1 Scope
This standard specifies the evaluation system, index settings and calculation methods for the post-evaluation of electric power information projects.
This standard is applicable to the post-evaluation work of power enterprise informatization projects.

3 Terms and definitions
The following terms and definitions apply to this document.
1 3.1
Information project
Information transmission, information security, information storage, information application using computers, communication technology and other modern information technologies as the main means
Newly built, expanded or rebuilt projects such as using systems.

Post project evaluation
After the completion of the project completion acceptance and operation for a period of time, the project’s purpose, execution process, safety, benefit, function and impact will be improved

Construction quality
From the perspective of the information technology product itself, evaluate the management and technical level of the information project in the construction phase.

Operation and maintenance level
From the perspective of the status of the information system in a certain period after it is put into operation, evaluate the performance of the information system in the operation and maintenance phase.

4 Evaluation system
1 4.1 System Model
The post-evaluation system for power informationization projects specified in this standard includes four parts. construction quality, operation and maintenance level, application effectiveness, and economic benefits
The model of the post-evaluation system for power informationization projects is formed, as shown in Figure 1.
2 4.2 Indicator settings
The post-evaluation system for power informatization projects has a total of three-level evaluation indicators, including 4 first-level indicators, 13 second-level indicators, and third-level indicators
10.The indicators at all levels are selected according to the following principles.
a) Comply with relevant national laws and regulations and power industry regulations;
b) Systematic, conciseness, objectivity, timeliness, and measurability;
c) Combination of qualitative indicators and quantitative indicators;
d) Absolute quantity index combined with relative quantity index;
e) Try to avoid obvious inclusion relationships between indicators;
f) The setting of indicators should be focused and hierarchical, and the selection of indicators should maintain the same trend.
The scores of the post-evaluation system of electric power informationization projects are weighted according to the indicators to obtain the dimensionless total scores.
The Elphi method, the analytic hierarchy process and the policy orientation are determined.
3 4.3 Instructions for use of indicators
The post-evaluation system of electric power information project is explained as follows during use.
a) The evaluation system should be used for informatization projects that have passed the completion acceptance and have been in operation for one year or more;
b) The evaluation system and indicators at all levels are calculated for a single informatization project;
c) All levels of indicators and weights can be adjusted appropriately according to the actual information construction of the enterprise;
d) The minimum score of all the first-level, second-level and third-level indicators is 0 and the highest is 100;
e) All data items should try their best to ensure objectivity in the process of obtaining values and reduce the amount of subjective data.
5 Construction quality
5.1 Overview of indicators
The construction quality of the first-level indicators ranges from project construction management standardization, independent controllable rate, resource utilization, technological advancement, and management advancement
Evaluation is carried out in five aspects. There are 5 secondary indicators and 3 tertiary indicators, as shown in Table 1.
