1 Application scope
This Rules applies to.
(1) Door-locks of side-doors (including sliding doors) or rear doors in M1-
category and N1-category vehicles;
(2) Door hinges of side doors or rear doors in M1-category and N1-category
vehicles, excluding sliding rails and other supporting parts.
Due to the changes in the laws, regulations or related product standards,
technology, industry policies and other causes which may change the applicable
scope, the announcement released by CNCA shall be final and conclusive.
2 Standards for certification
GB 15086 Motor vehicles - Door locks and door retention components -
Performance requirements and test methods
In principle, the latest versions of above standards that are issued by the
National Standardization Administration shall be executed. When other versions
are required to use, then it shall be executed according to the applicable
relevant standards issued by the State Certification and Accreditation
Administration (CNCA).
3 Certification modes
The basic certification mode of implementing the China Compulsory Certification
for door-lock is.
4 Classification of certification units
In principle, the products of the same-function, produced by the same-producer
(manufacturer) and same-manufacturing enterprise (location), and having no
significant difference in the following aspects could be classified as one
certification unit.
4.1 Locks
(1) Structure type of lock-body and lock-buckle (or block);
(2) Materials of main components;
(3) Connection method with the vehicles.
4.2 Hinges
(1) Structure type of hinges and materials of main components;
(2) The difference of hinge-pin (length and diameter) is within 20%.
In principle, CLIENT shall put forward the certification entrusting based on the
principle of unit classification. It may include multiple ��models (or specifications)��
products in a same-unit. Same-model refers to those products of which the
design has no impact to standard compliance.
5 Certification entrusting
5.1 Application and acceptance of certification entrusting
CLIENT must put forward the certification entrusting to the certification body, in
an appropriate way. Certification body shall process the certification entrusting;
and feedback the acceptance or rejection according to the time limit in the
certification implementation rules.
5.2 Application materials
The certification body shall, in accordance with the laws and regulations,
standards and other requirements, specify the checklist of application materials
in the implementation detailed-rules. It shall at least includes certification
application form or contract, registration certificates of the CLIENT and
manufacturer, ��Production description of door-lock�� (Attachment 1), ��Production
conformity control plan�� (compile according to Attachment 2) etc.
5.3 Implementation Arrangement
Certification body shall agree with the CLIENT on the relevant responsibilities
and arrangement of various aspects of certification implementation. And
according to the situation of manufacturing enterprise and classification
management AND the requirements of this Rules and certification
implementation detailed-rules, DETERMINE the specific program of certification
implementation and INFORM CLIENT.
6 Certification implementation
6.1 Type test
6.1.1 Type test plan
Certification body shall formulate the type test plan, after auditing the materials.
And INFORM the CLIENT. CLIENT may voluntarily select the designated
laboratory.
6.1.2 Sample requirements of type test
In general, according to the requirements of certification body, samples of type
test shall be submitted by the CLIENT with representative samples for test.
6.1.3 Test items of type test
Items of type test are those compulsory clauses that are applicable to the
corresponding standards in Clause 2 of this Rules.
6.1.4 Implementation of type test
Type test shall be conducted in the laboratory designated by CNCA. Laboratory
shall conduct the type test to the samples, integrally record the whole test and
archive for retaining, so that the test process and results are traceable.
6.1.5 Type test report
Certification body shall specify a unified form of the type test report.
After the type test is completed, the laboratory shall, in time, provide the type test
reports to certification body and CLIENT. CLIENT shall ensure that it is able to
provide the complete and valid type test report to certification body and laws
enforcement authorities during the after-certification supervision.
6.2 Initial factory inspection
Initial factory inspection is that the certification body evaluates if the factory��s
production conformity control system is able to comply with the certification
requirements. It is according to mode ��Production conformity control plan
auditing + Production conformity factory on-site inspection��.
6.2.1 Basic principle
Factory shall, according to the requirements in Attachment 2 of this Rules,
establish, implement and continuously maintain the production conformity
control system, so as to ensure that the products can continuously meet the
certification requirements.
