0 Introduction
“China Compulsory Certification Implementation Detailed-Rules - Tyre of Motor
Vehicle” (hereinafter referred to as Detailed-Rules) is compiled based on the
requirements of “Implementation Rules for China Compulsory Certification -
Tyre of Motor Vehicle” (CNCA-C12-01:2015) (hereinafter referred to as
Implementation-Rules). This Detailed-Rules is used together with the
Implementation-Rules as supportive document.
The product scope, certification basis of this Detailed-Rules shall comply with
relevant provisions of the Implementation-Rules. It shall also be adjusted
according to the Notices such as defined directory and directory adjustment
that are issued by Certification and Accreditation Administration of China
(hereafter referred to as CNCA).
According to the relevant requirements of the Implementation-Rules and quality
manuals, procedure documents, work instructions, etc., of China Quality
Certification Centre (hereinafter referred to as CQC), following the principles of
maintaining the effectiveness of product certification, improving quality of
product, serving certification companies, and controlling risk of certification, this
Detailed-Rules is formulated and issued. Through establishing the classification
management requirements of manufacturing enterprises, and combining the
classification of manufacturing enterprises, this Detailed-Rules determines the
implementation requirements for China Compulsory Certification of motor
vehicle tyre products.
0.1 Definitions
0.0.1 Testing at Manufacturer’s Premises (abbreviated as TMP mode)
It means that the engineers of designated laboratory use the testing equipment
in the factory laboratory to conduct testing. The factory shall dispatch test
personnel to provide assistance. The designated laboratory will examine,
approve and issue the test report.
0.1.2 Witnessed Manufacturer’s Testing (abbreviated as WMT mode)
It means that the engineer of designated laboratory witnesses the factory
laboratory’s test conditions and all tests completed by using the laboratory’s
equipment or according to the test plan submitted; or witnesses the partial test
conditions and the test items. Test personnel of the factory laboratory shall
provide the original records and draft up the test report together with the
engineer of designated laboratory according to relevant provisions. The
designated laboratory shall audit, approve and issue the test report.
CQC may re-determine the category of manufacturing enterprises regularly or
irregularly according to the information collected, and carry out dynamic
management. In case there is any change, the documents publicized by CQC
shall prevail. In principle, the classification result of manufacturing enterprises
shall be upgraded according to the sequence of D-C-B-A; and downgraded
according to the sequence of A-B-C-D or it may be directly downgraded to the
corresponding category according to the risk evaluation.
0.3 Requirements for utilizing test resources of manufacturing
enterprises
Applicable to after-certification supervision sampling test. Refer to the relevant
public documents of CQC for the requirements for utilizing test resources of
manufacturing enterprises for China Compulsory Certification of tyre products.
1 Application scope
This Detailed-Rules apply to new pneumatic tyres for motor vehicles, including
passenger car tyres, truck tyres and motorcycle tyres. The original design was
for motor vehicle tyres used in motor vehicles of M, N, O, and L categories (refer
to GB/T 15089 for definition of vehicle categories).
This Detailed-Rules does not apply to retreaded tyres and tyres specifically
designed for racing.
Scope adjustment due to change of relevant laws or regulations, relevant
product standards, technologies and industry policies and other factors shall be
subject to the notice issued by CNCA.
2 Terms and definitions
This Detailed-Rules adopts the terms and definitions in relevant regulations for
China compulsory certification.
2.1 Tyres’ worst conditions (abbreviated as TWC conditions)
In the same certification unit, under the same load type, the tyre specifications
that meet the following conditions at the same time: tyres of the maximum load
index and the highest speed grade.
3 Certification standards
Mandatory clauses in “Passenger car tyres” (GB 9743), “Truck tyres” (GB 9744)
and “Motorcycle tyres” (GB 518).
Note 3: Series: refer to product series specified in “Size designation,
dimensions, inflation pressure and load capacity for passenger car tyres” (GB/T
2978), “Size designation, dimensions, inflation pressure and load capacity for
truck tyres” (GB/T 2977) and “Series of motorcycle tyres” (GB/T 2983).
The final result of unit division is to be confirmed by the CQC product
certification engineer after specific review of each product information. If
necessary, the applicant and the CQC product certification engineer can
discuss the unit merger and splitting scheme.
6 Certification entrusting
6.1 Proposal and acceptance of certification application
CLIENT shall fill in the required enterprise information and product details, and
submit to CQC for certification entrusting via the Internet (www.cqc.com.cn).
CQC shall review the application, and give acceptance or rejection notice within
2 working days, or ask the CLIENT to modify the information and apply again.
When certification entrusting is accepted, CLIENT shall provide CQC with
required certification entrusting materials and technical documents according
to the requirements of CQC (see Attachment 1 for details).
After receiving the valid certification entrusting materials, CQC conducts a
compliance audit of the entrusting materials according to the relevant review
requirements, and issues a notice of data audit results to CLIENT. If the
materials do not meet the requirements, CLIENT shall be notified to complete
it.
CLIENT shall be responsible for the authenticity of the materials provided.
CQC manages and saves the certification materials provided by CLIENT, and
has the duty of confidentiality.
6.2 Implementation arrangement
CQC shall formulate the certification plan after acceptance, and notice CLIENT.
Certification plan usually includes:
(1) Applied certification mode and unit division;
(2) Required application materials list;
(3) Type test program;
(4) Information of designated laboratory;

