1 Application scope
This Rules applies to the exterior lighting and light signal devices of. M-category,
N-category, O-category and L-category motor vehicles.
Due to the changes in the laws, regulations or related product standards,
technology, industry policies and other causes which may change the applicable
scope, the announcement released by CNCA shall be final and conclusive.
2 Terms and definitions
Exterior lighting and light signal devices. the devices designed for road lighting
or for sending light signals to other road users (hereinafter referred to as
“lights”).
3 Standards for certification
See Attachment 4.
The above standards shall generally follow the latest version issued by the
National Standardization Administrative Departments. When other versions of
the standards need to be used, they shall follow the relevant statements issued
by CNCA.
4 Certification modes
The basic certification mode of implementing the China Compulsory Certification
for motor vehicle exterior lighting and light signal devices is.
5 Classification of certification units
In principle, “the motor vehicle exterior lighting and light signal devices” products
of the same function, produced by the same manufacturer and same
manufacturing enterprise, and having no significant difference in the following
aspects could be classified as one certification unit.
6 Certification entrusting
6.1 Application and acceptance of certification entrusting
CLIENT must put forward the certification entrusting to the certification body, in
an appropriate way. Certification body shall process the certification entrusting;
and feedback the acceptance or rejection according to the time limit in the
certification implementation rules.
6.2 Application materials
The certification body shall, in accordance with the laws and regulations,
standards and other requirements, specify the checklist of application materials
in the implementation detailed-rules.
6.3 Implementation Arrangement
Certification body shall agree with the CLIENT on the relevant responsibilities
and arrangement of various aspects of certification implementation.
7 Certification implementation
7.1 Type test
7.1.1 Type test plan
Certification body shall formulate the type test plan, after auditing the materials.
And INFORM the CLIENT. CLIENT may voluntarily select the designated
laboratory.
7.1.2 Sample requirements of type test
In general, according to the requirements of certification body, samples of type
test shall be submitted by the CLIENT with representative samples for test.
7.1.3 Test items of type test
Items of type test are those compulsory clauses that are applicable to the
corresponding standards in Attachment 4 of this Rules.
7.1.4 Implementation of type test
Type test shall be conducted in the laboratory designated by CNCA. Laboratory
shall conduct the type test to the samples, integrally record the whole test and

7.2 Initial factory inspection
Initial factory inspection is that the certification body evaluates if the factory’s
production conformity control system is able to comply with the certification

Certification body shall make specific provisions on each steps of the
certification, and determine all relevant work to be done within the time limit.
CLIENT shall cooperate with the certification body actively. In general, certificate
will be granted to CLIENT within 90 days, since the certification entrusting is
accepted.
7.5 Spare-parts of discontinued vehicles
The requirements of entrusting and certification implementation are shown in
Attachment 3.
8 Supervision after certification
After-certification supervision refers to the supervision implemented to the
certified product and manufacturing enterprise.
8.1 After-certification follow-up inspection
8.2 Factory on-site sampling test
8.2.1 Principles of factory on-site sampling test
If it adopts “factory on-site sampling test” to implement the supervision after
certification, then CLIENT, manufacturer and manufacturing enterprise shall
cooperate.
8.3 Market sampling test
8.3.1 Principles for market sampling test
If it adopts “market sampling test” to implement the supervision, CLIENT,
manufacturer and manufacturing enterprise shall cooperate; and confirm the
samples that are sampled from market.
8.5 Records of supervision after certification
Certification body shall appropriately record and archive the process of
supervision after certification, so that the process and results are traceable.
9 Certificate
9.1 Maintenance of the certificate
This Rules covers the 5 year valid period of product certificate. Within the valid
period, the validity of the certificate is maintained by depending on the
“supervision after certification” of the certification body.
9.2 Contents of the certificate
If the certified product and selling package are printed with the content
contained in the certificate, it shall be consistent with the content in the
certificate. For change of certificate, it shall indicate the version of change so as
to clearly display the number of change for this product.
9.3 Change of the certificate
After certification, when.
9.4 Certificate’s cancellation, suspension and withdrawal
Certificate’s cancellation, suspension and withdrawal shall be implemented in
accordance with the “China Compulsory Certification management method” and
“Compulsory product certificate cancellation, suspension and withdrawal
implementation rules”, and relevant regulations of certification body.
9.5 Use of the certificate
Use of the certificate shall comply with the requirements of “China Compulsory
Certification management method”.

1 Application scope
