of the public security organ of the
municipalities directly under the Central Government shall use the code of
licensing authority code from A to Z. It shall activate the new code of licensing
authority in alphabetical order. But before use, it shall be reported to the Traffic
Management Bureau of the Ministry of Public Security for registration 30 days
in advance.
5.9 Serial number
5.9.1 Number of digits, encoding rules, applicable types of license plate
The serial number, encoding rules, applicable types of license plate are as
shown in Table 3.
6 Technical requirements
6.1 Materials
6.1.1 Substrate
6.1.2 Surface material
The surface of the metal license plate shall use a reflective film that meets the
requirements of GA 666.The unified abbreviation marking of the Chinese
characters of province, autonomous region, municipality directly under the
central government or the dedicated marking of the license plate of the new
energy vehicle shall be pre-printed on the inner layer of the reflective film. The
content and pattern of the marking shall be consistent with the registered
content and pattern.
6.2 Characters and secret marks
6.2.1 Metal license plate
The characters and blank characters of the license plate shall be stamped by a
nationally unified anti-counterfeiting mold, the characters shall be consistent
with the blank characters. The abbreviations of Chinese characters of provinces,
autonomous regions, municipalities directly under the central government as
well as the letters of the licensing authority shall be surrounded by the secret
marks which represent the manufacturing organization of license plate. The
secret marks are formed by stamping. The location shall be consistent with the
pattern.
6.3 Production sequence markings of metal license plate
6.3.1 Basic requirements
The metal license plate shall have a unique production sequence marking on
each side. Except that the marking for the license plate of the Hong Kong &
Macao entry-exit vehicles, the license plate of the embassy vehicle, the license
plate of consular vehicle, the license plate of the embassy motorcycle, the
license plate of the consular motorcycle is one the back side, the marking for
the other license plate is on the front side. The production sequence marking
shall be legible.
6.3.2 Content
6.3.2.1 Composition
The production sequence marking consists of a production serial number, a
check code, a two-dimensional barcode.
6.3.2.2 Production serial number
6.4 Production sequence marking of paper license plate
6.4.1 Basic requirements
The back side of each paper license plate shall be pre-printed with a unique
production sequence marking. The production sequence mark shall be clear
and complete.
6.4.2 Content
The production sequence marking is an 8-digit number, which is the sequence
number, from 00000001 to 99999999.The production sequence marking of the
license plate of temporary driving vehicle as well as the production sequence
marking of the temporary entry vehicle are represented by Arabic numerals and
one-dimensional barcode. The production sequence marking of the license
plate of temporary entry motorcycle is represented by Arabic numerals.
6.4.3 Preprinted zone
6.4.3.1 License plate with profile size of 220 mm x 140 mm
It is applicable to the license plate of temporary driving vehicles and the license
plates of temporary entry vehicles. The maximum preprinted zone of the
production sequence marking is 70 mm x 23 mm. The preprinted zone is as
shown in Figure 30.
6.4.3.2 License plate with profile size of 88 mm x 60 mm
It is applicable to the license plate of temporary entry motorcycle. The maximum
preprinted zone of the production sequence marking is 22 mm x 5 mm. The
preprinted zone is as shown in Figure 31.
6.6 Appearance
6.6.1 Metal license plate
The appearance requirements for metal license plates are as follows.
7 Test methods
7.1 Testing of materials
7.1.1 Aluminum material
7.1.1.1 Test the general requirements for testing aluminum materials in
accordance with the requirements of GB/T 3880.1.
7.1.2 Special watermark paper
Use the viewer to check the watermark.
7.1.3 Offset printing paper
Follow the requirements of QB/T 1012 for testing and quantitation.
7.1.4 Reflective film
In the daytime environment with an illuminance greater than 150 lx, visually
check the abbreviations of Chinese characters of provinces, autonomous
regions, municipalities directly under the Central Government or the dedicated
markings for new energy vehicles.
7.2 Inspection of character and secret mark
7.2.1 Characters
In a daytime environment with an illuminance greater than 150 lx, collect the
character image on the front side of the license plate, carry out superimposed
comparison with the standard character image.
7.2.2 Secret mark
7.3 Inspection of production sequence marking
7.3.1 In a daytime environment with an illuminance greater than 150 lx, visually
check the production sequence marking.
7.3.2 Use a dedicated barcode device to check the readability of barcode.
7.3.3 Use a standard transparent positioning test film to check the etched zone
and the preprinted zone of the license plates of large new energy vehicle and
the license plates of small new energy vehicle.
7.4 Sinusoidal inspection
Use a standard transparent positioning test film to check the positioning of the
sinusoids on the license plates of large new energy vehicle and the license
plates of small new energy vehicle.
7.5 Visual inspection
7.5.1 Metal license plate
In the daytime environment where the illuminance is greater than 150 lx, visually
check the license plate at a point 0.5 m from the surface of the license plate.
Rotate the license plate at a small angle by the use of any side of the license
plate as axis, to observe the code and characters of administrative division of
the province, autonomous region, and municipality directly under the Central
Government or the sinusoid.
7.5.2 Paper license plate
7.13 Test of resistance to salt water corrosion
Place the metal license plate in the sodium chloride solution which has a
concentration of (5 �� 1)% (mass%) at room temperature for 48 hours, remove
and dry it, place it for 1 h, then check the license plate and record the test results.
7.14 Weather resistance test
8 Inspection rules
8.1 Classification of inspections
The inspection of the license plate is divided into type inspection, exit-factory
inspection, supervisory inspection.
8.2 Type inspection
8.2.1 Conditions for type inspection
Type inspection is carried out in the following cases.
8.2.2 Inspection items, methods, judgments of metal license plates
8.3 Exit-factory inspection
Each batch of product shall be subjected to 100% exit-factory inspection. The
exit-factory inspection shall be carried out by the quality inspection department
of the production organization in accordance with this standard. The exit-factory
inspection items of license plate shall at least include character and secret mark,
production sequence marking, appearance inspection. The exit-factory
inspection items of semi-finished products shall include at least the production
sequence marking and appearance inspection.
8.4 Supervisory inspection
8.4.1 Metal license plate
After the normal production of the metal license plate or the semi-finished
license plate, the inspection shall be carried out once every 2 years in case of
continuous production. The inspection items shall include all other inspection
items than the weathering resistance test. The inspection shall be carried out
once every 4 years in case of continuous production according to all the type
inspection items.
8.4.2 Paper license plate
After the normal production of the paper license plate, the inspection shall be
carried out semi-annually. The inspection items shall include all type inspection
items.
9 Marking, packaging, transport, storage
9.1 Requirements for markings
The markings shall satisfy.
9.2 Packaging requirements
9.2.1 Semi-finished products
Packaging shall meet.
9.2.2 License plate
Packaging shall meet.
9.3 Transport requirements
During transport, it shall use the rain and moisture protection measures.
9.4 Storage requirements
The product shall be stored in a warehouse with a temperature below 30 ��C
and a relative humidity of no more than 60%, away from heat sources.