7.1.4 Test items and requirements
The test items are based on the test items specified in the usage standards in
Article 2 of this Detailed-Rules, and are implemented according to the items in
Attachment 4 of the Implementation-Rules.
7.1.5 Implementation of type test
When carrying out the type test, the laboratory shall ensure the accuracy and
authenticity of test conclusion; record and keep the whole test procedures;
make sure the test process and test result are traceable. If there is abnormality
in the test, the laboratory shall contact CQC and handle it accordingly.
When there are nonconforming items in the type test, CLIENT is allowed to
make rectification; the rectification shall be completed within 90 days and valid
rectification data and samples shall be submitted to CQC. When retesting,
CLIENT shall provide samples of the same specifications as those of the initial
test for the all-item test (unqualified tyre sidewall marks or wear marks are only
subjected to single-item double-quantity retests). If all the test items/rectification
verifications are qualified, the retest of type test is passed; if the retest results
are unqualified, the type test is unqualified.
Rectification and retest shall be completed within 90 days. If the time limit is
exceeded, CLIENT shall be deemed to give up the certification entrusting and
terminate the certification; CLIENT may also terminate the application on its
own initiative.
After the type test, the test samples and related materials shall be disposed of
in an appropriate manner.
The duration for type test generally does not exceed 30 working days
(calculated from the date the samples are received by the laboratory), excluding
the duration for rectification of the enterprise. The duration for retest is the same
as the duration for type test.
7.1.6 Type test report
CQC shall formulate the unified format of type test report.
The laboratory shall issue type test reports in the unified format. The laboratory
and its related personnel shall be responsible for correctness of the content and
test conclusions of the type test reports made by them.

7.2.3.1 Inspection range
Initial factory inspection shall cover all departments, places, activities and
processes related to the quality of the products entrusted with certification, and
shall cover the category and structure of the products entrusted with
certification.
When a manufacturing enterprise has subcontracted its production process,
CQC can carry out extended inspections on subcontracting sites outside the
manufacturing enterprise.
If necessary, CQC inspection team can be extended to CLIENT, producers
(manufacturers), etc. for inspection.
7.2.3.2 Inspection requirements
During initial factory inspection, manufacturing enterprises shall have products
of different categories and structures entrusted with certification in production.
CQC delegates an inspection team to make the on-site inspection of conformity
of production according to Attachment 3 of the Implementation-Rules.
When carrying out the factory on-site inspection, the factory inspection team
shall randomly sample qualified products at the processing site to carry out
following inspections, including but not limit to:
a. Inspection of conformity of the marks of certified products and “Table of
Technical Parameters of Motor Vehicle Tyre Products”;
b. On-site designated test of certified products (selected from the items
specified in the conformity of production plan submitted by the factory).
7.2.3.3 Initial factory inspection time
For certification entrusting that requires initial factory inspection, CQC
delegates an inspection team covering the motor vehicle tyre industry to carry
out on-site inspection for manufacturing enterprises.
The number of inspector days is determined according to the manufacturing
enterprise (place), inspection content, units of certified products entrusted, and
the number of product specifications covered, and due consideration is given
to the scale of the manufacturing enterprise, which is generally 4 to 6 person
days per processing place.
7.2.4 Inspection conclusion
This Detailed-Rules do not make clear the certification process and time limit,
which are subject to the relevant CQC procedure documents and work
instructions. CQC will control the certification time limit and complete related
work according to the requirements of relevant procedure documents and work
instructions, and CLIENT, producers (manufacturers), and manufacturing
enterprises shall cooperate.
CLIENT, producers (manufacturers), and manufacturing enterprises shall
actively cooperate and assist in the implementation of certification. The
certification timeout due to the CLIENT, producer (manufacturer) or
manufacturing enterprise failing to complete the certification activities due to
their own reasons is not included in the certification time.
8 After-Certification Supervision
CLIENT, producers (manufacturers) and manufacturing enterprises shall follow
the requirements of “China Compulsory Certification Management Method”,
“China Compulsory Certification Mark Management Method”, “China
Compulsory Certification Certificate Cancellation, Suspension and Withdrawal
Implementation Rules”, “Supplementary Provisions on the ODM Model in
Implementation Rules for China Compulsory Certification”, the Implementation-
Rules, this Detailed-Rules and certification standards, to ensure that their
continuously produced certified products meet the requirements of laws,
regulations and standards, and enterprise’s quality assurance capabilities and
product conformity control continue to meet the certification requirements.
CLIENT, producers (manufacturers) and manufacturing enterprises shall be
subjected to supervision within the period specified in Article 8.1 of this
Detailed-Rules, otherwise they are deemed as they are failed to be subject to
after-certification supervision. For non-continuously produced products,
CLIENT, producers (manufacturers) and manufacturing enterprises shall
proactively submit production plans to CQC to facilitate the effective follow-up
inspection.
8.1 Selection of after-certification supervision mode
After-certification supervision mode includes after-certification follow-up
inspection, production on-site sampling test/inspection or market sampling
test/inspection. Combined with the classification results and actual conditions
of manufacturing enterprises, after-certification supervision is one or
combination of them.
Selection of after-certification supervision mode are shown in Table 3.

