1 General
1.0.1 This section regulates the technical requirements for the construction, inspection and trial operation of water treatment and hydrogen production (supply) equipment and systems for power construction projects.
1.0.2 This Part is applicable to water treatment and hydrogen production (supply) equipment and systems for newly built, expanded and rebuilt thermal power plants and conventional islands of nuclear power plants.
System construction, inspection and trial operation.
1.0.3 The construction of water treatment and hydrogen production (supply) equipment and systems shall be based on the approved design, contract agreement and valid technical documents of the manufacturer
Implementation of the requirements; if the design, contract agreement and manufacturer have no clear requirements or requirements are not comprehensive, follow the provisions of this section;

3 Basic regulations
3.1 General rules
3.1.1 This section regulates the technical regulations for the construction of water treatment and hydrogen production (supply) equipment and systems, which involve mechanical installation, pipeline construction,

3.1.13 The installation of special equipment shall comply with the relevant requirements of the TSG "Safety Technical Specifications for Special Equipment" series of specifications.
3.1.14 Materials and technologies that are explicitly prohibited by the state should not be used.
3.1.15 Austenitic stainless steel welds and hot working surface treatment shall meet the following requirements.
1 Welds and hot processed surfaces should be pickled and passivated. Pickling and passivation are mainly etching methods, and wet dragging methods can also be used.

2 Before pickling, the surface should be cleaned of oil stains and rinsed with water. Carbon steel should not be used to scrub the surface;
3 Process tests should be carried out before pickling and passivation, and appropriate formulas and operating processes should be formulated. Pickling passivation solution should be sampled and tested regularly to correct the concentration in time;
4 After pickling, it should be rinsed with water. The stainless steel surface after pickling should not have obvious corrosive traces, and there should be no uneven color.
There should be no oxidized color on the surface of the weld, and no residual pickling solution. The surface of the passivated stainless steel should be rinsed with water, after it becomes neutral
Wipe off any water marks. The chlorine ion content of the flushing water should not exceed 25mg/L;
5 After surface treatment, the passivation film should be inspected, and the passivation film on the inspected part should be repaired after passing the test. During the subsequent construction process,

3.2 Construction works
3.2.1 Before the equipment is installed in place, the construction unit or supervision unit should organize the installation and the construction contractor to jointly inspect the construction project.

1 The geometric size, position and elevation of the equipment foundation shall meet the design requirements;
2 The size and position of the embedded parts and reserved holes should meet the design requirements;
3 Asphalt sand cushion should be made on the foundation of flat-bottom water tank equipment, and its slope direction and gradient should meet the design requirements or GB 50128 "Vertical cylinder

3.2.2 Concrete structures should be checked and accepted according to the design drawings. Reinforced concrete structures and buildings with anti-corrosion requirements shall be in accordance with DL/T

3.2.3 Reinforced concrete containers should be tested for watering. The installation of pipe joints before the test should meet the design requirements. The watering test takes a lot of time.
In 24h, there should be no leakage. Installation of equipment and pipelines can only be carried out after the irrigation test is qualified.
3.2.4 The following tasks should be completed in the construction of the water treatment equipment before the unit trial operation.
1 The anti-corrosion ground, anti-corrosion channel, neutralization tank, and waste liquid tank inside and outside the water treatment room shall be constructed according to the design requirements and checked and accepted
Qualified; drainage and slag discharge channels should be unimpeded; the trench cover is complete, and the surface is flush with the ground;
2 The indoor and outdoor painting, painting, ground, platform, ladder, doors and windows and lighting of water treatment should be completed according to the design requirements;

4 The structures and anti-corrosion, ventilation, and lighting safety facilities of the acid, alkali and other drug warehouses should be completed and qualified.
3.2.5 Before the adjustment and trial operation of hydrogen production (supply) equipment and systems, the construction and electrical construction shall meet the following requirements.
1 The lightning rod and grounding grid shall be constructed according to the design requirements, and shall be checked and accepted as required;
2 The construction of roads, fences, gates, and doors and windows of structures shall be completed according to the design requirements, and shall be checked and accepted as required;
3 The water supply, heating, ventilation, lighting and power supply should be completed according to the design requirements, and passed the inspection and acceptance according to the regulations;
4 Safety and fire-fighting facilities have passed the inspection and acceptance according to regulations and can meet the commissioning conditions. The safety warning signs are complete and eye-catching.
3.3 Inspection and storage of equipment and materials
3.3.1 The equipment unpacking inspection shall include the following.
1 Packing list, product quality certificate, certificate of conformity, product general drawing, product manual and other accompanying documents should be complete;
2 The product quality certificate shall include the material quality assurance certificate of the main pressure components, the hydraulic test report, and the equipment with non-destructive flaw detection requirements.
There should also be a non-destructive inspection report for welds;
3 Check the quantity, specifications, packaging and appearance quality of the equipment and materials according to the list, and make a record of unpacking inspection. If found

3.3.2 The storage of equipment and materials shall be carried out in accordance with DL/T 855 "Regulations for the Maintenance and Storage of Thermal Power Equipment for Electric Power Infrastructure".
