1 Application scope
This Rules applies to.
(1) M-, N-category vehicle seats;
(2) The head restraints used by above seats (if they are manufactured, sold or
imported independently).
But this Rules don’t apply to following seats and head restraints.
(1) Lateral seats, backward seats;
(2) The seats used by A-, I-class vehicles of M2-, M3-category;
(3) Seats or restraining devices for child occupants.
Due to the changes in the laws, regulations or related product standards, technology,
industry policies and other causes which may change the applicable scope, the
announcement released by CNCA shall be final and conclusive.
2 Certification standards
GB 15083 Strength requirement and test of vehicle seats their anchorages and any
head restraints
GB 11550 Strength requirement and test of vehicle seats head restraints
GB 13057 The strength of the seats and their anchorages of passenger vehicles
GB 24406 The strength of student seat systems and their anchorages of special
school bus
3 Certification modes
The basic certification mode of implementing the China Compulsory Certification for
vehicle seats and seat head restraints is.
4 Classification of certification units
In principle, “vehicle seats and seat head restraints” products of the same-function,
produced by the same-producer (manufacturer) and same-manufacturing enterprise
(location), and having no significant difference in the following aspects could be
classified as one certification unit.
5 Certification entrusting
5.1 Application and acceptance of certification entrusting
CLIENT must put forward the certification entrusting to the certification body, in an
appropriate way. Certification body shall process the certification entrusting; and
feedback the acceptance or rejection according to the time limit in the certification
implementation detailed-rules.
5.2 Application materials
The certification body shall, in accordance with the laws and regulations, standards
and other requirements, specify the checklist of application materials in the
implementation detailed-rules.
5.3 Implementation Arrangement
Certification body shall agree with the CLIENT on the relevant responsibilities and
arrangement of various aspects of certification implementation.
6 Certification implementation
6.1 Type test
6.1.1 Type test plan
Certification body shall formulate the type test plan, after auditing the materials. And
INFORM the CLIENT. CLIENT may voluntarily select the designated laboratory.
Type test plan includes all samples’ requirements and quantity, test standard items,
laboratory information etc.
6.1.3 Items of type test
Items of type test are those compulsory clauses that are applicable to the
corresponding standards in Clause 2 of this Rules, in which.
6.1.4 Implementation of type test
Type test shall be conducted in the laboratory designated by CNCA. Laboratory shall
conduct the type test to the samples, integrally record the whole test and archive for
retaining, so that the test process and results are traceable.
6.2 Initial factory inspection
Initial factory inspection is that the certification body evaluates if the factory’s
production conformity control system is able to comply with the certification
requirements. It is according to mode “Production conformity control plan auditing +
Production conformity factory on-site inspection”.
6.3 Certification evaluation and approval
Certification body shall make a comprehensive evaluation to the type test, factory
inspection results and relevant information / materials. If the evaluation is PASS, the
certificate will be granted according to certification unit. If not, the certification is
terminated.
6.4 Time limit of the certification
Certification body shall make specific provisions on each steps of the certification, and
determine all relevant work to be done within the time limit. CLIENT shall cooperate
with the certification body actively.
7 After‐certification supervision
After-certification supervision refers to the supervision implemented to the certified
product and manufacturing enterprise.
7.1 After-certification follow-up inspection
7.2 Factory on-site sampling testing or inspection
7.2.1 Principles of factory on-site sampling test or inspection
If it adopts “factory on-site sampling test or inspection” to implement the
after-certification supervision, then CLIENT, manufacturer and manufacturing
enterprise shall cooperate.
7.3 Market sampling test or inspection
7.3.1 Principles for market sampling test or inspection
If it adopts “market sampling test or inspection” to implement the supervision, CLIENT,
manufacturer and manufacturing enterprise shall cooperate; and confirm the samples
that are sampled from market.
7.4 Frequency and time of after-certification supervision
Based on manufacturing enterprise classification management, certification body
shall adopt different frequency of after-certification supervision to different types of
manufacturing enterprises.
7.5 Records of after-certification supervision
Certification body shall appropriately record and archive the process of
after-certification supervision, so that the process and results are traceable.
8.1 Maintenance of the certificate
This Rules covers the 5 year valid period of product certificate. Within the valid period,
the validity of the certificate is maintained by depending on the “after-certification
supervision” of the certification body.
8.2 Contents of the certificate
If the certified product and selling package are printed with the content contained in
the certificate, it shall be consistent with the content in the certificate. For change of
certificate, it shall indicate the version of change so as to clearly display the number of
changes for this product.
8.3 Change of the certificate
After certification, when.
8.4 Certificate’s cancellation, suspension and withdrawal
Certificate’s cancellation, suspension and withdrawal shall be implemented in
accordance with the “China Compulsory Certification management method” and
“Compulsory product certificate cancellation, suspension and withdrawal
implementation rules”, and relevant regulations of certification body. Certification body
shall determine the classification and scope of the product that does not comply with
the certification requirements; and adopt appropriate way to publicly announce the
certificate of cancellation, suspension and withdrawal.
9 Certification marks
The management and use of certification marks shall comply with the provisions of
“China Compulsory Certification management method”.
9.1 Mark style permitted to use
The certified vehicle seats and seat head restraints shall use Safety-type (S)
certification mark. The style is as follows.