results of the supervision sampling test of the corresponding products.
8.3.3 Sampling test items and requirements
The sampling test items and requirements shall be according to Article 7.1.4 of
this Detailed-Rules.
8.3.4 Utilization of factory test resources
For Category A or B enterprises, manufacturers or manufacturing enterprises
may apply for on-site test. After CQC’s approval, the designated laboratory may
send qualified staffs to carry out on-site test by utilizing the factory test
resources, provided the manufacturing enterprises meet all requirements of
certification standards, “Implementation Rules for China Compulsory
Certification - Utilization requirements of Manufacturing Enterprise Test
Resources and Other Certification Result”, and the conditions required by
Article 0.3 of this Detailed-Rules; and agree to use the test resources. On-site
test shall be made according to Article 8.3.3 of this Detailed-Rules; designated
laboratory shall issue test report when the test is qualified. If the manufacturer
or manufacturing enterprise has utilized the factory resources for testing for at
least 5 consecutive years, in principle, the samples shall be sent to designated
laboratory for testing, so as to avoid systematic risks.
8.4 Market sampling test or inspection
8.4.1 Principle of market sampling test or inspection
CQC carries out market sampling for enterprises when necessary on the basis
of enterprise classification management and certification risk.
8.4.2 Contents of market sampling test or inspection
CQC establishes market sampling test or inspection plan by selecting some or
all of the test items from type test items, according to quality condition of
different products. Samples shall be sampled by designated personnel from
certified products in the market (including at warehouse or at user-site), and
shall be sent to the designated laboratory for test.
When taking samples from the market, CLIENT, producers (manufacturers),
and manufacturing enterprises shall actively cooperate, such as providing sales
information of certified products, and information of product users, distributors,
and sales network. At the same time, confirm the authenticity of the samples
on site and bear the sample transportation costs.
In the follow-up inspection, if there are nonconformities and the product’s safety
performance is not seriously affected, rectification is allowed within a period (of
not more than 3 months). Enterprises shall take corrective measures and report
the rectification materials to the inspection team.
When there is a systematic or serious defect in the conformity of production
inspection, which directly affects the safety performance of the motor vehicle
tyre, the follow-up inspection result is evaluated as Not-PASS.
The CQC inspection team carries out written verification or field verification of
the rectification. If the rectification is effective, the follow-up inspection result is
PASS; if the rectification is overdue and the rectification result does not meet
the requirements, the follow-up inspection result is Not-PASS.
8.6.2 Evaluation of supervision sampling test results
If the product supervision sampling test is qualified, the evaluation result of
product sampling test/market sampling test is PASS.
If the product supervision sampling test is unqualified, the certificate of the unit
where the sample is included is suspended. If the type and structure of the
sample involves multiple units, a supplementary sampling test shall be carried
out on all the units covered by the sample. During the supplementary sampling
test, sampling shall be carried out by unit group (excluding the unit where the
unqualified sample is included), and it shall take samples of at least one
specification from each unit group for all-item test. If the test result is unqualified,
all certificates of the unit group represented by the sample are suspended.
8.6.3 Comprehensive evaluation
The comprehensive evaluation of after-certification supervision results includes
evaluation of follow-up inspection, evaluation of production on-site sampling
test and/or evaluation of market sampling test.
If the evaluation of after-certification supervision results is PASS, CQC sends a
notice of approval to maintain the certification certificate to the CLIENT,
permitting the continued use of certification certificate and certification mark. If
any of the evaluation results is Not-PASS, the evaluation of after-certification
supervision results is Not-PASS; CQC decides to suspend or revoke the
certification certificate according to the corresponding situation.
9 Certification certificate
9.1 Maintenance of the certification certificate
The validity of the product certification certificate under coverage of this