6.2.2 Production conformity control plan auditing
Factory shall formulate the production conformity control plan according to the
requirements in Attachment 2, and submit to certification body for auditing.
Certification body shall inform the auditing results to the factory.
6.3 Certification evaluation and approval
Certification body shall make a comprehensive evaluation to the type test,
factory inspection results and relevant information / materials. If the evaluation is
PASS, the certificate will be granted according to certification unit. If not, the
certification is terminated.
6.4 Time limit of the certification
Certification body shall make specific provisions on each steps of the
certification, and determine all relevant work to be done within the time limit.
CLIENT shall cooperate with the certification body actively. In general, certificate
will be granted to CLIENT within 90 days, since the certification entrusting is
accepted.
6.5 Service-parts of discontinued vehicles
The requirements of entrusting and certification implementation are shown in
Attachment 3.
7 After�\certification supervision
After-certification supervision refers to the supervision implemented to the
certified product and manufacturing enterprise. Certification body shall consider
the classification management and actual situation of the manufacturing
enterprise, and clarify the specific requirements for selecting the method of after-
certification supervision in certification implementation detailed-rules.
7.1 After-certification follow-up inspection
7.2 Factory on-site sampling test
7.2.1 Principles of factory on-site sampling test
If it adopts ��factory on-site sampling test�� to implement the after-certification
supervision, then CLIENT, manufacturer and manufacturing enterprise shall
cooperate.
7.3 Market sampling test
7.3.1 Principles for market sampling test
If it adopts ��market sampling test�� to implement the supervision, CLIENT,
manufacturer and manufacturing enterprise shall cooperate; and confirm the
samples that are sampled from market.
7.4 Frequency and time of after-certification supervision
Based on manufacturing enterprise classification management, certification
body shall adopt different frequency of after-certification supervision to different
types of manufacturing enterprises. The supervision time shall be made in a
reasonable way. However, it shall be at least once every two years; and at least
include factory on-site sampling test. Detailed requirements shall be specified in
the certification implementation detailed-rules.
7.5 Records of after-certification supervision
Certification body shall appropriately record and archive the process of after-
certification supervision, so that the process and results are traceable.
7.6 Evaluation on after-certification supervision
Certification body shall comprehensively evaluate the conclusion of follow-up
inspection; conclusion of sampling test; and relevant materials / information. If
the evaluation is PASS, it may continue to maintain the certificate and use of
certification mark. If the evaluation is Not-PASS, certification body shall
suspend or revoke the certificate according to the corresponding situations; and
announce it publicly.
8 Certificate
8.1 Maintenance of the certificate
This Rules covers the 5 year valid period of product certificate. Within the valid
period, the validity of the certificate is maintained by depending on the ��after-
certification supervision�� of the certification body.
8.2 Contents of the certificate
If the certified product and selling package are printed with the content
contained in the certificate, it shall be consistent with the content in the
certificate. For change of certificate, it shall indicate the version of change so as
to clearly display the number of changes for this product.
8.3 Change of the certificate
After certification, when.
8.4 Certificate��s cancellation, suspension and withdrawal
Certificate��s cancellation, suspension and withdrawal shall be implemented in
accordance with the ��China Compulsory Certification management method�� and
��Compulsory product certificate cancellation, suspension and withdrawal
implementation rules��, and relevant regulations of certification body.
8.5 Use of the certificate
Use of the certificate shall comply with the requirements of ��China Compulsory
Certification management method��.
9 Certification marks
The management and use of certification marks shall comply with the provisions
of ��China Compulsory Certification management method��.
9.1 Mark style permitted to use
The certified door-lock shall use Safety-type (S) certification mark. The style is
as follows.
9.2 Use requirements
The China Compulsory Certification marks shall be printed or molded with non-
standard specification.
The marks shall be printed or molded at appropriate position of main-body of the
certification product or on the smallest-packaging. When the mark is applied on
main-body, it shall be preserved permanently; and be easily seen without
damaging the vehicle and the certified products.