When the certification standard changes, the CLIENT shall complete the

CQC, based on the change contents, evaluates the provided documents to

necessary, CQC shall respectively develop sample test plan and conformity of
production factory on-site inspection plan. The change shall be approved only
after the test and/or inspection is qualified.
Changes shall be approved when conforming to the requirements. In case of
certificate replacement, code number and approved effective date are not
changed in principle, and approved date of change shall be noted. If new
certificate is not necessary, issue the change confirmation sheet; note the
change contents and approved date of change.
9.3.2 Changes of document review of certification changes
After the CLIENT declares the change to CQC and submits the relevant formal
written materials, it may directly change the certification after document review
in the following circumstances.
(1) Name and/or address of the CLIENT, producer (manufacturer) and
manufacturing enterprise, only the name change is involved, not the
merger or reorganization of the enterprise or the actual relocation of the
manufacturing enterprise;
(2) When product model changes and decreases due to changes of the
product naming method;
(3) When there are changes in the pattern/brand of tyres of the same
specification;
the CLIENT, producer (manufacturer), and manufacturing enterprise
shall be able to submit a change certification entrusting at least one
month before the supervision and make unified changes.
(4) When there are changes in the specifications/models of the critical
components (inner tubes) of the certified products; when there are
changes in the name of the manufacturing enterprise of the critical
components (inner tubes) of the certified products;
When there are changes in the critical components (inner tubes), it shall
the initial factory inspection for the manufacturing enterprise and type
test for products of new categories or structures; after passing the factory
inspection and sample test, CQC will issue a product certification
certificate.
Under special circumstances, Category A and B enterprises may first
carry out written document review and sample test, and CQC will issue
a product certification certificate after they are qualified. Factory
inspections for expanded categories or structures can be carried put
after the certificate is obtained, and in principle they shall be completed
within 3 months after the certificate is obtained.
(4) There are changes of the design and specifications that significantly
affect the product;
(5) There are changes of the national standards and technical specifications
on which the product certification is based;
(6) Relocation of manufacturing enterprises or addition of new production
sites;
(7) There are changes of other matters specified by CQC.
9.4 Suspension, resumption, cancellation, and withdrawal of the
certification certificate
Cancellation, suspension and withdrawal of the certificate shall be implemented
according to “China Compulsory Certification Management Method” and
“Compulsory Product Certificate Cancellation, Suspension and Withdrawal
Implementation Rules”, as well as related regulations of CQC. CQC shall define
the product category and scope that do not meet the certification requirements,
and make announcement to the public for the cancelled, suspended and
withdrawn certification certificates in proper manner.
If the CLIENT needs to resume the suspended certificate, it shall apply for
resumption within the suspension period, and the organization shall timely
arrange for resumption check and/or inspection.
For certificates suspended due to unqualified sampling, at the time of
resumption, sampling is carried out by the inspection team or CQC designated
personnel. Unqualified specifications shall be sampled for all-item tests; at the
same time, at least one more specification shall be sampled from units of the
same category and structure for all-item tests, or the number of samples shall
be increased based on risk assessment.
When resuming the certificate, the test samples shall be sampled/sealed and
sent to the designated laboratory for test. If the wear marks and tyre sidewall

3 Factory inspection table, which includes at least the following:
a Production situation (production scale, production capacity, number of
staffs, person in charge of quality, certification contact person, type of
manufacturing factory of products under certification application), process
flow chart;
b List of critical production equipment (including name, specifications,
quantity, etc.);
c List of main test instruments (including name, specifications, quantity, etc.);
d Organization chart and/or mandate documents;
4 Subcontracting agreement for production process and inspection process (if
necessary);
5 Registration certification materials of CLIENT and manufacturing factory;
6 Safety performance test reports for products under certification application of
which each specification complies with GB 518, GB 9743, and GB 9744;
7 List of inner tube producers (manufacturers) or manufacturing enterprises and
quality certification documents;
See Attachment 2 for a list of inner tube producers (manufacturers) or
manufacturing enterprises. Quality certification documents are valid
documents that meet the requirements of GB 7036.1/2. (Note: The critical
components of tyre products are inner tubes, except tyres without inter tube);
